मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने जिला कांगड़ा के पालमपुर में एक विशाल जनसभा को सम्बोधित करते हुए पालमपुर में बीडीओ कार्यालय परिसर, अतिरिक्त जिला सत्र न्यायालय कार्यालय निर्माण के लिए समुचित धन का प्रावधान करने का आश्वासन दिया। इसके अतिरिक्त उन्होंने पालमपुर में शहीद स्मारक, पालमपुर अस्पताल में एमआरआई मशीन स्थापित करने तथा ऑपरेशन थियेटर का निर्माण करने, शहर के लिए सीवरेज स्कीम, ओबीसी भवन, पालमपुर बस अड्डे के विस्तारीकरण के लिए पर्याप्त धनराशि प्रदान करने की घोषणा की।
उन्होंने रेलवे ओवरब्रिज बदेहड़-पट्टी रोड पर पुल का निर्माण, लिंगटी खड्ड-नगरी मणिमहेश सड़क, नागनी से लसेडु चिम्बलहार पुल के निर्माण तथा राजपुर गोस्वामी गणेश दत्त कॉलेज के निकट रेलवे ओवरब्रिज के निर्माण की घोषणा भी की। ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि भविष्य में पालमपुर क्षेत्र में पर्यटन गतिविधियों को बढ़ावा देने के लिए और अधिक धनराशि खर्च की जाएगी, जिसका ब्लूप्रिंट तैयार किया जा रहा है और आने वाले समय में पालमपुर का परिदृश्य बदलने वाला है।
उन्होंने कहा कि प्रदेश में कांग्रेस सरकार बनने के बाद से कांगड़ा जिला का विकास विशेष प्राथमिकता रही है और इसी दिशा में अनेक योजनाएं बनाई जा रही हैं। पर्यटन को बढ़ावा देने के लिए कांगड़ा एयरपोर्ट का विस्तार किया जा रहा है।मुख्यमंत्री ने कहा कि राज्य सभा चुनाव के दौरान छह कांग्रेस विधायकों ने बागी बनकर क्रॉस वोटिंग की। उनमें कांगड़ा जिला के एक नेता भी शामिल हैं, जो स्वयं भी सरकार में मंत्री और युवा कांग्रेस के महासचिव रहे, लेकिन उन्होंने पार्टी को आघात पहुंचाया ।
उन्होंने कहा कि कुछ लोग बिना सत्ता के छटपटा रहे हैं, जबकि मैंने 35 साल संघर्ष किया है और वह षड्यंत्रों से घबराने वाले नहीं है। उन्होंने कहा कि जनता विश्वास का हनन करने वालों को कभी माफ नहीं करेगी।ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि ‘‘वर्तमान राज्य सरकार भ्रष्टाचार पर अंकुश लगाकर आम आदमी के विश्वास के लिए धन का प्रावधान कर रही है जबकि कुछ लोग पैसा खर्च कर मुख्यमंत्री की कुर्सी पर बैठना चाहते हैं। ऐसे लोग जनता की क्या सेवा करेंगे।
आज अगर मैं मुख्यमंत्री बना हूं तो यह जनता की ताकत है। धन-बल से कुर्सी की चाह रखने वालों को हिमाचल प्रदेश की जनता कभी माफ नहीं करेगी। वर्तमान सरकार पूरे पांच साल जन सेवा करेगी और पूरी ईमानदारी के साथ काम करेगी।’’उन्होंने कहा कि प्रदेश का विकास राज्य सरकार की प्रतिबद्धता है तथा विकास कार्यों को गति प्रदान करने के लिए टेंडर प्रक्रिया की अवधि को 51 दिन से घटाकर 21 दिन किया गया है।
इसके साथ ही शिक्षा व स्वास्थ्य के क्षेत्र में कई महत्वपूर्ण बदलाव किए जा रहे हैं। उन्होंने कहा कि वर्तमान राज्य सरकार बिना स्टाफ के स्वास्थ्य तथा शिक्षण संस्थान नहीं खोलेगी तथा हर संस्थान के परिचालन के लिए उचित व्यवस्था की जाएगी। इसी प्रकार से बेहतर स्वास्थ्य सेवाएं प्रदान करने के लिए आधुनिक तकनीक को इस्तेमाल किया जा रहा है।
प्रदेश में 55 लाख लोगों के हेल्थ कार्ड बनाए जा चुके हैं। जबकि पिछली भाजपा सरकार द्वारा राजनीतिक लाभ को देखते हुए अपने कार्यकाल के अंतिम छह माह में 900 से अधिक शिक्षण व स्वास्थ्य संस्थान खोले। उन्होंने कहा कि राज्य सरकार ने लोगों को राहत प्रदान करने के लिए राजस्व लोक अदालतों का आयोजन किया जा रहा है, जिसके तहत अब तक 90 हजार के अधिक इंतकाल व सात हजार से अधिक तकसीम के मामलों का निपटारा किया जा चुका है।
ठाकुर सुखविंदर सिंह सुक्खू ने कि 15 माह के कार्यकाल में वर्तमान सरकार ने आर्थिक और आपदा से उत्पन्न चुनौती का सफलतापूर्वक सामना किया। राज्य सरकार ने भ्रष्टाचार के दरवाजे बंद करके 2200 करोड़ रुपये का अतिरिक्त राजस्व प्राप्त किया। उन्होंने कहा कि बिना किसी राजनीतिक लाभ को देखते हुए वर्तमान राज्य सरकार ने पहली ही कैबिनेट बैठक में 1.36 लाख सरकारी कर्मचारियों के लिए पुरानी पेंशन योजना बहाल की।
