Punjab’s Housing and Urban Development Minister Hardeep Singh Mundian, along with MLA Mohali Kulwant Singh, successfully facilitated the end of an ongoing hunger strike by farmers and landowners affected by land acquisition for the Aerotropolis project in Mohali.
The protest, which had been continuing for several days outside the GMADA office, concluded after the government accepted key demands and offered assurances. The strike was formally called off after farmer leaders were offered juice, symbolizing its conclusion.Senior officials including GMADA Chief Administrator Ms. Sakshi Sawhny and Land Acquisition Officer Rohit Jindal were also present on the occasion.
Addressing the gathering, the Minister reiterated that the Punjab Government, under Chief Minister Bhagwant Singh Mann, remains committed to safeguarding the interests of farmers and landowners. He emphasized that no decision concerning farmers would be taken without their consent.
He further clarified that land acquisition for the development of Aerotropolis blocks E, F, G, H, I, and J would be undertaken only with farmers’ approval.Highlighting the Government’s performance, the Minister stated that all guarantees and promises made over the past four years have been fulfilled.
He also referred to the recently passed Jaagat Jyot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026, terming it a historic step ensuring stringent punishment against acts of sacrilege, reflecting the government’s deep reverence for Sri Guru Granth Sahib.
He added that initiatives such as the Chief Minister Health Scheme, zero electricity bills up to 600 units, Aam Aadmi Clinics, and education reforms demonstrate the government’s accountability and commitment to public welfare.The Minister acknowledged the role of MLA Kulwant Singh in bringing the concerns of affected farmers to the attention of the Chief Minister, which led to prompt directions to concerned departments and paved the way for acceptance of their demands.
Before concluding the protest, the Minister formally read out and handed over a written document detailing the accepted demands. Key decisions include:
*Validity of Sahuliyat (Facilitation) Certificate:*
The validity period of the certificate has been increased from 2 years to 4 years, effective from the date of award payment or issuance of LOI.
*Tubewell Connections:*
The time limit for applying for tubewell connections has been extended to 4 years as per the validity of Sahuliyat Certificate. The concerned department will ensure installation within 2 months on a priority basis.
*Allotment of Plots (Draw of Lots):*
All plots, including those in preferential locations, will now be included in the draw of lots to address farmers’ concerns.
*Development Works in Pockets A, B, C and D:*
In view of FIR No. 16 and a High Court directions on valuation of orchards and structures, pending compensation will be deposited in the reference court. Development work will be expedited, and compensation for properties outside the FIR ambit will be released promptly.
*Timeline for Development:*
All development works will be completed within 3 years from the date of award and possession of land.
*Enhanced Land Pooling Benefits:*
Mixed-use/General Category: 1000 sq. yards residential per acre (Unchanged) and commercial increased from 200 to 210 sq. yards per acre (applicable to 1 acre and above).
Residential (1 acre and above): increased from 1600 to 1630 sq. yards per acre.
*Oustee Quota/ Plots:*
All eligible farmers will be issued oustee certificates and allotted plots at scheme rates as per landholding:
0.5 acre: 200 sq. yards
0.5 to 2.5 acres: 300 sq. yards
Above 2.5 acres: 500 sq. yards
*Conveyance Deed Charges:*
Conveyance deed charges will be waived for original landowners.
*Development of Villages:*
Essential village infrastructure such as Government)Panchayat schools, parks, and dispensaries will be excluded from acquisition. Sewerage, water supply, and stormwater systems will be integrated with GMADA infrastructure, and required development works, including roads, will be undertaken. GMADA will provide funds if any department faces financial constraints.
*Exemption along Village Phirni:*
Houses along the village ‘phirni’ will be exempted from acquisition, while houses falling within agricultural fields outside Village abadi and phirni coming under the planning area will be relocated appropriately.
The Minister emphasized that development cannot come at the cost of people’s sentiments and reaffirmed that the Punjab Government respects public concerns above all.
MLA Kulwant Singh expressed gratitude to Chief Minister Bhagwant Singh Mann and Minister Hardeep Singh Mundian for accepting the farmers’ demands. He also thanked the farmers and landowners for their continued trust and cooperation.
