Deputy Commissioner (DC) Sakshi Sawhney on Friday ordered the health department to frame Standard Operating Procedure (SOP) to ensure cleanliness inside and around the civil hospital. Accompanied by MC Commissioner Sandeep Rishi and other officials from civil administration, Municipal Corporation Ludhiana (MCL) and health department, Sawhney visited Mother and Child Centre, other parts of the hospital and static compactor site established at the backside of the hospital.
On the recommendations of experts from PAU's Zoology department, Sawhney said that no outside food should be allowed inside the wards, as it attracts rats. Nursing and security staff must be strict in enforcing this. Hospital authorities must also ensure the safe disposal of food given to new mothers.
She told the health department to designate a dedicated place outside the premises of the hospital for NGOs which distribute food to the patients and their attendants. Besides, they must be encouraged to maintain cleanliness and waste must be disposed off properly.
Sawhney added that, with the help of experts from PAU's Zoology department, most of the entry points for rats had been blocked and plant-based rat repellents, spray, and rat traps had been used. This had resolved around 70% of the rat issue. She said that the teams were working round the clock to eliminate the rat menace completely.
She said that PAU experts would also hold a training workshop for the housekeeping staff of the hospital in this regard.The Deputy Commissioner also made a round of the wards in Mother and Child Centre and issued strict directions to hospital officials to make a detailed plan for seating arrangements for attendants.
She also asked the hospital authorities to send her a proposal about need of beds, bed sheets, fans and other equipment they need so that work can be done accordingly at the earliest. She also asked the officials to immediately remove the stagnant water and debris from the ground floor.
Sawhney checked the hospital's fire fighting system and ordered officials to prepare a detailed report on improving the system to avoid any untoward incident. Later, she went to the static compactor site established at the backside of the civil hospital. The compactors have been established to remove the open garbage dump at the site and the open dump would be cleared within a few days.
