Chief Electoral Officer, U.T. Chandigarh, Ms. Prerna Puri, IAS, today addressed a press conference and informed that the Enumeration Phase of the Special Intensive Revision (SIR) 2026 has been successfully completed, marking a significant milestone towards preparing an accurate, inclusive and transparent Electoral Roll in the Union Territory.
She informed that the Enumeration Phase was conducted from 15 June 2026 to 14 July 2026 under the directions of the Election Commission of India (ECI) to verify and update the Electoral Roll through comprehensive field verification and active public participation.
Present during the press conference were Additional Chief Electoral Officer-cum-Deputy Commissioner-cum-District Election Officer, U.T. Chandigarh, Sh. Nishant Kumar Yadav, IAS; Joint Chief Electoral Officer, Sh. Saurabh Arora, PCS; Electoral Registration Officer, Sh. Amandeep Singh Bhatti, PCS; and Media Nodal Officer-cum-Director Public Relations, Sh. Rajiv Tewari.
Successful Completion of Enumeration Phase
The Chief Electoral Officer informed that a total of 5,16,427 registered electors were covered during the Enumeration Phase. Booth Level Officers (BLOs) successfully distributed 100% Enumeration Forms to all registered electors across the Union Territory.
Out of these, 4,50,246 Enumeration Forms (87.19%) were collected and digitized, while 66,146 forms (12.81%) remained uncollected despite repeated visits by BLOs. During the revision process, more than 1,780 Booth Level Agents (BLAs) actively participated, further strengthening transparency and stakeholder participation.
She further informed that as part of the Polling Station Rationalization exercise undertaken to improve accessibility and administrative efficiency, the number of polling stations in Chandigarh has been rationalized from 614 to 575.
Mapping with Previous SIR Electoral Roll
Ms. Puri said that one of the key objectives of SIR-2026 was to link existing electors with the previous Special Intensive Revision Electoral Roll of 2002.
Out of the 4,50,246 collected Enumeration Forms:
* 1,67,397 electors were successfully self-mapped.
* 2,13,398 electors were progeny-mapped through their parents.
* 69,451 electors submitted Enumeration Forms without mapping details.
Overall, 3,80,795 electors were successfully linked with the previous SIR Electoral Roll through self or progeny mapping.
Status of Uncollected Enumeration Forms
The Chief Electoral Officer informed that among the 66,146 uncollected Enumeration Forms, field verification by BLOs revealed the following status:
* Permanently Shifted – 43,724
* Absent – 12,568
* Other Reasons – 3,729
* Dead – 3,535
* Duplicate Entries – 2,590
She clarified that based on the field verification conducted during the Enumeration Phase, the names of these electors will not appear in the Draft Electoral Roll to be published on 21 July 2026.
Extensive SVEEP Campaign
Highlighting the voter awareness initiatives, Ms. Puri said that the Election Department conducted an extensive Systematic Voters’ Education and Electoral Participation (SVEEP) campaign across the Union Territory to ensure maximum public participation.
The campaign included newspaper advertisements in English, Hindi and Punjabi, radio jingles, SMS alerts, social media campaigns, Voter Awareness Vans, Nukkad Nataks, public outreach programmes and awareness activities through nine dedicated Help Desks.
She added that special camps were organized at all polling stations along with focused outreach programmes for senior citizens, doctors and Persons with Disabilities. More than 1,000 NSS volunteers, Electoral Literacy Clubs (ELCs) and Voter Awareness Forums (VAFs) actively supported the campaign. Citizens were also assisted through the Voter Helpline 1950.
Notice Phase Begins on 21 July 2026
The Chief Electoral Officer informed that the Draft Electoral Roll will be published on 21 July 2026 and will be available on the CEO Chandigarh website as well as the ECINET platform.
During the Notice Phase (21 July to 18 September 2026), approximately 69,451 electors who submitted Enumeration Forms without mapping details, along with electors where discrepancies are noticed, will receive notices for further verification.
The verification proceedings will be conducted by the designated Assistant Electoral Registration Officers (AEROs). Reiterating the Election Commission’s commitment to due process, she emphasized that no elector’s name will be deleted without following due process of law, providing an opportunity of hearing and passing a speaking order in accordance with the directions of the Election Commission of India.
Documents Required During Hearing
The Chief Electoral Officer informed that electors receiving notices may be required to produce supporting documents depending upon their date of birth, as prescribed by the Election Commission of India.
* Born before 1 July 1987: Documents relating to the elector only.
* Born between 1 July 1987 and 2 December 2004: Documents relating to the elector and either the father or the mother.
* Born after 2 December 2004: Documents relating to the elector, father and mother.
The indicative list of supporting documents includes Birth Certificate, Passport, Matriculation/Educational Certificate, Permanent Residence Certificate, Government-issued Identity Cards, Pension Payment Orders, Family Register, Land/House Allotment Certificate, Caste Certificate, Forest Rights Certificate, National Register of Citizens (where applicable) and other documents prescribed by the Election Commission of India. Separate self-attested copies should be submitted for the elector, father and mother, wherever applicable.
Claims & Objections Period
The CEO informed that citizens whose names do not appear in the Draft Electoral Roll may submit Form-6 during the Claims & Objections period from 21 July to 20 August 2026 for inclusion of their names in the Electoral Roll.
Young citizens attaining the age of 18 years on or before 1 July 2026 are also eligible to apply for enrolment by submitting Form-6 after publication of draft electoral roll.
Applications may be submitted online through the ECINET Mobile App or Portal, or offline through the concerned Booth Level Officer (BLO).
Electors seeking correction of entries in the Electoral Roll or change of address may submit Form-8, as prescribed by the Election Commission of India.
Citizens requiring any assistance may contact the Voter Helpline 1950 on working days or avail the “Book a Call Request with BLO” facility available on the ECINET Mobile Application.
Appealing to all eligible citizens, the Chief Electoral Officer urged voters to verify their names in the Draft Electoral Roll immediately after its publication on 21 July 2026 and, wherever required, submit the appropriate claims or objections within the prescribed period to ensure that every eligible citizen is included in the Electoral Roll.
