District Magistrate-cum-District Electoral Officer, Mrs Aashika Jain has directed the Arms Licensees of Sahibzada Ajit Singh Nagar to deposit their weapons with immediate effect with nearby Police Station of Arms Dealers in the wake of enforcement of the Model Code of Conduct and upcoming Lok Sabha Elections-2024. She said no fee would be chargeable against the deposition of weapons with the Police Station while a nominal fee of Rs 200 per month would have to be paid to the Arms dealer against the deposition of weapon.
Today, while reviewing the status of the deposition of Arms’ Licenses in the district, she asked ADC (G) to ensure the display of the deposition fee outside every Arms Dealer in the district to facilitate the Arms licensee. These display notices should also be randomly checked, she instructed the SDMs. The District Magistrate further said that a prohibitory order dated March 16, 2024, under section 144 of the CrPC has already been in force in the district regarding a ban on carrying firearms, ammunition, explosives inflammable items and sharp weapons.
She said that non-compliance with this order would be legally actionable and may lead to prosecution under the appropriate sections of the Indian Penal Code and other relevant laws. However, this order would not comply with personnel of the army, paramilitary forces and police personnel in uniform bank guards and cash and carry vehicles of banks who are duly authorized and carrying arms as part of their official duty.
National Rifle Association members would also be exempted vide ECI order no. 464/L&O/2007/PLN-1 dated 08.01.2017. Additional Deputy Commissioner (G) Viraj S Tidke, Assistant Commissioner (G) Davy Goyal and Election Tehsildar Sanjay Kumar were also present in the meeting.

ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ-ਕਮ-ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਸ਼੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਅਤੇ ਆਗਾਮੀ ਲੋਕ ਸਭਾ ਚੋਣਾਂ-2024 ਦੇ ਮੱਦੇਨਜ਼ਰ ਸਾਹਿਬਜ਼ਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਦੇ ਅਸਲਾ ਲਾਇਸੰਸਧਾਰਕਾਂ ਨੂੰ ਆਪਣਾ ਅਸਲਾ ਨਜ਼ਦੀਕੀ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਵਿੱਚ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਜਮ੍ਹਾ ਕਰਵਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਵੱਲੋਂ ਅਸਲਾ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ 'ਤੇ ਕੋਈ ਫੀਸ ਨਹੀਂ ਲਈ ਜਾਵੇਗੀ ਜਦਕਿ ਅਸਲਾ ਡੀਲਰ ਕੋਲ 200 ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਹਥਿਆਰ ਜਮ੍ਹਾ ਕਰਵਾਉਣ ਦੀ ਮਾਮੂਲੀ ਫੀਸ ਅਦਾ ਕਰਨੀ ਪਵੇਗੀ।
ਅੱਜ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਅਸਲਾ ਲਾਇਸੰਸ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਦੀ ਸਥਿਤੀ ਦਾ ਜਾਇਜ਼ਾ ਲੈਂਦਿਆਂ ਉਨ੍ਹਾਂ ਨੇ ਏ.ਡੀ.ਸੀ.(ਜ) ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਅਸਲਾ ਲਾਇਸੰਸਧਾਰਕਾਂ ਦੀ ਸਹੂਲਤ ਲਈ ਜ਼ਿਲ੍ਹੇ ਦੇ ਹਰੇਕ ਅਸਲਾ ਡੀਲਰ ਦੇ ਬਾਹਰ ਜਮ੍ਹਾਂ ਫੀਸ ਡਿਸਪਲੇ ਕਰਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ। ਉਨ੍ਹਾਂ ਐਸ.ਡੀ.ਐਮਜ਼ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਇਨ੍ਹਾਂ ਡਿਸਪਲੇ ਨੋਟਿਸਾਂ ਦੀ ਵੀ ਅਚਨਚੇਤ ਜਾਂਚ ਕੀਤੀ ਜਾਵੇ।
ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟਰੇਟ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਸੀਆਰਪੀਸੀ ਦੀ ਧਾਰਾ 144 ਅਧੀਨ 16 ਮਾਰਚ, 2024 ਤੋਂ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਅਸਲਾ, ਗੋਲਾ ਬਾਰੂਦ, ਵਿਸਫੋਟਕ ਜਲਣਸ਼ੀਲ ਵਸਤੂਆਂ ਅਤੇ ਤੇਜ਼ਧਾਰ ਹਥਿਆਰਾਂ ਨੂੰ ਲੈ ਕੇ ਜਾਣ 'ਤੇ ਪਾਬੰਦੀ ਸਬੰਧੀ ਮਨਾਹੀ ਵਾਲਾ ਹੁਕਮ ਪਹਿਲਾਂ ਹੀ ਲਾਗੂ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਹੁਕਮ ਦੀ ਪਾਲਣਾ ਨਾ ਕਰਨ 'ਤੇ ਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਅਤੇ ਭਾਰਤੀ ਦੰਡਾਵਲੀ ਦੀਆਂ ਉਚਿਤ ਧਾਰਾਵਾਂ ਅਤੇ ਹੋਰ ਸਬੰਧਤ ਕਾਨੂੰਨਾਂ ਦੇ ਤਹਿਤ ਮੁਕੱਦਮਾ ਚਲਾਇਆ ਜਾ ਸਕਦਾ ਹੈ।
ਹਾਲਾਂਕਿ, ਇਹ ਹੁਕਮ ਫੌਜ, ਅਰਧ ਸੈਨਿਕ ਬਲਾਂ ਅਤੇ ਬਾ-ਵਰਦੀ ਪੁਲਿਸ ਕਰਮਚਾਰੀਆਂ, ਬੈਂਕ ਗਾਰਡਾਂ ਅਤੇ ਬੈਂਕਾਂ ਦੇ ਨਕਦੀ ਅਤੇ ਕੈਸ਼ ਲੈ ਕੇ ਜਾਣ ਵਾਲੇ ਵਾਹਨਾਂ ਦੇ ਕਰਮਚਾਰੀਆਂ ਲਈ ਲਾਗੂ ਹੋਣ ਯੋਗ ਨਹੀਂ ਹੋਵੇਗਾ ਜੋ ਅਧਿਕਾਰਤ ਤੌਰ 'ਤੇ ਹਥਿਆਰ ਰੱਖਣ ਅਤੇ ਲੈ ਕੇ ਚੱਲਣ ਦੇ ਅਧਿਕਾਰਤ ਹਨ ਅਤੇ ਆਪਣੀ ਸਰਕਾਰੀ ਡਿਊਟੀ ਦੇ ਹਿੱਸੇ ਵਜੋਂ ਹਥਿਆਰ ਲੈ ਕੇ ਜਾਂਦੇ ਹਨ। ਨੈਸ਼ਨਲ ਰਾਈਫਲ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਮੈਂਬਰਾਂ ਨੂੰ ਈ ਸੀ ਆਈ ਦੇ ਆਦੇਸ਼ ਨੰਬਰ 464/L&O/2007/PLN-1 ਮਿਤੀ 08.01.2017 ਦੇ ਤਹਿਤ ਛੋਟ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਮੀਟਿੰਗ ਵਿੱਚ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ (ਜ) ਵਿਰਾਜ ਐਸ ਤਿੜਕੇ, ਸਹਾਇਕ ਕਮਿਸ਼ਨਰ (ਜ) ਡੇਵੀ ਗੋਇਲ ਅਤੇ ਚੋਣ ਤਹਿਸੀਲਦਾਰ ਸੰਜੇ ਕੁਮਾਰ ਵੀ ਹਾਜ਼ਰ ਸਨ।
