To keep a strict vigil on election expenditure and curb the use of unfair means, Static Surveillance Teams would be made active from tomorrow onwards in addition to already working Flying Squad Teams in the districts, said the District Electoral Officer-cum-Deputy Commissioner, Mrs Aashika Jain. Today, while holding a training session for the SST team members, she directed them to remain in touch with their Sub Divisional Magistrates-cum-Assistant Returning Officers and put up nakas with the help of District Police/State Armed Police Personnel who will be the members of the team.
In the expenditure-sensitive pockets, the District Police/State Armed Police are to be replaced by the Central Armed Police Force personnel. Deputy Commissioner, Mrs Jain while listing the importance and duties of the SSTs further said that the teams to keep a strict vigil over excess campaign expenses which includes any vehicle carrying campaign material over Rs 10,000, a cash amount of more than Rs 50,000, distribution of items that can be used as a bribe to the voters such as movement of cash/illegal liquor/illegal arms and any other suspicious activities that can induce the voters.
Besides, any cash amount over Rs 10 lakh would immediately be reported to the Income Tax Department, Drugs to the Narcotics Bureau liquor to excise officials and goods to GST officials. The seizure document would also have a performa of appeal provision so that the person can submit the documents regarding the validity of cash to the appeal committee comprised of ADC (Development), ADC (Urban Development) and the District Treasury Officer.
The Teams were instructed to check the star campaigners having valid documents to carry cash of Rs 1 lakh during their arrival to the district. They were particularly directed to be polite while checking with the public specifically women passengers. Earlier, ADC (G) Viraj S Tidke reviewed the progress of the various teams deputed to check the election expenditure and they were asked to be more active in the coming days.
The daily reports submitted in various form C6 (seizures by FST, SST and Excise Teams), B7 (Seizure Report), Model Code of Conduct; MCC-1 and MCC-2, LOR-1 and LOR-2 (Deposition of weapons, recoveries by Police etc.), B 16 (Media Monitoring Cell), Excise Stock Report B 12, D-13/B-13 in case of spurt in sale of vend over 30 per cent, Party Expenditure C-1, Calling Centre 1950 report, B-17 that details the report of complaint centres being run at ARO level.

ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਦੱਸਿਆ ਕਿ ਚੋਣ ਖਰਚਿਆਂ 'ਤੇ ਸਖ਼ਤ ਨਜ਼ਰ ਰੱਖਣ ਅਤੇ ਅਣ-ਉਚਿਤ ਸਾਧਨਾਂ ਦੀ ਵਰਤੋਂ ਨੂੰ ਰੋਕਣ ਲਈ ਭਲਕ ਤੋਂ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਪਹਿਲਾਂ ਤੋਂ ਕੰਮ ਕਰ ਰਹੀਆਂ ਫਲਾਇੰਗ ਸਕੁਐਡ ਟੀਮਾਂ ਤੋਂ ਇਲਾਵਾ ਸਟੈਟਿਕ ਸਰਵੇਲੈਂਸ ਟੀਮਾਂ ਨੂੰ ਸਰਗਰਮ ਕੀਤਾ ਜਾਵੇਗਾ। ਅੱਜ, ਐਸ.ਐਸ.ਟੀ ਟੀਮਾਂ ਦੇ ਮੈਂਬਰਾਂ ਲਈ ਸਿਖਲਾਈ ਸੈਸ਼ਨ ਦਾ ਆਯੋਜਨ ਕਰਦੇ ਹੋਏ, ਉਨ੍ਹਾਂ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਆਪਣੇ ਉਪ ਮੰਡਲ ਮੈਜਿਸਟਰੇਟ-ਕਮ-ਸਹਾਇਕ ਰਿਟਰਨਿੰਗ ਅਫਸਰਾਂ ਦੇ ਸੰਪਰਕ ਵਿੱਚ ਰਹਿਣ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ/ਰਾਜ ਹਥਿਆਰਬੰਦ ਪੁਲਿਸ ਕਰਮਚਾਰੀਆਂ ਦੀ ਮਦਦ ਨਾਲ ਨਾਕੇ ਲਗਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ।
ਖਰਚ ਪੱਖੋਂ ਸੰਵੇਦਨਸ਼ੀਲ ਇਲਾਕਿਆਂ ਵਿੱਚ, ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ/ਰਾਜ ਹਥਿਆਰਬੰਦ ਪੁਲਿਸ ਨੂੰ ਕੇਂਦਰੀ ਹਥਿਆਰਬੰਦ ਪੁਲਿਸ ਬਲ ਦੇ ਕਰਮਚਾਰੀਆਂ ਨਾਲ ਬਦਲਿਆ ਜਾਵੇਗਾ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀਮਤੀ ਜੈਨ ਨੇ ਐਸ.ਐਸ.ਟੀਜ਼ ਦੀ ਮਹੱਤਤਾ ਅਤੇ ਕਰਤੱਵਾਂ ਬਾਰੇ ਦੱਸਦਿਆਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਟੀਮਾਂ ਨੂੰ ਵਧੀਕ ਚੋਣ ਮੁਹਿੰਮ ਖਰਚਿਆਂ 'ਤੇ ਸਖ਼ਤ ਨਜ਼ਰ ਰੱਖਣ ਲਈ, ਜਿਸ ਵਿੱਚ 10,000 ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਚੋਣ ਪ੍ਰਚਾਰ ਸਮੱਗਰੀ ਲੈ ਕੇ ਜਾਣ ਵਾਲਾ ਕੋਈ ਵੀ ਵਾਹਨ, 50,000 ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਨਗਦ ਰਾਸ਼ੀ, ਉਹ ਵਸਤੂਆਂ ਜੋ ਵੋਟਰਾਂ ਨੂੰ ਰਿਸ਼ਵਤ ਦੇਣ ਵਜੋਂ ਵਰਤੀਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ ਜਿਵੇਂ ਕਿ ਨਕਦੀ/ਗੈਰ-ਕਾਨੂੰਨੀ ਸ਼ਰਾਬ/ਗੈਰ-ਕਾਨੂੰਨੀ ਹਥਿਆਰਾਂ ਦੀ ਆਵਾਜਾਈ ਅਤੇ ਕੋਈ ਹੋਰ ਸ਼ੱਕੀ ਗਤੀਵਿਧੀਆਂ ਜੋ ਵੋਟਰਾਂ ਨੂੰ ਲੁਭਾਉਂਦੀਆਂ ਹੋਣ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, 10 ਲੱਖ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਨਕਦੀ ਦੀ ਸੂਚਨਾ ਤੁਰੰਤ ਆਮਦਨ ਕਰ ਵਿਭਾਗ ਨੂੰ, ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਦੀ ਸ਼ਰਾਬ ਨੂੰ ਨਾਰਕੋਟਿਕਸ ਬਿਊਰੋ ਨੂੰ, ਸ਼ਰਾਬ ਦੀ ਆਬਕਾਰੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਅਤੇ ਸਾਮਾਨ ਦੀ ਜੀ ਐਸ ਟੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸੂਚਨਾ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਜ਼ਬਤ ਕਰਨ ਵਾਲੇ ਦਸਤਾਵੇਜ਼ ਵਿੱਚ ਅਪੀਲ ਦੀ ਵਿਵਸਥਾ ਦਾ ਇੱਕ ਪ੍ਰਫਾਰਮਾ ਵੀ ਹੋਵੇਗਾ ਤਾਂ ਜੋ ਵਿਅਕਤੀ ਏਡੀਸੀ (ਵਿਕਾਸ), ਏਡੀਸੀ (ਸ਼ਹਿਰੀ ਵਿਕਾਸ) ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਖਜ਼ਾਨਾ ਅਫਸਰ ਦੀ ਬਣੀ ਅਪੀਲ ਕਮੇਟੀ ਕੋਲ ਨਕਦੀ ਦੀ ਵੈਧਤਾ ਬਾਰੇ ਦਸਤਾਵੇਜ਼ ਜਮ੍ਹਾਂ ਕਰਵਾ ਸਕੇ।
ਟੀਮਾਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਗਈ ਸੀ ਕਿ ਉਹ ਸਟਾਰ ਪ੍ਰਚਾਰਕਾਂ ਕੋਲ ਜ਼ਿਲੇ ਚ ਆਉਣ ਸਮੇਂ 1 ਲੱਖ ਰੁਪਏ ਦੀ ਨਕਦੀ ਲੈ ਕੇ ਆਉਣ ਜਾਣ ਲਈ ਜਾਇਜ਼ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀ ਜਾਂਚ ਕਰਨ। ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਲੋਕਾਂ ਖਾਸ ਕਰਕੇ ਮਹਿਲਾ ਯਾਤਰੀਆਂ ਨਾਲ ਚੈਕਿੰਗ ਕਰਦੇ ਸਮੇਂ ਨਿਮਰਤਾ ਨਾਲ ਪੇਸ਼ ਆਉਣ ਲਈ ਕਿਹਾ ਗਿਆ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਏਡੀਸੀ (ਜੀ) ਵਿਰਾਜ ਐਸ ਟਿੱਡਕੇ ਨੇ ਚੋਣ ਖਰਚਿਆਂ ਦੀ ਜਾਂਚ ਲਈ ਤਾਇਨਾਤ ਵੱਖ-ਵੱਖ ਟੀਮਾਂ ਦੀ ਪ੍ਰਗਤੀ ਦਾ ਜਾਇਜ਼ਾ ਲਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਹੋਰ ਸਰਗਰਮ ਰਹਿਣ ਲਈ ਕਿਹਾ।