DC Sawhney directed the concerned officials to permanently deploy MC staff, PCR to keep vigil on those dumping the garbage outside and take action against the litterbugs. Prominent amongst those present on the occasion included MC Joint Commissioner Navneet Kaur Bal, SDM Deepak Bhatia, Assistant Commissioner (UT) Kritika Goyal, Civil Surgeon Dr Jasbir Singh Aulakh and others.

ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਵੱਲੋਂ ਸਿਹਤ ਵਿਭਾਗ ਨੂੰ ਸਿਵਲ ਹਸਪਤਾਲ ਦੇ ਅੰਦਰ ਅਤੇ ਆਲੇ ਦੁਆਲੇ ਦੀ ਸਫਾਈ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਟੈਂਡਰਡ ਓਪਰੇਟਿੰਗ ਪ੍ਰਕਿਰਿਆ (ਐਸ.ਓ.ਪੀ.) ਬਣਾਉਣ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ। ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਸੰਦੀਪ ਰਿਸ਼ੀ, ਸਿਵਲ ਪ੍ਰਸ਼ਾਸਨ, ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਅਤੇ ਸਿਹਤ ਵਿਭਾਗ ਦੇ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਦੇ ਨਾਲ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਜੱਚਾ-ਬੱਚਾ ਕੇਂਦਰ, ਹਸਪਤਾਲ ਦੇ ਹੋਰ ਹਿੱਸਿਆਂ ਅਤੇ ਹਸਪਤਾਲ ਦੇ ਪਿਛਲੇ ਪਾਸੇ ਸਥਾਪਤ ਸਟੈਟਿਕ ਕੰਪੈਕਟਰ ਸਾਈਟ ਦਾ ਦੌਰਾ ਕੀਤਾ।
ਪੰਜਾਬ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਜ਼ੂਆਲੋਜੀ ਵਿਭਾਗ ਦੇ ਮਾਹਿਰਾਂ ਦੀਆਂ ਸਿਫ਼ਾਰਸ਼ਾਂ 'ਤੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਕਿਹਾ ਕਿ ਵਾਰਡਾਂ ਦੇ ਅੰਦਰ ਬਾਹਰੀ ਭੋਜਨ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਹੋਣੀ ਚਾਹੀਦੀ ਕਿਉਂਕਿ ਇਹ ਚੂਹਿਆਂ ਨੂੰ ਆਕਰਸ਼ਿਤ ਕਰਦਾ ਹੈ। ਨਰਸਿੰਗ ਅਤੇ ਸੁਰੱਖਿਆ ਸਟਾਫ ਨੂੰ ਇਸ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿੱਚ ਸਖ਼ਤ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਹਸਪਤਾਲ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਇਹ ਵੀ ਯਕੀਨੀ ਬਣਾਉਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਨਵਜੰਮੇ ਬੱਚਿਆਂ ਦੀਆਂ ਮਾਵਾਂ ਨੂੰ ਦਿੱਤੇ ਜਾਣ ਵਾਲੇ ਭੋਜਨ ਦੇ ਸੁਰੱਖਿਅਤ ਨਿਪਟਾਰੇ ਨੂੰ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ।
ਉਨ੍ਹਾਂ ਸਿਹਤ ਵਿਭਾਗ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਐਨ.ਜੀ.