Haryana Transport Minister Sh. Anil Vij announced major relief for Haryana Roadways employees, stating that until the State Government formulates and implements a new transfer policy, employees of Haryana Roadways will be given a one-time opportunity for transfer on the basis of mutual consent. He said that this arrangement would address the genuine needs of employees while ensuring that manpower availability and operational efficiency at various depots remain unaffected.

Sh. Vij also announced that all Roadways workshops and related establishments across the state would be equipped with essential employee amenities, including fans, adequate seating arrangements, water coolers, and separate toilet facilities for male and female employees, thereby ensuring a better working environment.

Sh. Vij was presiding over a meeting in Chandigarh today with officials of the Transport Department, representatives of the Haryana Roadways Workers Union, and the Haryana Parivahan Karmchari Sangh. Additional Chief Secretary, Transport Department, Sh. Raja Sekhar Vundru was also present.

Private Bus Operators Must Comply with Existing Kilometre Scheme Rules – Vij 

During the meeting, detailed discussions were held regarding private permits under the Kilometre Scheme and the Stage Carriage Scheme. Sh. Vij stated that although the matter is currently pending before the court, all private bus operators must strictly comply with the existing policy and regulations until a final decision is reached.

Any operator found violating the prescribed rules will face action as per law, including suspension of bus operations. He said that Haryana Roadways is not only a commercial entity but also an important public service provider. 

Therefore, transport services must be operated on all designated routes, whether by government-owned buses or buses operating under the Kilometre Scheme.

Driver Testing Process to Begin Soon; Passenger Safety Is the Top Priority – Vij 

The Transport Minister said that the department would soon initiate a driver testing mechanism with road safety as its highest priority. He emphasized that passenger safety is paramount and that a transparent, effective and stringent driver evaluation system would be implemented to minimize accidents and improve safety standards. 

Sh.Vij also directed officials to review bus routes and schedules. He suggested that, wherever feasible, government buses should operate first on a route, with private buses following approximately 20 to 25 minutes later, thereby preventing unnecessary competition for government transport services.

Regarding electric buses, he stated that Haryana would develop an effective and practical operational model to make public transport more modern, environmentally sustainable and future-ready.

Illegal Encroachments on Transport Department Land to Be Removed; Instructions Issued to All General Managers – Vij 

Taking serious note of potential encroachments on Haryana Transport Department properties, Sh. Vij directed officials to conduct a comprehensive survey of land belonging to all bus stands and depots across the state. Any illegal occupation found should be removed immediately. 

He further instructed all General Managers to regularly monitor assets under their jurisdiction and submit reports to headquarters. Encroachments within bus stand premises should also be removed promptly to facilitate the development of public utility infrastructure, including electric vehicle charging stations.

Timely Promotions for All Eligible Employees in the Transport Department – Vij

Sh. Vij directed officials to prepare a detailed proposal regarding recruitment and employee welfare measures in the Haryana Roadways Engineering Corporation, Gurugram, and submit it to the Government. He also asked officials to examine the feasibility of developing residential colonies for Roadways employees, as demanded by employee unions, and prepare a suitable proposal. 

Further, he instructed that all eligible employees be granted promotions in a timely manner in accordance with existing rules so that no employee is deprived of his or her legitimate rights.

Meeting with Concerned Departments to Be Held Soon for Resolution of Pending Issues – Vij

The meeting also discussed several employee welfare issues, including earned leave, technical pay scales, bonus, timelines for settlement of commuted pensions of retired employees, promotion procedures, risk allowance, uniform and shoe allowance, annual increments, rest houses, powers relating to daily allowances, and allocation of space for ticket counters at Delhi ISBT. 

Sh. Vij directed officials to conduct a detailed study of all these issues and prepare a comprehensive agenda. He further instructed that a joint meeting with all concerned departments be convened to facilitate a one-time resolution of pending matters.

Among those present at the meeting were Transport Department Director General Sh. Vinay Pratap Singh, Haryana Roadways Workers Union State President Narendra Dinod, General Secretary Sumer Siwach, Haryana Parivahan Karmchari Sangh State President Krishna Lal Nohra, State General Secretary Dharmendra Kumar Siwan, along with other senior departmental officers and union representatives.
