Election Expenditure Observer for 06-Anandpur Sahib Parliamentary Constituency, Mrs Shilpi Sinha, (Indian Post & Telecommunications Accounts and Finance Service) today emphasized the need to book every penny spent on the political campaign by the parties and candidates during the upcoming Lok Sabha Election-2024 in shadow expenditure registers.
Holding a maiden review meeting with the District Administration, SAS Nagar to take stock of the arrangements in place for monitoring the election expenditure said that as the Nomination process has already started yesterday, after filing the nominations, the onus of election expenditure would be on the candidate that was earlier on political party.
She said that monitoring expenditures would ensure that the expenditure is not being misused on induce voters. Deputy Commissioner Mrs Aashika Jain while briefing the Election Expenditure observer about the arrangements made by the district administration for expenditure monitoring during the parliament elections said that the district administration is fully committed to holding free, fair and transparent elections in the district.
She said that apart from deputing Nine Static Surveillance Teams (SST) and Flying Squad Teams (FST) in the district, three to four Video Surveillance Teams (VST) in each assembly constituency and three video viewing teams, an Assistant Expenditure Observer (in the rank of Income Tax Officers) and one accounting team has also been working in each constituency.
ADC (Urban Development) Damanjit Singh Mann has been made Nodal Officer of these expenditure teams. She said that senior officers with expertise in financial matters have been included in these teams. The Deputy Commissioner further said that the shadow observation registers are being prepared to book the expenditures being made by the candidates during the elections.
She said that these registers would be then compared with those maintained by the candidates at regular intervals. She said that strict vigil is being ensured for the effective and transparent functioning of the expenditure monitoring teams in the district. She also apprised that advertisements inserted in the various Media by the candidates are also being monitored closely by the district administration through the Media Certification and Monitoring Committee.
