Haryana Chief Secretary Dr. Vivek Joshi held a meeting today with Shri Adil Zainulbhai, Chairman of the Capacity Building Commission (CBC) of India, to discuss training initiatives for government employees under ‘Mission Karamyogi Haryana’. The initiative, implemented by the Haryana Institute of Public Administration (HIPA), aims to enhance the skills of civil servants and other government employees. 

Dr. Joshi emphasized the need to equip government officials with knowledge of Artificial Intelligence (AI). He directed officials to collaborate with HIPA and conduct AI training programs for Additional Chief Secretaries (ACS) and Director-level officers as the first phase, eventually extending the training to the entire state workforce. 

The meeting was informed that HIPA is working towards training approximately 3.17 lakh government employees to ensure ethical and responsive governance. The Chief Secretary instructed officials to register all Haryana government employees, including those in boards and corporations, on the Mission Karamyogi portal. 

He also stressed the importance of offering training modules in Hindi for broader accessibility. To maximize the impact of the initiative, Dr. Joshi urged HIPA to collaborate with various state departments, including Police, Forest and Wildlife, and Women and Child Development, integrating their specialized training courses into the platform. 

He also emphasized training all Deputy Commissioners and expanding the program to the district level. Shri Adil Zainulbhai highlighted Haryana’s leadership in conducting physical training on ethics for all civil servants, a model now being replicated in other states. 

He noted that courses on workplace ethics, stress management, motivation, communication, service rules, and new laws have gained popularity. Additionally, training on Urban Local Bodies' issues such as cleanliness and solid waste management is being provided. 

With AI transforming governance, Shri Zainulbhai underscored the necessity of AI literacy for government employees and students. HIPA has designed 17 AI-related courses to familiarize employees with this rapidly evolving technology.

Mission Karamyogi, part of the National Programme for Civil Services Capacity Building (NPCSCB), seeks to create a competent, citizen-centric civil service with a deep understanding of India’s priorities. The initiative aims to empower officials for effective and efficient public service delivery in a dynamic governance environment.

Earlier, the Chief Secretary welcomed Shri Adil Zainulbhai and his team, presenting him with a memento and bouquet. The meeting was attended by Special Secretary, Personnel, Training and Parliamentary Affairs Department, Shri Aditya Dahiya, Special Secretary, Monitoring & Coordination, Smt. Priyanka Soni, and senior officials from HIPA and CBC.