ਓਜ਼ ਲਈ ਹਸਪਤਾਲ ਦੇ ਬਾਹਰ ਇੱਕ ਸਮਰਪਿਤ ਜਗ੍ਹਾ ਨਿਰਧਾਰਤ ਕਰਨ ਜੋ ਮਰੀਜ਼ਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਸਹਿਯੋਗੀਆਂ ਨੂੰ ਭੋਜਨ ਵੰਡਦੀਆਂ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਉਨ੍ਹਾਂ ਨੂੰ ਸਾਫ਼-ਸਫ਼ਾਈ ਰੱਖਣ ਲਈ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਕੂੜੇ ਦੇ ਨਿਪਟਾਰੇ ਲਈ ਢੁੱਕਵਾਂ ਪ੍ਰਬੰਧ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ, ਪੰਜਾਬ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਜ਼ੂਆਲੋਜੀ ਵਿਭਾਗ ਦੇ ਮਾਹਿਰਾਂ ਦੀ ਮਦਦ ਨਾਲ, ਚੂਹਿਆਂ ਲਈ ਜ਼ਿਆਦਾਤਰ ਐਂਟਰੀ ਪੁਆਇੰਟਾਂ ਨੂੰ ਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ ਅਤੇ ਚੂਹੇ ਭਜਾਉਣ ਵਾਲੀ ਸਪਰੇਅ ਅਤੇ ਚੂਹੇ ਫੜਨ ਵਾਲੇ ਪਿੰਜਰਿਆਂ ਦੀ ਵਰਤੋਂ ਕੀਤੀ ਗਈ ਸੀ। ਇਸ ਨਾਲ ਚੂਹਿਆਂ ਦੀ ਸਮੱਸਿਆ ਦਾ ਲਗਭਗ 70 ਫੀਸਦ ਹੱਲ ਹੋ ਗਿਆ ਸੀ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਟੀਮਾਂ ਚੂਹਿਆਂ ਦੀ ਸੰਪੂਰਨ ਰੋਕਥਾਮ ਲਈ 24 ਘੰਟੇ ਕੰਮ ਕਰ ਰਹੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਮਾਹਿਰ ਇਸ ਸਬੰਧ ਵਿੱਚ ਹਸਪਤਾਲ ਦੇ ਹਾਊਸ ਕੀਪਿੰਗ ਸਟਾਫ ਲਈ ਇੱਕ ਸਿਖਲਾਈ ਵਰਕਸ਼ਾਪ ਵੀ ਆਯੋਜਿਤ ਕਰਨਗੇ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਜੱਚਾ-ਬੱਚਾ ਸੈਂਟਰ ਦੇ ਵਾਰਡਾਂ ਦਾ ਵੀ ਦੌਰਾ ਕੀਤਾ ਅਤੇ ਹਸਪਤਾਲ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸੇਵਾਦਾਰਾਂ ਦੇ ਬੈਠਣ ਦੇ ਪ੍ਰਬੰਧਾਂ ਲਈ ਵਿਸਤ੍ਰਿਤ ਯੋਜਨਾ ਬਣਾਉਣ ਲਈ ਸਖ਼ਤ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ।
ਉਨ੍ਹਾਂ ਹਸਪਤਾਲ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਉਹ ਉਨ੍ਹਾਂ ਨੂੰ ਲੋੜੀਂਦੇ ਬੈੱਡ, ਬੈੱਡ ਸ਼ੀਟਾਂ, ਪੱਖੇ ਅਤੇ ਹੋਰ ਸਾਜ਼ੋ-ਸਾਮਾਨ ਦੀ ਜ਼ਰੂਰਤ ਬਾਰੇ ਪ੍ਰਸਤਾਵ ਭੇਜਣ ਤਾਂ ਜੋ ਇਸ ਅਨੁਸਾਰ ਕੰਮ ਜਲਦ ਤੋਂ ਜਲਦ ਕੀਤਾ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਗਰਾਊਂਂਡ ਫਲੌਰ 'ਤੇ ਖੜ੍ਹੇ ਪਾਣੀ ਅਤੇ ਮਲਬੇ ਨੂੰ ਤੁਰੰਤ ਹਟਾਉਣ ਲਈ ਵੀ ਕਿਹਾ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਹਸਪਤਾਲ ਦੇ ਫਾਇਰ ਫਾਈਟਿੰਗ ਸਿਸਟਮ ਦੀ ਜਾਂਚ ਕੀਤੀ ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਕਿਸੇ ਵੀ ਅਣਸੁਖਾਵੀਂ ਘਟਨਾ ਤੋਂ ਬਚਣ ਲਈ ਸਿਸਟਮ ਨੂੰ ਸੁਧਾਰਨ ਬਾਰੇ ਵਿਸਥਾਰਤ ਰਿਪੋਰਟ ਤਿਆਰ ਕਰਨ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ। ਬਾਅਦ ਵਿੱਚ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਵੱਲੋਂ ਸਿਵਲ ਹਸਪਤਾਲ ਦੇ ਪਿਛਲੇ ਪਾਸੇ ਸਥਾਪਤ ਸਟੈਟਿਕ ਕੰਪੈਕਟਰ ਸਾਈਟ ਵੀ ਦੌਰਾ ਕੀਤਾ।
ਕੂੜੇ ਦੇ ਢੇਰ ਨੂੰ ਹਟਾਉਣ ਲਈ ਕੰਪੈਕਟਰ ਸਥਾਪਿਤ ਕਰ ਦਿੱਤੇ ਗਏ ਹਨ ਅਤੇ ਕੁਝ ਹੀ ਦਿਨਾਂ ਵਿੱਚ ਖੁੱਲ੍ਹੇ ਡੰਪ ਨੂੰ ਸਾਫ਼ ਕਰ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਕੂੜਾ ਬਾਹਰ ਸੁੱਟਣ ਵਾਲਿਆਂ 'ਤੇ ਨਜ਼ਰ ਰੱਖਣ ਅਤੇ ਕੂੜਾ ਸੁੱਟਣ ਵਾਲਿਆਂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਕਰਨ ਲਈ ਨਗਰ ਨਿਗਮ ਸਟਾਫ਼, ਪੀ.ਸੀ.ਆਰ. ਨੂੰ ਪੱਕੇ ਤੌਰ 'ਤੇ ਤਾਇਨਾਤ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਮੌਕੇ ਨਗਰ ਨਿਗਮ ਦੇ ਸੰਯੁਕਤ ਕਮਿਸ਼ਨਰ ਨਵਨੀਤ ਕੌਰ ਬੱਲ, ਐਸ.ਡੀ.ਐਮ. ਦੀਪਕ ਭਾਟੀਆ, ਸਹਾਇਕ ਕਮਿਸ਼ਨਰ (ਯੂ.ਟੀ) ਕ੍ਰਿਤਿਕਾ ਗੋਇਲ, ਸਿਵਲ ਸਰਜਨ ਡਾ. ਜਸਬੀਰ ਸਿੰਘ ਔਲਖ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀ ਵੀ ਹਾਜ਼ਰ ਸਨ।