Similarly, the sale, storage and manufacturing of liquor in the district by liquor vends and Distilleries, Brewery and bottling plants is also under CCTV screening. SSP Dr Sandeep Garg while apprising the Observer about the patrolling and other drives to keep a strict check on liquor, valuable goods and drugs said that district Police has registered 52 FIRs under NDPS, 13 under Arms Act and 50 under Excise Act with the arrest of 146 accused.
He reiterated that district Police in coordination with district Administration will not allow anyone to induce or fear the voters by one or another means to vote for a particular candidate or party. On the occasion, Additional Deputy Commissioner (G) Rajiv S Tidke, Commissioner MC Mohali Navjot Kaur, ADC (D) Sonam Chaudhary, ADC (UD) Damanjit Singh Mann, SDMs Dipankar Garg Mohali, Gurmandar Singh Kharar and SP (H) Tushar Gupta.

ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਸੰਸਦੀ ਹਲਕੇ ਲਈ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਨਿਯੁੱਕਤ ਚੋਣ ਖਰਚਾ ਨਿਗਰਾਨ, ਸ਼੍ਰੀਮਤੀ ਸ਼ਿਲਪੀ ਸਿਨਹਾ, (ਭਾਰਤੀ ਡਾਕ ਅਤੇ ਦੂਰਸੰਚਾਰ ਲੇਖਾ ਅਤੇ ਵਿੱਤ ਸੇਵਾ) ਨੇ ਅੱਜ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਪਾਰਟੀਆਂ ਅਤੇ ਉਮੀਦਵਾਰਾਂ ਦੁਆਰਾ ਸਿਆਸੀ ਪ੍ਰਚਾਰ ਮੁਹਿੰਮ 'ਤੇ ਖਰਚ ਕੀਤੇ ਗਏ ਹਰ ਪੈਸੇ ਦਾ ਹਿਸਾਬ ਸ਼ੈਡੋ ਖ਼ਰਚਾ ਰਜਿਸਟਰਾਂ ਵਿੱਚ ਰੱਖਣ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਚੋਣ ਖਰਚੇ ਦੀ ਨਿਗਰਾਨੀ ਲਈ ਕੀਤੇ ਗਏ ਪ੍ਰਬੰਧਾਂ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਲਈ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ, ਐਸ.ਏ.ਐਸ.ਨਗਰ ਨਾਲ ਪਹਿਲੀ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਕਰਦੇ ਹੋਏ ਚੋਣ ਖਰਚਾ ਨਿਗਰਾਨ ਨੇ ਕਿਹਾ ਕਿ ਨਾਮਜ਼ਦਗੀ ਪ੍ਰਕਿਰਿਆ ਕੱਲ੍ਹ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਹੈ, ਇਸ ਲਈ ਨਾਮਜ਼ਦਗੀਆਂ ਭਰਨ ਤੋਂ ਬਾਅਦ ਚੋਣ ਖਰਚੇ ਦਾ ਜ਼ਿੰਮਾ ਜੋ ਪਹਿਲਾਂ ਸਿਆਸੀ ਪਾਰਟੀ 'ਤੇ ਸੀ, ਹੁਣ ਤੋਂ ਉਮੀਦਵਾਰ ਤੇ ਹੋਵੇਗਾ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਚੋਣ ਖਰਚਿਆਂ ਦੀ ਨਿਗਰਾਨੀ ਇਹ ਯਕੀਨੀ ਬਣਾਏਗੀ ਕਿ ਵੋਟਰਾਂ ਨੂੰ ਲੁਭਾਉਣ ਲਈ ਪੈਸੇ ਦੀ ਦੁਰਵਰਤੋਂ ਨਾ ਹੋਵੇ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਚੋਣ ਖਰਚਾ ਨਿਗਰਾਨ ਨੂੰ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਖਰਚੇ ਦੀ ਨਿਗਰਾਨੀ ਲਈ ਕੀਤੇ ਪ੍ਰਬੰਧਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਆਜ਼ਾਦ, ਨਿਰਪੱਖ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਚੋਣਾਂ ਕਰਵਾਉਣ ਲਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਵਚਨਬੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਨੌਂ-ਨੌਂ ਸਟੈਟਿਕ ਸਰਵੇਲੈਂਸ ਟੀਮਾਂ (ਐਸ ਐਸ ਟੀ) ਅਤੇ ਫਲਾਇੰਗ ਸਕੁਐਡ ਟੀਮਾਂ (ਐਫ ਐਸ ਟੀ) ਤਾਇਨਾਤ ਕਰਨ ਤੋਂ ਇਲਾਵਾ, ਹਰੇਕ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਵਿੱਚ ਤਿੰਨ ਤੋਂ ਚਾਰ ਵੀਡੀਓ ਨਿਗਰਾਨੀ ਟੀਮਾਂ (ਵੀ ਐਸ ਟੀ) ਅਤੇ ਤਿੰਨ ਵੀਡੀਓ ਦੇਖਣ ਵਾਲੀਆਂ ਟੀਮਾਂ, ਇੱਕ-ਇੱਕ ਸਹਾਇਕ ਖਰਚਾ ਨਿਗਰਾਨ (ਇਨਕਮ ਟੈਕਸ ਅਫਸਰ) ਅਤੇ ਇੱਕ ਸਹਾਇਕ ਲੇਖਾ ਟੀਮ ਵੀ ਹਰੇਕ ਹਲਕੇ ਵਿੱਚ ਕੰਮ ਕਰ ਰਹੀ ਹੈ।
