Deputy Commissioner-cum-District Electoral Officer, Aashika Jain today took stock of the election preparedness with the Nodal Officers. She said that in the wake of the issuing of Notification at the RO level for the starting of the Nomination process on May 7, 2024, all the arrangements should be in place in Sahibzada Ajit Singh Nagar District.
She said that the Nominations for 06- Ananadpur Sahib Parliamentary Constituency would be submitted to Returning Officer-cum-Deputy Commissioner, Rupnagar while for 13-Patiala with Returning Officer-cum-Deputy Commissioner, Patiala. The Deputy Commissioner while reviewing the status of the new registration of votes said that the last date for submitting the voter registration form is May 4, 2024, so anyone attaining age 18 or above on April 01, 2024, can still apply online or offline.
She further said that the first randomization of EVMs would be done on May 02, 2024, and the distribution would be started to the AROs. She categorically asked the AROs to keep the 38 sets of EVMs taken for polling staff training, to be stored separately from the EVMs meant for polling. District has a manpower of 6680 personnel for deputing as polling staff whose randomization will be done on April 30, 2024.
Training of polling staff will be conducted on May 5, 2024, at Government Polytechnic Kharar, Government Eminence School Phase 3B1, Mohali and Government College Derabassi respectively. The District Electoral Officer asked the SDMs-cum-AROs to make proper arrangements for training. They were also asked to collect form no. 12 of the Polling staff and voting facilitation for postal ballets.
The details of vehicles required for transportation of Polling Staff to booths and for sectoral magistrates were also discussed. A demand of a total of 235 vehicles was raised for polling staff besides 80 cars for sectoral magistrates. The Deputy Commissioner also reviewed the status of form 12-D for 85 plus and PwD Voters. The Nodal officer designated for the 12-D forms was also urged to form home voting teams as per the consent of these voters.
Besides, the absentee voters in the essential services category who will not be available to cast their votes due to being employed in essential services as notified by the ECI can also use their voting rights by submitting form 12-D. They would be issued postal ballots that can be sent back by the voters to the ROs of the concerned parliamentary constituency by post.
The District Electoral Officer said that under vulnerability and critical polling stations, 89 vulnerable areas have been identified in the district. She also went through the arrangements of counting centres as per the ECI guidelines. The counting for Kharar and SAS Nagar constituencies would be done at Government Polytechnic Kharar while for Derabassi at Punjabi University Patiala.
Counting of votes cast through the Electronically Transmitted Postal Ballot System and Postal Ballot would be done at the RO level. District to have 22 Model Polling stations besides three each; Pink, Youth and PwD staff-managed polling booths. Volunteers/Wheel Chairs/Que Management System will be deputed at all 482 Polling Locations. Apart from that, the progress of the complaint monitoring system and the situation of Law and Order were also discussed.
The officers who were present in the meeting included ADCs Viraj S Tidke, Damanjit Singh Mann, Sonam Chaudhary, SDMs Gurmander Singh, Depankar Garg, Himanshu Gupta, Estate Officer PUDA Harbans Singh, Estate Officer GMADA Khushdil Singh and Land Acquisition Officer GMADA Jasleen Kaur Sandhu.

ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ-ਕਮ-ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਅੱਜ ਨੋਡਲ ਅਫ਼ਸਰਾਂ ਨਾਲ ਚੋਣ ਤਿਆਰੀਆਂ ਦਾ ਜਾਇਜ਼ਾ ਲਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ 7 ਮਈ, 2024 ਨੂੰ ਨਾਮਜ਼ਦਗੀ ਪ੍ਰਕਿਰਿਆ ਸ਼ੁਰੂ ਕਰਨ ਲਈ ਆਰ.ਓ ਪੱਧਰ 'ਤੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਹੋਣ ਦੇ ਮੱਦੇਨਜ਼ਰ ਸਾਹਿਬਜ਼ਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਸਾਰੇ ਪ੍ਰਬੰਧ ਮੁਕੰਮਲ ਕਰ ਲਏ ਜਾਣ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 06-ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਲੋਕ ਸਭਾ ਹਲਕੇ ਲਈ ਨਾਮਜ਼ਦਗੀਆਂ ਰਿਟਰਨਿੰਗ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ, ਰੂਪਨਗਰ ਨੂੰ ਜਦਕਿ 13-ਪਟਿਆਲਾ ਲਈ ਰਿਟਰਨਿੰਗ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ, ਪਟਿਆਲਾ ਕੋਲ ਜਮ੍ਹਾਂ ਕਰਵਾਈਆਂ ਜਾਣਗੀਆਂ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਵੋਟਾਂ ਦੀ ਨਵੀਂ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਦੀ ਸਥਿਤੀ ਦਾ ਜਾਇਜ਼ਾ ਲੈਂਦਿਆਂ ਦੱਸਿਆ ਕਿ ਵੋਟਰ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਫਾਰਮ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਦੀ ਆਖਰੀ ਮਿਤੀ 4 ਮਈ, 2024 ਹੈ, ਇਸ ਲਈ 1 ਅਪ੍ਰੈਲ, 2024 ਨੂੰ 18 ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਉਮਰ ਦਾ ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਅਜੇ ਵੀ ਆਨਲਾਈਨ ਜਾਂ ਆਫ਼ਲਾਈਨ ਅਪਲਾਈ ਕਰ ਸਕਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਈ ਵੀ ਐਮ ਦੀ ਪਹਿਲੀ ਰੈਂਡਮਾਈਜ਼ੇਸ਼ਨ 02 ਮਈ, 2024 ਨੂੰ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਏ ਆਰ ਓਜ਼ ਨੂੰ ਵੰਡ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਉਸਨੇ ਏ ਆਰ ਓਜ਼ ਨੂੰ ਸਪੱਸ਼ਟ ਤੌਰ 'ਤੇ ਪੋਲਿੰਗ ਸਟਾਫ ਦੀ ਸਿਖਲਾਈ ਲਈ ਲਈਆਂ ਗਈਆਂ ਈ ਵੀ ਐਮਜ਼ ਦੇ 38 ਸੈੱਟਾਂ ਨੂੰ ਪੋਲਿੰਗ ਲਈ ਰੱਖੀਆਂ ਗਈਆਂ ਈ ਵੀ ਐਮਜ਼ ਤੋਂ ਵੱਖਰੇ ਤੌਰ 'ਤੇ ਸਟੋਰ ਕਰਨ ਲਈ ਕਿਹਾ। ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਪੋਲਿੰਗ ਸਟਾਫ਼ ਵਜੋਂ ਤਾਇਨਾਤ ਕਰਨ ਲਈ 6680 ਕਰਮਚਾਰੀਆਂ ਦੀ ਮਾਨਵੀ ਸ਼ਕਤੀ ਹੈ, ਜਿਨ੍ਹਾਂ ਦੀ ਰੈਂਡਮਾਈਜ਼ੇਸ਼ਨ 30 ਅਪ੍ਰੈਲ, 2024 ਨੂੰ ਕੀਤੀ ਜਾਵੇਗੀ। ਪੋਲਿੰਗ ਸਟਾਫ਼ ਦੀ ਸਿਖਲਾਈ 5 ਮਈ, 2024 ਨੂੰ ਸਰਕਾਰੀ ਪੋਲੀਟੈਕਨਿਕ ਖਰੜ, ਸਰਕਾਰੀ ਐਮੀਨੈਂਸ ਸਕੂਲ ਫੇਜ਼ 3ਬੀ1, ਮੁਹਾਲੀ ਅਤੇ ਕਾਲਜ ਡੇਰਾਬੱਸੀ ਵਿਖੇ ਕਰਵਾਈ ਜਾਵੇਗੀ।ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਐਸ.ਡੀ.ਐਮਜ਼-ਕਮ-ਏ.ਆਰ.ਓਜ਼ ਨੂੰ ਸਿਖਲਾਈ ਲਈ ਲੋੜੀਂਦੇ ਪ੍ਰਬੰਧ ਕਰਨ ਲਈ ਕਿਹਾ।
ਪੋਲਿੰਗ ਸਟਾਫ਼ ਨੂੰ ਫਾਰਮ ਨੰ. 12 ਅਤੇ ਪੋਸਟਲ ਬੈਲੇਟ ਲਈ ਵੋਟਿੰਗ ਕਪਰਾਟਮੈਂਟ ਸਹੂਲਤ ਦੇਣ ਲਈ ਵੀ ਕਿਹਾ। ਪੋਲਿੰਗ ਸਟਾਫ਼ ਨੂੰ ਬੂਥਾਂ ਤੱਕ ਪਹੁੰਚਾਉਣ ਅਤੇ ਸੈਕਟੋਰਲ ਮੈਜਿਸਟਰੇਟਾਂ ਲਈ ਲੋੜੀਂਦੇ ਵਾਹਨਾਂ ਦੀ ਲੋੜ ਵੀ ਵਿਚਾਰੀ ਗਈ। ਚੋਣ ਅਮਲੇ ਲਈ ਕੁੱਲ 235 ਵਾਹਨਾਂ ਤੋਂ ਇਲਾਵਾ ਸੈਕਟੋਰਲ ਮੈਜਿਸਟਰੇਟਾਂ ਲਈ 80 ਕਾਰਾਂ ਦੀ ਮੰਗ ਰੱਖੀ ਗਈ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ 85 ਸਾਲ ਤੋਂ ਵੱਧ ਅਤੇ ਪੀਡਬਲਯੂਡੀ ਵੋਟਰਾਂ ਲਈ ਫਾਰਮ 12-ਡੀ ਦੀ ਸਥਿਤੀ ਦਾ ਵੀ ਜਾਇਜ਼ਾ ਲਿਆ। 12-ਡੀ ਫਾਰਮਾਂ ਲਈ ਨਿਯੁਕਤ ਨੋਡਲ ਅਫਸਰ ਨੂੰ ਵੀ ਇਨ੍ਹਾਂ ਵੋਟਰਾਂ ਦੀ ਸਹਿਮਤੀ ਅਨੁਸਾਰ ਘਰ-ਘਰ ਵੋਟਿੰਗ ਟੀਮਾਂ ਬਣਾਉਣ ਦੀ ਤਾਕੀਦ ਕੀਤੀ ਗਈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਜ਼ਰੂਰੀ ਸੇਵਾਵਾਂ ਦੀ ਸ਼੍ਰੇਣੀ ਵਿੱਚ ਰੱਖੇ ਗਏ ਅਤੇ ਭਾਰਤ ਦੇ ਚੋਣ ਕਮਿਸ਼ਨ ਦੁਆਰਾ ਨੋਟੀਫਾਈ ਕੀਤੇ ਗਏ ਵੋਟਰ ਵੀ ਫਾਰਮ 12-ਡੀ ਜਮ੍ਹਾਂ ਕਰਕੇ ਆਪਣੇ ਵੋਟ ਦੇ ਅਧਿਕਾਰ ਦੀ ਵਰਤੋਂ ਕਰ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੂੰ ਪੋਸਟਲ ਬੈਲਟ ਜਾਰੀ ਕੀਤੇ ਜਾਣਗੇ ਜੋ ਵੋਟਰਾਂ ਦੁਆਰਾ ਸਬੰਧਤ ਸੰਸਦੀ ਹਲਕੇ ਦੇ ਆਰ.ਓਜ਼ ਨੂੰ ਡਾਕ ਰਾਹੀਂ ਵਾਪਸ ਭੇਜੇ ਜਾ ਸਕਦੇ ਹਨ।
ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਵਲਨਰੇਬਲ ਪੋਲਿੰਗ ਸਟੇਸ਼ਨਾਂ ਤਹਿਤ 89 ਸੰਵੇਦਨਸ਼ੀਲ ਖੇਤਰਾਂ ਦੀ ਸ਼ਨਾਖਤ ਕੀਤੀ ਗਈ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਗਿਣਤੀ ਕੇਂਦਰਾਂ ਦੇ ਪ੍ਰਬੰਧਾਂ ਨੂੰ ਵੀ ਜਾਣਿਆ। ਖਰੜ ਅਤੇ ਐਸ.ਏ.ਐਸ.ਨਗਰ ਹਲਕਿਆਂ ਦੀ ਗਿਣਤੀ ਸਰਕਾਰੀ ਪੋਲੀਟੈਕਨਿਕ ਖਰੜ ਵਿਖੇ ਜਦਕਿ ਡੇਰਾਬੱਸੀ ਲਈ ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ ਪਟਿਆਲਾ ਵਿਖੇ ਹੋਵੇਗੀ।
ਇਲੈਕਟ੍ਰੋਨਿਕਲੀ ਟਰਾਂਸਮਿਟਿਡ ਪੋਸਟਲ ਬੈਲਟ ਸਿਸਟਮ ਅਤੇ ਪੋਸਟਲ ਬੈਲਟ ਰਾਹੀਂ ਪਈਆਂ ਵੋਟਾਂ ਦੀ ਗਿਣਤੀ ਆਰ ਓ ਪੱਧਰ 'ਤੇ ਕੀਤੀ ਜਾਵੇਗੀ। ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਤਿੰਨ-ਤਿੰਨ ਪਿੰਕ, ਯੂਥ ਅਤੇ ਪੀਡਬਲਯੂਡੀ ਸਟਾਫ ਦੁਆਰਾ ਪ੍ਰਬੰਧਿਤ ਪੋਲਿੰਗ ਬੂਥਾਂ ਤੋਂ ਇਲਾਵਾ 22 ਮਾਡਲ ਪੋਲਿੰਗ ਸਟੇਸ਼ਨ ਹੋਣਗੇ। ਸਾਰੇ 482 ਪੋਲਿੰਗ ਸਥਾਨਾਂ (ਚੋਣ ਬੂਥਾਂ ਦੀਆਂ ਇਮਾਰਤਾਂ ਜਿੱਥੇ ਇੱਕ ਤਿੰਨ ਜ਼ਿਆਦਾ ਚੋਣ ਬੂਥ ਵੀ ਹੋ ਸਕਦੇ ਹਨ) 'ਤੇ ਵਾਲੰਟੀਅਰ/ਵ੍ਹੀਲ ਚੇਅਰ/ਕਿਊ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਦੇ ਪ੍ਰਬੰਧ ਕੀਤੇ ਜਾਣਗੇ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਸ਼ਿਕਾਇਤ ਨਿਗਰਾਨ ਪ੍ਰਣਾਲੀ ਦੀ ਪ੍ਰਗਤੀ ਅਤੇ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦੀ ਸਥਿਤੀ ਬਾਰੇ ਵੀ ਚਰਚਾ ਕੀਤੀ ਗਈ। ਮੀਟਿੰਗ ਵਿੱਚ ਏ.ਡੀ.ਸੀਜ਼ ਵਿਰਾਜ ਐਸ ਤਿੜਕੇ, ਦਮਨਜੀਤ ਸਿੰਘ ਮਾਨ, ਸੋਨਮ ਚੌਧਰੀ, ਐਸ.ਡੀ.ਐਮਜ਼ ਗੁਰਮੰਦਰ ਸਿੰਘ, ਦੀਪਾਂਕਰ ਗਰਗ, ਹਿਮਾਂਸ਼ੂ ਗੁਪਤਾ, ਅਸਟੇਟ ਅਫ਼ਸਰ ਪੁੱਡਾ ਹਰਬੰਸ ਸਿੰਘ, ਅਸਟੇਟ ਅਫ਼ਸਰ ਗਮਾਡਾ ਖੁਸ਼ਦਿਲ ਸਿੰਘ ਅਤੇ ਭੋਂ ਗ੍ਰਹਿਣ ਅਫ਼ਸਰ ਗਮਾਡਾ ਜਸਲੀਨ ਕੌਰ ਸੰਧੂ ਹਾਜ਼ਰ ਸਨ।