जबकि पुरानी पेंशन प्रदान करने पर केंद्र सरकार ने कई आर्थिक प्रतिबंध लगाए। उन्होंने कहा कि राजस्थान में भाजपा सरकार बनते ही सरकारी कर्मचारियों के अधिकारों को छीनकर कांग्रेस कार्यकाल में लागू की गई पुरानी पेंशन स्कीम को वापिस ले लिया है। उन्होंने कहा कि आपदा से निपटने के लिए केंद्र सरकार ने हिमाचल प्रदेश को कोई भी विशेष पैकेज प्रदान नहीं किया, जबकि राज्य सरकार ने प्रत्येक आपदा प्रभावित घर को बसाने के लिए अपने सीमित संसाधनों से 4500 करोड़ रुपए का विशेष राहत पैकेज प्रदान किया।
मुख्य संसदीय सचिव आशीष बुटेल ने पालमपुर की जनता को लगभग 250 करोड़ की विकासात्मक परियोजनाएं प्रदान करने के लिए मुख्यमंत्री का आभार व्यक्त किया और कहा कि पिछले 14 माह के कार्यकाल में पालमपुर को अनेक परियोजनाएं दी हैं, जबकि पिछली भाजपा सरकार के कार्यकाल में क्षेत्र के विकास को रोका गया। उन्होंने कहा कि ठाकुर सुखविंदर सिंह सुक्खू ने पार्टी की विभिन्न पदों पर रहकर जन सेवा की और साबित किया कि वह किसी से भी डरने वाले नहीं है। उन्होंने कहा कि प्रदेश की जनता सदैव मुख्यमंत्री के साथ खड़ी है।

Chief Minister Thakur Sukhvinder Singh Sukhu while addressing a public meeting at Palampur in district Kangra today said that the Government was preparing a blueprint to promote tourism activities in Palampur. He said that since the formation of the new government in the state, the development of Kangra district has been his priority, and we have pledged to make Kangra the 'Tourism Capital' of the State.
To increase the footfall of domestic and International tourists, the Kangra Airport is being also expanded to promote tourism, he said.Making series of announcements for Palampur constituency, the Chief Minister announced adequate funds for Martyr Memorial in Palampur.
Besides, he announced installation of MRI machine and operation-theater in Palampur Hospital, sewerage scheme for the town and expansion of OBC Bhawan and Palampur bus stand. He assured provision of adequate funds for construction of BDO office complex and additional district level court office in Palampur.
He also announced the construction of Railway overhead bridge over Badehad-Patti Road, announced Lingati Khad-Nagri Manimahesh Road, Bridge on Nagani to Lasedu Chimbalhar road and Railway overhead bridge near Rajpur Goswami Ganesh Dutt College, Palampur.
The Chief Minister said that during the Rajya Sabha elections, six rebel MLAs cross-voted in favour of the BJP candidate. He said that a former congress minister and sitting MLA from Kangra district played anchor's role in cross- voting and betraying the Government.
Not only this, on the day of voting on the budget, these six rebel MLAs left for Panchkula in a helicopter under the protection of CRPF and Haryana Police. They were later shifted to Haridwar, Rishikesh and now were at Gurugram, busy making plans to topple the government in connivance with the BJP.
"I have a long political career of 35 years and have struggled to reach where I am now, but never conspired against the Party", stated Sh. Sukhu, adding that he was used to such challenges and not afraid of such conspiracies. It is unfortunate that few people have sold their moral values for the money, he reiterated.
"If I am the Chief Minister today, it is because of the love and the faith of the people in me and the Congress party", he said. The present government will last for five years and will work honestly in the service of the people and the development of the State and to accelerate the works, the period of the tender process has also been reduced from 51 days to 21 days.
Along with this, many important changes were being made in the fields of education and health sector. "The Government has decided that it will not open health and educational institutions without proper staff, unlike the previous BJP government which did it for political gains nearing Vidhan Sabha elections" he asserted.
