SVC unearths racket of illegal Diplomas

While taking cognizance, the State Vigilance Commission , on the complaint filed by Harpreet Singh and Ashiq Hussain regarding of need based casual labourers in PHE Division Poonch on the allegation of illegal/ fake diplomas issued by Kisan Institute of Technology (KIT) R.S.Pora Jammu in the trades of Electrician, Mason and Plumber etc, the matter was referred to Assistant Commissioner Revenue Poonch, Incharge District Vigilance Officer, Poonch for thorough enquiry and report. The enquiry revealed that KIT private industrial institute R.S.Pora Jammu is not affiliated with State Board of Technical Education, J&K for some trades for which the institute has issued the certificates in past many years and the invalid certificate holders absorbed on Govt jobs.Managing Director, KIT R.S.Pora Jammu and complainant were summoned by the Commission, who submitted the documents wherein it further got revealed that the Govt through the Directorate of Technical Education had cautioned the general public about illegal degrees  being issued in an advertisement in daily excelsior dated August 10,2010, which advised general public that Kisan Institute of Technology (KIT)  R.S.Pora Jammu has been issuing certificates for the trades like Electrician, Mason and Plumber etc for which the institute has not been recognized/ affiliated either by Directorate of Technical Education, J&K or National Council for Vocational Training as such the certificates/ marks cards issued by institute are not valid.

Another notice No DTE/401/2014/3055 dated 14.11.2014 of Directorate of Technical Education certified that the  said institute does not run trades like plumber, mason (building construction) under NCVT and SCVT as such the principal of the said institute is not competent to issue diploma/ marks cards of any kind to the candidates. Hence, all such diploma /certificates issued solely by the principal Kisan Institute for Technology are not valid except electrician trade valid for the period of 2007-2008  only and from 2013 onwards. It further got revealed that many candidates who obtained degrees illegally have been able to get govt jobs through executive engineer, PHE Division Poonch, who absorbed them without verifying their degrees from Director Technical Education. Interestingly, the executive the candidates possessing valid trade degrees from ITIs as alleged by the complainants.State Vigilance Commission taking serious note of great injustice done to the deserving candidates, possessing legal/genuine diplomas/ marks cards in respect of trades for plumber, mason, electrician etc issued by the other institutes having recognition/ affiliation with State Board of Technical Education and appointing non-deserving candidates having illegal diplomas/ marks cards with regard to said trades issues by KIT, R.S.Pora Jammu, directed the Director Technical Education, J&k to take immediate action and submit action taken report. Executive Engineer, PHE Division Poonch has also been directed to take legal action against the illegal appointees, the Government officials and others who connived in appointing those possessing illegal diplomas issued by Kisan Institute of Technology, R.S.Pora Jammu.
