Regional Plan 2041 to be Prepared for the Development of the National Capital Region

The 42nd meeting of the National Capital Region Planning Board (NCRPB) was held on Tuesday at Vigyan Bhawan, New Delhi, under the chairmanship of Union Minister for Housing and Urban Affairs Sh. Manohar Lal. Haryana Chief Minister Sh. Nayab Singh Saini, Delhi Chief Minister Smt. Rekha Gupta, Uttar Pradesh Cabinet Minister A.K. Sharma, and Rajasthan Urban Local Bodies Minister Sh. Jhabar Singh Kharra attended the meeting.

Speaking to media persons after the meeting, Haryana Chief Minister Sh. Nayab Singh Saini said that detailed discussions were held on several important issues related to the development of the National Capital Region (NCR). He informed that it was decided that there would be no change in the existing geographical limits of the NCR and that the current boundaries would remain intact.

The Chief Minister said that the meeting deliberated on the Regional Plan-2041 for the National Capital Region. Various aspects relating to the future development of NCR, including urban planning, environmental conservation, infrastructure development and sustainable growth, were discussed in detail. To finalize the Regional Plan-2041, a sub-committee comprising senior officials from the Central Government and the concerned State Governments of Haryana, Uttar Pradesh, Rajasthan, and Delhi has been constituted. 

The sub-committee will submit its final report to the Board by August 15, 2026. The Chief Minister further informed that the next meeting of the National Capital Region Planning Board will be held in Gurugram, Haryana, in December 2026.

A significant decision was also taken during the meeting to develop four new Greenfield cities along the Rapid Rail Transit System (RRTS) corridors. Each member state of the Board will submit a development proposal for one new Greenfield city.  These cities, to be developed under the name “Namo City,” will be planned as modern, environmentally sustainable, and self-reliant urban centres. 

Sh. Nayab Singh Saini said that these decisions of the National Capital Region Planning Board would ensure balanced and robust development of the Delhi-NCR region. He reiterated that the Haryana Government is giving the highest priority to the development of NCR and will expedite the implementation of Greenfield city projects and RRTS initiatives.

On this occasion, Chief Principal Secretary to the Chief Minister Sh. Rajesh Khullar, Haryana Chief Secretary Sh. Anurag Rastogi, Secretary, Ministry of Housing and Urban Affairs, Government of India Sh. Srinivas Katikithala, Secretary, Ministry of Road Transport and Highways Sh. V. Umashankar, and senior officials from NCR constituent states were also present.
