A novel initiative has been undertaken by the Protector of Emigrants (PoE), Chandigarh, under Ministry of External Affairs, in collaboration with the Common Service Centre – SPV, in which five CSC-Pravasi Bharatiya Sahayata Kendras (CSC-PBSKs) are being established in Punjab. These centres will be located in Rupnagar, Mohali, Hoshiarpur, and two in Jalandhar. 

One of the centre was inaugurated today at Rupnagar by Shri Yashu Deep Singh, Protector of Emigrants, Chandigarh. These centres will provide citizen-friendly eMigrate web-portal related services and strengthen outreach to aspiring youth at the grassroots level.

The CSC-PBSKs will serve as extended arms of the PoE, Chandigarh and will function as information, facilitation, and grievance-redressal platforms for the general public. These centres will provide guidance and assistance on a wide range of emigration-related matters, primarily related to overseas employment.

Key Services to be Offered at CSC-PBSKs:

• Public Dealing & Guidance: Assistance regarding details of Registered Recruiting Agents (RAs), Emigration Clearances (ECs), and facilitation of public grievances against registered or illegal recruiting agents (IRAs).

• Overseas Employment-Related Information: Guidance to intending emigrants/applicants regarding overseas job opportunities, scheduled RA interviews, and recruitment procedures.

• Verification of Recruiting Agents: Support in verifying the authenticity and licence status of RAs through the official eMigrate portal (www.emigrate.gov.in).

• Insurance & Registration Services: Assistance regarding Pravasi Bharatiya Bima Yojana (PBBY) insurance services, information on Emigration Check Not Required (ECNR) registration, and related facilities.

• Promotion of Legal Overseas Migration: Creating awareness on safe, legal, and transparent mobility channels, discouraging irregular migration practices.

• Digital Support: Facilitating access to the eMigrate portal, including application submissions, grievance registration, and access to fraud preventation advisories issued by the Ministry of External Affairs and Indian Missions abroad.

The establishment of these centres reflects the Ministry’s vision of “Surakshit Jaaye, Prashikshit Jaaye”, with emphasis on safe and legal mobility of Indian citizens. By expanding eMigrate web-portal related services through CSCs Village Level Entrepreneurs (VLEs), the Protectorate seeks to ensure that citizens, particularly from semi-urban and rural areas, can access these facilities easily and reliably.

The Protector of Emigrants, Chandigarh, encourages the public and intending emigrants to avail services at the CSC-PBSKs and to use only legal, registered channels for overseas employment. The Ministry’s eMigrate portal (www.emigrate.gov.in) provides authentic and comprehensive information for youth aspiring for overseas employment.
