Haryana Industries, Commerce and Labour Minister, Moolchand Sharma said that 44 mobile dispensary vans will soon be launched to protect workers from dangerous diseases like silicosis. These vans will visit mining and construction sites, or any location where there is a risk of silicosis, to check the health of workers.
This initiative aims to detect the disease at an early stage and ensure that affected workers receive proper treatment. The preliminary process for this initiative has been completed, and the vans will be flagged off shortly. Mr. Moolchand Sharma was presiding over a review meeting with the officials of the Labour Department here today.
While instructing the officers, he said that the industrial safety and health wing should be strengthened. He directed that, in addition to visiting factories, the health checkups of workers should be conducted regularly, and the work environment should be thoroughly assessed. Factories that fail to provide a proper working environment for their workers should face appropriate action as per the rules.
In last 10 years, workers got benefits of Rs 2319 crore under various schemes
During the meeting, it was informed that from 2009 to 2014, registered workers of the Haryana Building and Other Construction Workers Welfare Board received benefits totaling Rs 26.24 crore. In contrast, from 2014 to 2019, benefits amounted to Rs 526 crore, and from 2019 to 2024, benefits of Rs 1232.19 crore were given.
Similarly, registered workers of the Labor Welfare Board received Rs 64.19 crore in benefits from 2009 to 2014 while Rs 160.22 crore from 2014 to 2019, and Rs 401 crore from 2019 to 2024. Overall, workers have received benefits totaling Rs 2319 crore over the past 10 years.
During the meeting, it was informed that there are currently four state ESI hospitals operating in Haryana, located in Bhiwani, Jagadhri, Sector-8 Faridabad, and Panipat. Additionally, ESI Corporation Hospitals (Central Government) are operational in Gurugram, Manesar, and Faridabad. Health care services are also provided to workers through 86 ESI dispensaries across the state.
Furthermore, 100-bed ESI hospital is under construction in Bahadurgarh, Jhajjar, and a 150-bed ESI hospital is being built in Bawal, Rewari. It was also informed that 72 ambulances and 5 advanced life support ambulances will soon be added to the ESI health services.Principal Secretary of Labour Department Sh Rajiv Ranjan, Labour Commissioner Sh Mani Ram Sharma and other officers were also present in the meeting.

हरियाणा के उद्योग एवं वाणिज्य और श्रम मंत्री मूलचंद शर्मा ने कहा कि श्रमिकों को सिलिकोसिस जैसी खतरनाक बीमारी से बचाने के लिए जल्द ही 44 मोबाइल डिस्पेंसरी वैन शुरू की जाएगी। ये वैन खनन, निर्माण स्थलों या जहां भी सिलिकोसिस होने की संभावना बनी रहती है, उन स्थानों पर जाकर श्रमिकों के स्वास्थ्य की जांच करेगी, ताकि इस बीमारी का प्रथम चरण में ही पता लग सके और उन्हें उचित इलाज मुहैया करवाया जा सके। इसके लिए प्रारंभिक प्रक्रिया पूरी की जा चुकी है जल्द ही इन वैन को हरी झंडी दिखाई जाएगी।
श्री मूलचंद शर्मा आज यहां श्रम विभाग के अधिकारियों के साथ बैठक कर विभाग द्वारा चलाई जा रही योजनाओं की समीक्षा कर रहे थे। उन्होंने अधिकारियों को निर्देश देते हुए कहा कि इंडस्ट्रियल सेफ्टी एवं हेल्थ विंग को सुदृढ़ करें और फैक्ट्रियों में जाकर श्रमिकों के स्वास्थ्य जांच के साथ-साथ कार्य अनुसार वातावरण की भी जांच करें। जिन फैक्ट्रियों में श्रमिकों को उचित वातावरण नहीं मिल रहा, उन पर नियमानुसार कार्रवाई की जाए।
पिछले 10 सालों में विभिन्न योजनाओं में श्रमिकों को मिला 2319 करोड़ रुपये का लाभ
बैठक में जानकारी दी गई कि वर्ष 2009 से 2014 तक हरियाणा भवन एवं अन्य सन्निर्माण कर्मकार कल्याण बोर्ड के पंजीकृत श्रमिकों को केवल 26.24 करोड़ रुपये का ही लाभ दिया गया। जबकि वर्ष 2014 से 2019 तक 526 करोड़ रुपये और वर्ष 2019 से 2024 तक 1232.19 करोड़ रुपये का लाभ दिया गया है। वहीं, वर्ष 2009 से 2014 तक श्रमिक कल्याण बोर्ड के पंजीकृत श्रमिकों को केवल 64.19 करोड़ रुपये का ही लाभ दिया गया। जबकि वर्ष 2014 से 2019 तक 160.22 करोड़ रुपये और वर्ष 2019 से 2024 तक 401 करोड़ रुपये का लाभ दिया गया है।
इस प्रकार कुल मिलाकर, पिछले 10 सालों में श्रमिकों को 2319 करोड़ रुपये का लाभ दिया जा चुका है।बैठक में जानकारी दी गई कि वर्तमान में हरियाणा में ईएसआई के 4 राज्य अस्पताल- भिवानी, जगाधरी, सेक्टर-8 फरीदाबाद तथा पानीपत में संचालित हैं। इसके अलावा, गुरुग्राम, मानेसर और फरीदाबाद में ईएसआई निगम अस्पताल (केंद्र सरकार) भी चल रहे हैं। इतना ही नहीं, प्रदेश में ईएसआई की 86 डिस्पेंसरियों के माध्यम से श्रमिकों को स्वास्थ्य देखभाल सुविधाएं उपलब्ध करवाई जा रही हैं।
इनके अलावा, बहादुरगढ़, झज्जर में 100 बिस्तरों वालें तथा बावल, रेवाड़ी में 150 बिस्तरों वाले ईएसआई अस्पताल निर्माणाधीन है। बैठक में जानकारी दी गई कि 72 एंबुलेंस और 5 एडवांस लाइफ सपोर्ट एंबुलेंस भी जल्द ही ईएसआई की स्वास्थ्य सेवाओं में जोड़ी जाएंगी। बैठक में श्रम विभाग के प्रधान सचिव श्री राजीव रंजन, श्रम आयुक्त हरियाणा श्री मनी राम शर्मा सहित अन्य अधिकारी उपस्थित रहे।
