The State Vigilance Commission, which met here under the chairmanship of the Chief Vigilance Commissioner, directed Executive Engineer, PHE Division, Poonch to appear in person along with the Action Taken Report in connection with alleged illegal appointments made in the Division.A notice in this regard has also been served upon the officer concerned warning therein as to why action under rules of the State Vigilance Commission Act ,2011,will not be initiated against him for ignoring Commission’s directions.Earlier, the Commission while taking cognizance of a complaint regarding engagement/ appointment of need based /casual labourers in PHE Division, Poonch on the basis of alleged invalid Diplomas obtained by beneficiaries from one private technical institute namely Kisan Institute of Technology (KIT) R.S.Pura., Jammu, ordered inquiry by the Assistant Commissioner Revenue(ACR) vis-a-vis allegations levelled in the complaint which prima-facie revealed that Kisan Institute of Technology(KIT) is neither affiliated with State Board of Technical Education J&K nor National Council for Vocational Training (NCVT) for trades of Electrician, Mason, Plumber and the Diplomas issued by the said institute pertaining to such courses are not valid in the eyes of law.
On last date of hearing the Commission had asked the Director Technical Education (J&K) and Executive Engineer, PHE, Poonch to appear before the Commission along with the relevant record but today when the case was listed for hearing neither the Executive Engineer appeared nor Action Taken Report has been submitted on his behalf. Besides the counsel for Director Technical Education(J&k) failed to produce all the relevant record which he has been directed to produce on next date of hearing. The enquiry has further prima facie revealed that the Executive Engineer concerned in spite of being aware about the alleged invalid Diplomas obtained by some persons in league with the management of Kisan Institute of Technology (KIT), appointed them in unfair manner, which casts a doubt on integrity of the officer concerned.The Commission taking serious note of the approach exhibited by the Executive Engineer, PHE, Poonch , who instead of taking any legal action in the matter seems to be avoiding his presence, directed him to ensure his presence along with Action Taken Report by next date of hearing. Further the Director Technical Education (J&K) has been asked for action against Kisan Institute of Technology (KIT) for allegedly issuing unauthorized/illegal diplomas in violation of the Government guidelines and submit Action Taken Report by Dec 26, 2016.