The BJP opened 900 educational and health institutions in the last six months of its tenure without any provision of the staff and buildings. As of now, 55 lakh people have been provided health cards. He said that the state government was organizing Revenue Lok Adalats on the last two days of every month to provide relief to the people and till date more than 90 thousand Mutation and more than seven thousand partition cases have been resolved.
The Chief Minister said that during the tenure of 15 months, the present government successfully faced the economic challenge, the challenge posed by the disaster and the political upheaval. The Central Government did not provide any special package to Himachal Pradesh to provide relief to the disaster affected.
The State Government provided a special relief package of Rs 4500 crore from its limited resources to rehabilitate disaster affected families.To overcome the financial crisis, the Government exercised options to generate the same through its own resources and as a result achieved an additional revenue of Rs 2200 crore.
The Central Government imposed many financial restrictions when we announced providing OPS to 1.36 lakh employees of the State in the very first cabinet meeting whereas as soon as the BJP government was formed in Rajasthan, the OPS implemented during the Congress regime there was withdrawn.
Chief Parliamentary Secretary Ashish Butail thanked the Chief Minister for dedicating developmental projects worth about Rs 250 crore to the people of Palampur and said that in the previous BJP government, the development of the area was neglected. He said that the people of the state were standing with the Chief Minister in all odds.Earlier, the Chief Minister inaugurated and laid the foundation stone of development works totaling of Rs. 302.51 crore.
He inaugurated three projects of Jal Shakti Department completed at a cost of Rs. 33.04 crore at Villa Camilia in Palampur, inaugurated the improvement work of distribution system of drinking water supply schemes areas near Bindh drain and various drinking water supply schemes of Palampur area completed at a cost of Rs. 25 crore, improvement of lift water supply scheme for providing domestic connections in Gadiyara, Asanpatt Brahmtehru completed at a cost of Rs. 2.78 crore, the improvement work of water supply scheme to provide domestic connections at Deogran, Thala and Bhagotla completed at a cost of Rs. 5.17 crore.
He also laid foundation stone of 18 projects of various departments to be built with an outlay of Rs. 269.47 crore which includes construction of Gehar-Speru-Kandwari-Kalohi-Rajehar road to be completed at a cost of Rs. 6.42 crore, up-gradation of Rampur-Rajehar-Sarswa road via Kapen-Neelkanth Temple, Bhaderna to cost Rs. 9.62 crore, construction of road from Patti to Gorath in Gram Panchayat Raipur via Harijan and Gujjar Basti Bhadel to be completed at a cost of Rs. 9.03 crore.
He also laid foundation of up-gradation work of Maniyara-Kothi road to be built at a cost of Rs. 4.28 crore, up-gradation of Phetta Bazar-Bhawarna-Siddhpur-Sarkari Moharla-Kaliarkhar to Samula Khas road to cost Rs. 9.86 crore, up-gradation of Rathan-Ropa-Kapoor Basti-Dattal Ghar via Jagrena road to be completed at a cost of Rs. 4.72 crore, Rajiv Gandhi Day-Boarding School Kamlehar to be completed at a cost of Rs. 5 crore, improvement and extension of water supply scheme in Municipal Corporation Palampur to be completed at a cost of Rs. 48 crore.
Besides this, he also performed foundation stone laying ceremony of water and sanitation in Palampur town to cost Rs. 135.40 crore, improvement and rejuvenation and completion of head channel and other balance work of flow irrigation scheme Nei Kuhal to cost Rs. 1.57 crore, improvement and rejuvenation of flow irrigation scheme Kusmal Kuhal to be completed at a cost of Rs. 5.10 crore.
Flood protection works of Housing Board Colony Bindraban to be completed at a cost of Rs. 6.78 crore, improvement and extension of water supply scheme Awa Palampur to be completed at a cost of Rs. 10.10 crore, construction of parking next to Radha Krishna temple in Municipal Corporation Palampur Ward No. 2 to cost rupees one crore
Construction of Commissioner's residence at Ward No. 1 Lohna Municipal Corporation Palampur to be completed at a cost of Rs. 70 lakh, construction of community building in Municipal Corporation Palampur to be completed at a cost of Rs. 2 crore and procurement and installation of toy train in Sourabh Van Vihar in Palampur Range of Palampur Forest Division to be completed at a cost of Rs. 65 lakh. He also laid foundation stone of 33/11 KV sub-station Neugal Aima to cost Rs. 7.03 crore and 33/11 KV sub-station Banordu to cost Rs. 7.16 crore.
Palampur Congress Block President Trilok Chand also welcomed Chief Minister.Chief Parliamentary Secretary Kishori Lal, MLA Sanjay Rattan, former Assembly Speaker, Brij Bihari Lal Butail, Chairman, Himachal Pradesh State Cooperative and Rural Development Bank Sanjay Chauhan, were also present on the occasion amongst the others.
