While presiding over the H.P. Forensic Sciences Development Board meeting here today, Chief Minister Thakur Sukhvinder Singh Sukhu stressed on incorporating modern technology in order to reduce the waiting time for the processing of crime reports. He said that the department plays crucial role in solving the crime cases and the State Government would provide every possible assistance to modernize the department.
He said that the department must ensure quality assurances in crime reports to improve conviction rates in the court of law. Thakur Sukhvinder Singh Sukhu said that effective case management is essential in order to ensure punishment of the guilty in the court of law, therefore, proper sample collections from the crime scenes is necessary.
He said that the department must introduce a bar coding system to maintain the integrity of sample collection from the crime scenes which would enhance the accuracy and reliability of evidence. He said that the State Government would provide four forensic vans for the effective handling of cases.
He said that vacant functional posts of the department would be filled up to address the issue of shortage of manpower and the State Government would also upgrade the infrastructure. He said that forensic behavioral analysis unit, food forensic units and other new units would be established in the department for the effective functioning.
The Chief Minister stressed the need to rationalize the staff in the forensic department and said that the State Government would create District Forensic Units in Hamirpur, Una, Sirmaur, Kullu, Kinnaur and Lahaul-Spiti districts. He said that department must ensure high end technology in the working of the department and the State Government would provide all possible support in this respect.

आपराधिक मामलों को सुलझाने में फॉरेंसिक विभाग की महत्त्वपूर्ण भूमिकाः मुख्यमंत्री सुखविंद्र सिंह सुक्खू

मुख्यमंत्री ठाकुर सुखविंद्र सिंह सुक्खू ने आज यहां हिमाचल प्रदेश फॉरेंसिक साइंस विकास बोर्ड की बैठक की अध्यक्षता करते हुए अपराध अन्वेषण रिपोर्ट तैयार करने की प्रक्रिया की समयावधि को कम करने के लिए आधुनिक प्रौद्योगिकी अपनाने पर बल दिया। उन्होंने कहा कि आपराधिक मामलों को सुलझाने एवं अपराधियों को पकड़ने में फॉरेंसिक विभाग महत्त्वपूर्ण भूमिका निभाता है तथा प्रदेश सरकार विभाग के आधुनिकीकरण के लिए हर सम्भव सहायता प्रदान करेगी।
उन्होंने न्यायालयों में अपराधियों को सजा दिलवाने की दर में सुधार लाने के लिए आपराधिक रिपोर्टों की गुणवत्ता को बेहतर करने पर बल दिया। ठाकुर सुखविंद्र सिंह सुक्खू ने कहा कि अपराधी को कानून के तहत सजा दिलवाने के लिए आपराधिक मामलों के प्रभावी प्रबन्धन की आवश्यकता है, जिसके लिए अपराध स्थल की जांच कर सही तरीके से नमूने एकत्रित करने की आवश्यकता है।
उन्होंने कहा कि अपराध स्थल से जो नमूने एकत्रित किए जाते हैं, उनकी विश्वसनीयता एवं सटीकता बनाए रखने के लिए विभाग को बार कोडिंग प्रणाली विकसित करनी चाहिए। उन्होंने कहा कि अपराधों की सही तरीके से जांच के लिए प्रदेश सरकार चार फॉरेंसिक वाहन प्रदान करेगी। विभाग में विभिन्न रिक्त पदों को भरा जाएगा तथा अधोसंरचना को भी मौजूदा समय के अनुसार विकसित किया जाएगा।
उन्होंने कहा कि विभाग की बेहतर कार्य प्रणाली सुनिश्चित करने के लिए फोरेंसिक बिहेवियरल एनलेसिज यूनिट, फूड फोरेंसिक यूनिट सहित अन्य नए यूनिट स्थापित किए जाएंगे। उन्होंने फोरेंसिक विभाग में कर्मचारियों के युक्तिकरण पर बल दिया और कहा कि राज्य सरकार हमीरपुर, ऊना, सिरमौर, कुल्लू, किन्नौर एवं लाहौल-स्पीति जिलों में जिला फोरेंसिक यूनिट स्थापित करेगी। उन्होंने कहा कि विभाग की कार्यप्रणाली को आधुनिक किया जाएगा, जिसके लिए नवीन तकनीक का उपयोग सुनिश्चित किया जाएगा। उन्होंने इसके लिए सरकार द्वारा हर संभव सहायता प्रदान करने का आश्वासन दिया।
