Jammu and Kashmir Chief Minister Mufti Muhammad Sayeed blamed "non-state actors" for the terror attack on a police station on Friday that left four people and the two attackers dead."This was carried out by non-state actors who are against peace and lifting of the AFSPA," Sayeed said, referring to the first terror strike since he took charge of the state on March 1."It is time Pakistan realized this as they are also battling these elements in their country," he told the media."Yeh Islam nahi hai. (This is not what Islam teaches). We will not be deterred in our resolve to usher in permanent peace in the state by these acts," Sayeed added.According to him, "non-state actors" ranged against the revocation of the Armed Forces Special Powers Act (AFSPA) and peace in the state carried out the audacious attack in Kathua district.Notwithstanding the attack, Sayeed said the AFSPA would be gradually revoked in Jammu and Kashmir.

He said the ruling PDP-BJP coalition in the state had been formed for the equitable growth of all the three regions of Jammu, Kashmir Valley and the Ladakh region.He spoke of the vast scope the state has in tourism, horticulture, floriculture, adding this potential would be fully exploited.The chief minister said the NHPC-run hydro power projects in the state would be brought under state ownership in near future,"Mistakes have been committed by previous governments in the state and we will correct them. Our resolve is to empower people and we will empower them."Sayeed also said that refugees from Pakistan who moved into Jammu and Kashmir in 1947, 1965 and 1971 -- the years when India and Pakistan fought wars -- would be rehabilitated."It is a human problem and we will find out a humanitarian solution to their problems."
