Haryana Industries and Commerce Minister Rao Narbir Singh has directed officers to ensure that no investor application remains pending unnecessarily at the district level. He said that if an application has any deficiencies or objections, the concerned officer must communicate all objections at one time, so that investors are not forced to make repeated visits to government offices and approvals can be granted within the prescribed timelines.

The Minister was chairing a review meeting with regional officers of the Environment Department, District Industries Centre officers and Industrial Estate Officers at the NIC Centre in the Haryana Civil Secretariat on Monday. The Commissioner and Secretary, Industries and Commerce Department, Dr Amit Agrawal, Director General,  Sh.  Yash Garg, and Managing Director of HSIIDC, Sh. Sushil Sarwan also attended the meeting.

During the meeting, Rao Narbir Singh said the Haryana Government is committed to making the state the most preferred investment destination in the country. Achieving this goal requires an approval mechanism that is transparent, simple and time-bound. 

He directed officials to ensure that investors do not face any inconvenience during departmental processes. Dr. Amit Agrawal informed the meeting that the department is working to further strengthen the Unified Single Window System. 

A new Single Window System (SWS) portal will be developed and integrated with the Revenue Department's land records. Information on vacant industrial plots available in HSIIDC industrial estates will also be made accessible through the portal.

He further said that the portal will provide investors with details of essential infrastructure, including the nearest railway station and the availability of power and water. It will also be integrated with Geographic Information System (GIS) technology, enabling investors to identify suitable locations more efficiently.

It was informed in the meeting that the portal will also serve as a comprehensive repository of information on document facilitation centres, investor guidance services and all statutory approvals required for setting up enterprises. In addition, district-level and state-level Business Reform Action Plans are being prepared to further simplify and streamline the investment process.

During the review, Rao Narbir Singh also took note of the growing number of complaints relating to Resident Welfare Associations (RWAs) in group housing societies. He directed officers to formulate a policy for making necessary amendments to the Apartment Society Act to ensure effective resolution of issues faced by residents.

Officers of the MSME Department informed the meeting that Business Development Services (BDS) Helpdesks and Udyog Saathi have been appointed to assist micro, small and medium enterprises by providing guidance on government schemes, approvals and regulatory procedures. They also said that the Sangam Portal will be launched shortly, incorporating the Central Government's Zero Defect Zero Effect (ZED) policy.

The Industries Minister reiterated that the State Government is fully committed to providing a business-friendly ecosystem for investors. He directed all departments to work in close coordination to ensure investors receive prompt, transparent and efficient services.