ਏ ਡੀ ਸੀ (ਸ਼ਹਿਰੀ ਵਿਕਾਸ) ਦਮਨਜੀਤ ਸਿੰਘ ਮਾਨ ਨੂੰ ਇਨ੍ਹਾਂ ਖਰਚਾ ਨਿਗਰਾਨ ਟੀਮਾਂ ਦਾ ਨੋਡਲ ਅਫਸਰ ਬਣਾਇਆ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਟੀਮਾਂ ਵਿੱਚ ਵਿੱਤੀ ਮਾਮਲਿਆਂ ਵਿੱਚ ਮੁਹਾਰਤ ਵਾਲੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸ਼ਾਮਲ ਕੀਤਾ ਗਿਆ ਹੈ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਚੋਣਾਂ ਦੌਰਾਨ ਉਮੀਦਵਾਰਾਂ ਵੱਲੋਂ ਕੀਤੇ ਜਾ ਰਹੇ ਖਰਚਿਆਂ ਨੂੰ ਬੁੱਕ ਕਰਨ ਲਈ ਸ਼ੈਡੋ ਅਬਜ਼ਰਵੇਸ਼ਨ ਰਜਿਸਟਰ ਤਿਆਰ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਰਜਿਸਟਰਾਂ ਦੀ ਤੁਲਨਾ ਨਿਯਮਤ ਅੰਤਰਾਲਾਂ 'ਤੇ ਉਮੀਦਵਾਰਾਂ ਦੁਆਰਾ ਤਿਆਰ ਰਜਿਸਟਰਾਂ ਨਾਲ ਕੀਤੀ ਜਾਵੇਗੀ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਖਰਚਾ ਨਿਗਰਾਨ ਟੀਮਾਂ ਦੇ ਕੰਮਕਾਜ ਨੂੰ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਢੰਗ ਨਾਲ ਚਲਾਉਣ ਲਈ ਸਖ਼ਤ ਨਿਗਰਾਨੀ ਰੱਖੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਮੀਡੀਆ ਸਰਟੀਫਿਕੇਸ਼ਨ ਅਤੇ ਮੋਨੀਟਰਿੰਗ ਕਮੇਟੀ ਰਾਹੀਂ ਉਮੀਦਵਾਰਾਂ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਮੀਡੀਆ ਵਿੱਚ ਪਾਏ ਜਾਣ ਵਾਲੇ ਇਸ਼ਤਿਹਾਰਾਂ ਦੀ ਵੀ ਨੇੜਿਓਂ ਨਿਗਰਾਨੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਸ਼ਰਾਬ ਦੇ ਠੇਕਿਆਂ ਅਤੇ ਡਿਸਟਿਲਰੀਆਂ, ਬਰੂਅਰੀ ਅਤੇ ਬੋਟਲਿੰਗ ਪਲਾਂਟਾਂ ਦੁਆਰਾ ਸ਼ਰਾਬ ਦੀ ਵਿਕਰੀ, ਸਟੋਰੇਜ ਅਤੇ ਨਿਰਮਾਣ ਵੀ ਸੀਸੀਟੀਵੀ ਨਿਗਰਾਨੀ ਅਧੀਨ ਹੈ।
ਐਸ.ਐਸ.ਪੀ ਡਾ: ਸੰਦੀਪ ਗਰਗ ਨੇ ਅਬਜ਼ਰਵਰ ਨੂੰ ਸ਼ਰਾਬ, ਕੀਮਤੀ ਸਮਾਨ ਅਤੇ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ 'ਤੇ ਸਖ਼ਤੀ ਨਾਲ ਰੋਕ ਲਗਾਉਣ ਲਈ ਗਸ਼ਤ ਅਤੇ ਹੋਰ ਕਾਰਵਾਈਆਂ ਬਾਰੇ ਜਾਣੂ ਕਰਵਾਉਂਦਿਆਂ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ ਨੇ ਐੱਨ ਡੀ ਪੀ ਐੱਸ ਤਹਿਤ 52, ਅਸਲਾ ਐਕਟ ਤਹਿਤ 13 ਅਤੇ ਆਬਕਾਰੀ ਐਕਟ ਤਹਿਤ 50 ਐੱਫ.ਆਈ.ਆਰ. ਕਰਕੇ 146 ਦੋਸ਼ੀਆ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੁਹਰਾਇਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ, ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨਾਲ ਤਾਲਮੇਲ ਚ ਰਹਿ ਕੇ ਕਿਸੇ ਵੀ ਵਿਅਕਤੀ ਨੂੰ ਵੋਟਰਾਂ ਨੂੰ ਕਿਸੇ ਉਮੀਦਵਾਰ ਜਾਂ ਪਾਰਟੀ ਦੇ ਹੱਕ ਵਿੱਚ ਵੋਟ ਪਾਉਣ ਲਈ ਭਰਮਾਉਣ ਜਾਂ ਡਰਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦੇਵੇਗੀ।
ਇਸ ਮੌਕੇ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ (ਜ) ਰਾਜੀਵ ਐਸ ਤਿੜਕੇ, ਕਮਿਸ਼ਨਰ ਨਗਰ ਨਿਗਮ ਮੁਹਾਲੀ ਨਵਜੋਤ ਕੌਰ, ਏ ਡੀ ਸੀ (ਡੀ) ਸੋਨਮ ਚੌਧਰੀ, ਏ ਡੀ ਸੀ (ਸ਼ਹਿਰੀ ਵਿਕਾਸ) ਦਮਨਜੀਤ ਸਿੰਘ ਮਾਨ, ਐਸ ਡੀ ਐਮਜ਼ ਦੀਪਾਂਕਰ ਗਰਗ ਮੁਹਾਲੀ, ਗੁਰਮੰਦਰ ਸਿੰਘ ਖਰੜ ਅਤੇ ਐਸ ਪੀ (ਐਚ) ਤੁਸ਼ਾਰ ਗੁਪਤਾ ਹਾਜ਼ਰ ਸਨ।
