In light of the growing necessity for readiness in the face of natural disasters and emergencies, a comprehensive workshop focusing on Disaster Risk Management (DRM) in health care facilities is being organised here by the HP State Disaster Management Authority (SDMA) in partnership with the State Institute of Health and Family Welfare (SIH&FW).
The workshop aims to equip health care professionals with essential skills and knowledge to mitigate risks and ensure the continuity of health care services during crisis. The five day long workshop kicked off with an inaugural session chaired by Dr. Gopal Beri, Director of Health Services.
He emphasized the need to bolster hospital's resilience in the face of disasters and stressed the importance of implementing Disaster Management plans and preparedness. He directed all participating health officials to propagate a culture of safety following the completion of the training programme.
He also emphasized integrating disaster management into hospital operations and curricula in collaboration with the HP State Disaster Management Authority. Participants comprised faculty members and officials from the State Institute of Health & Family Welfare and the Regional Health & Family Welfare Training Centre, along with nodal officers for disaster management from Shimla, Solan, and Bilaspur districts.
During the workshop, attendees will delve into critical topics such as Healthcare Facility Preparedness Plan (HDMP), the role of health care administrators in disaster management, preparation of disaster management plans (DMP), supply chain and logistics management, and triage at health facilities during disasters. A field visit to healthcare facilities will provide firsthand insights into preparedness measures, followed by a simulation exercise involving earthquake, flood, or fire scenarios facilitated by experts from Fire and HP State Disaster Response Force (SDRF).
Sessions will also spotlight the use of technology for disaster preparedness, including remote sensing and GIS technology for disease surveillance. Moreover, discussions on maternal and newborn health during emergencies and child health will be led by experts from various organizations. The workshop will conclude with sessions on nutrition and Water, Sanitation, and Hygiene (WASH) in disaster and emergency situations, followed by an After-Action Review and Lessons Learned.
The overarching goal of the workshop is to foster collaboration among health care professionals, disaster management authorities, and technology experts to construct resilient health care systems capable of effectively withstanding and responding to disasters and emergencies.

हिमाचल प्रदेश राज्य आपदा प्रबंधन प्राधिकरण (एसडीएमए) द्वारा राज्य, स्वास्थ्य और परिवार कल्याण संस्थान के सहयोग से प्राकृतिक आपदाओं और आपात परिस्थितियों से निपटने के लिए स्वास्थ्य सुविधाओं में आपदा जोखिम प्रबंधन पर ध्यान केंद्रित करने के लिए यहां पांच दिवसीय कार्यशाला का आयोजन किया जा रहा है। इस कार्यशाला का उद्देश्य स्वास्थ्य जोखिमों को कम करने और संकट के दौरान स्वास्थ्य सेवाओं की निरंतरता सुनिश्चित करने के लिए आवश्यक कौशल और ज्ञान से लैस करना है।
कार्यशाला का शुभारम्भ करते हुए स्वास्थ्य सेवा निदेशक डॉ. गोपाल बेरी ने कहा कि प्राकृतिक आपदा की स्थिति में घायलों को बेहतर ईलाज की सुविधा प्रदान करने के लिए अस्पतालों में अधोसंरचना को सुदृढ़ करने की आवश्यकता है। उन्होंने आपदा प्रबंधन योजनाओं और तैयारियों को लागू करने के महत्व पर बल दिया। उन्होंने समस्त प्रतिभागी स्वास्थ्य अधिकारियों को प्रशिक्षण कार्यक्रम के पूरा होने के बाद सुरक्षा संस्कृति का प्रचार करने का आग्रह किया।
इसके अलावा, उन्होंने राज्य आपदा प्रबंधन प्राधिकरण के सहयोग से आपदा प्रबंधन को अस्पताल संचालन और पाठ्यक्रम में एकीकृत करने पर भी बल दिया। प्रतिभागियों में राज्य स्वास्थ्य एवं परिवार कल्याण संस्थान और क्षेत्रीय स्वास्थ्य एवं परिवार कल्याण प्रशिक्षण केंद्र के संकाय सदस्य और अधिकारी, शिमला, सोलन और बिलासपुर जिलों के आपदा प्रबंधन के नोडल अधिकारी शामिल थे।
कार्यशाला के दौरान उपस्थित लोग हेल्थकेयर सुविधा तैयारी योजना (एचडीएमपी), आपदा प्रबंधन में स्वास्थ्य देखभाल प्रशासकों की भूमिका, आपदा प्रबंधन योजनाओं (डीएमपी) की तैयारी, आपूर्ति श्रृंखला और रसद प्रबंधन, और स्वास्थ्य सुविधाओं पर ट्राइएज जैसे महत्वपूर्ण विषयों पर चर्चा करेंगे। इसके बाद अग्निशमन और राज्य आपदा प्रतिक्रिया बल (एसडीआरएफ) के विशेषज्ञों द्वारा भूकंप, बाढ़ या आग के परिदृश्यों से जुड़े सिमुलेशन अभ्यास की सुविधा प्रदान की जाएगी।
कार्यशाला के दौरान आपदा तैयारियों के लिए प्रौद्योगिकी के उपयोग पर भी प्रकाश डाला जाएगा जिसमें रोग निगरानी के लिए रिमोट सेंसिंग और जीआईएस तकनीक शामिल हैं। इसके अलावा आपात स्थिति के दौरान मातृ एवं नवजात स्वास्थ्य और बाल स्वास्थ्य पर चर्चा विभिन्न संगठनों के विशेषज्ञों द्वारा की जाएगी। 3 मई, 2024 को कार्यशाला का समापन आपदा और आपातकालीन स्थितियों में पोषण और जल स्वच्छता और स्वच्छता (डब्ल्यूएएसएच) पर सत्रों के साथ होगा।
कार्यशाला का व्यापक लक्ष्य स्वास्थ्य देखभाल व्यवसायियों, आपदा प्रबंधन प्राधिकरणों और प्रौद्योगिकी विशेषज्ञों के बीच सहयोग को बढ़ावा देना है ताकि आपदाओं और आपातकालीन स्थितियों का प्रभावी ढंग से सामना करने और प्रतिक्रिया करने में सक्षम लचीली स्वास्थ्य देखभाल प्रणालियों का निर्माण किया जा सके। कार्यशाला के शुभारम्भ अवसर पर एसआईएच एंड एफडब्ल्यू के प्रिंसिपल डॉ. अजय कुमार दत्ता और पद्मश्री डॉ. ओमेश भारती सहित अन्य अधिकारी शामिल हुए।
