The Election Commission of India (ECI) has drawn up a list of ‘Dos’ and ‘Don’ts’ to be followed by political parties and contesting candidates till the completion of the process of General Election to Lok Sabha 2024 in Haryana. Giving more information, Chief Electoral Officer, Haryana, Sh. Anurag Agarwal said that political parties and candidates are advised to follow the guidelines and cooperate in conducting the elections in a free, fair and peaceful manner in the State.
While referring to the Dos to be followed by political parties and contesting candidates, he said that with a view to ensure a level playing field, public places like maidans and helipads must be available impartially to all parties and contesting candidates. He said that during elections, criticism of other political parties and candidates should be restricted only to their policies, programs, past records, and works.
With this, the right of every individual for peaceful and undisturbed home life should be fully safeguarded. He further said that the local police authorities should be fully informed and necessary permission is taken well in time, of the venue and time of the proposed meetings, he added.
Sh. Anurag Agarwal said that the restrictive or prohibitory orders in force, if any, in the place of the proposed meeting should be fully respected. He said that the permission must be obtained for use of loudspeakers or any other such facilities for the proposed meetings and police assistance should be taken from the police authorities, in case of any disturbance and untoward incident caused by any person.
He said that the time and place of the starting and termination of any procession and the route to be followed should be finalized in advance and prior permissions obtained from the police authorities. The passage of the procession must be without hindrance to traffic.
The Chief Electoral Officer said that cooperation should be extended to all election officials to ensure peaceful and orderly voting. He said that all political workers engaged in elections have to show their badges or identity cards given to them by their parties.
The informal identity slip issued to the voters should be on plain (white) paper and on which there should be no mention of any name, party symbol or the name of the candidate on it. He said that restrictions on plying of vehicles during the campaign period and on the poll day should be fully obeyed and any complaint or problem regarding the conduct of elections should be brought to the notice of the Election Commission’s Observer, Returning Officer, Zonal or Sector Magistrate or Chief Electoral Officer/Election Commission of India.
He said that the directions, orders or instructions of the Election Commission/ Returning Officer or District Election Officer, in all matters related to various aspects of elections should be strictly complied with in all matters relating to various aspects of elections. Do leave the constituency after the campaign period is over if you a person is not a voter or a candidate or candidate’s election agent from that constituency.
While referring to the Don’ts, Sh. Anurag Agarwal said that no official work should be mixed with campaigning or electioneering and no inducement, financial or otherwise, should be offered to the voter. Apart from this, no appeal on the basis of caste or communal feelings of the electors and no activity which may aggravate differences or create mutual hatred or cause tension between different castes, communities, religious or linguistic groups, should be attempted.
He said that in order to maintain purity of elections and bring transparency in process of elections, political parties are advised to avoid transactions in cash and instruct their office bearers, official, agents and candidates not to carry huge amount of cash during elections. No disturbances shall be created in public meetings or processions organized by other political parties or candidates and the posters issued by other parties and candidates shall not be removed or defaced. No use of loudspeakers, whether static or mounted on moving vehicles, between 10:00 pm and 6:00 am.

भारत निर्वाचन आयोग ने लोकसभा आम चुनाव -2024 लड़ने वाले उम्मीदवारों व राजनीतिक दलों के लिए चुनाव के दौरान क्या करना है और क्या नहीं (डूज एंड डॉन्ट) के दिशा-निर्देश जारी किए हैं। इन दिशा-निर्देशों का चुनाव की प्रक्रिया पूरी होने तक अनुपालन किया जाना आवश्यक है।
हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने इस संबंध में जानकारी देते हुए बताया कि सभी दलों और चुनाव लड़ने वाले उम्मीदवारों को सार्वजनिक स्थानों जैसे कि मैदान और हेलीपैड निष्पक्ष रूप से उपलब्ध होना चाहिए। चुनाव के दौरान, अन्य राजनीतिक दलों और उम्मीदवारों की आलोचना केवल उनकी नीतियों, कार्यक्रमों, पिछले रिकॉर्ड और कार्यों तक ही सीमित रहनी चाहिए।
इसके अलावा, शांतिपूर्ण और अविवेकपूर्ण घरेलू जीवन के लिए प्रत्येक व्यक्ति के अधिकार की पूरी तरह से रक्षा की जानी चाहिए। स्थानीय पुलिस अधिकारियों को पूरी तरह से सूचित किया जाना चाहिए और प्रस्तावित बैठक के समय व स्थान की आवश्यक अनुमति समय रहते सही तरीके से ली जानी चाहिए।
श्री अनुराग अग्रवाल ने बताया कि प्रस्तावित बैठक के स्थान पर यदि कोई प्रतिबंधात्मक या निषेधात्मक आदेश लागू है तो उन आदेशों का सम्मान किया जाना चाहिए। इसी प्रकार, प्रस्तावित बैठकों के लिए लाउडस्पीकर या ऐसी किसी अन्य सुविधा के उपयोग के लिए अनुमति प्राप्त की जानी चाहिए और बैठकों में गड़बड़ी या अव्यवस्था पैदा करने वाले व्यक्तियों से निपटने में पुलिस सहायता प्राप्त की जानी चाहिए।
उन्होंने बताया कि किसी भी जुलूस को शुरू करने और समाप्त करने के समय व स्थान तथा मार्ग को अग्रिम रूप से फाइनल किया जाना चाहिए और पुलिस अधिकारियों से पूर्व अनुमति प्राप्त करनी चाहिए। जुलूस का मार्ग यातायात को बाधित नहीं करना चाहिए।
शांतिपूर्ण और व्यवस्थित मतदान सुनिश्चित करने के लिए सभी चुनाव अधिकारियों का करें सहयोग
मुख्य निर्वाचन अधिकारी ने बताया कि शांतिपूर्ण और व्यवस्थित मतदान सुनिश्चित करने के लिए सभी चुनाव अधिकारियों को सहयोग किया जाना चाहिए। साथ ही, चुनाव में लगे सभी राजनीतिक कार्यकर्ताओं को बैज या पहचान पत्र दिखाना होगा। मतदाताओं को जारी अनौपचारिक पहचान पर्ची सादे (सफेद) कागज पर होनी चाहिए और जिस पर पार्टी का कोई नाम और निशान या उम्मीदवार का नाम नहीं होना चाहिए।
इसके अलावा, प्रचार अभियान की अवधि के दौरान और मतदान के दिन वाहनों की आवाजाही पर प्रतिबंध का पूरी तरह से पालन किया जाना चाहिए। चुनाव के संचालन के संबंध में किसी भी प्रकार की शिकायत या समस्या को निर्वाचन आयोग के पर्यवेक्षक, रिटर्निंग अधिकारी, जोनल/सेक्टर मजिस्ट्रेट, मुख्य निर्वाचन अधिकारी या भारत निर्वाचन आयोग के संज्ञान में लाया जाना चाहिए।
श्री अनुराग अग्रवाल ने बताया कि चुनाव के विभिन्न पहलुओं से संबंधित सभी मामलों में निर्वाचन आयोग या रिटर्निंग ऑफिसर या जिला निर्वाचन अधिकारी के आदेश या दिशा-निर्देशों का कड़ाई से अनुपालन किया जाना चाहिए। चुनाव प्रचार अवधि के समाप्त होने के उपरांत, यदि कोई व्यक्ति मतदाता या चुनाव लड़ने वाला उम्मीदवार या उम्मीदवार का चुनाव एजेंट नहीं है तो उस व्यक्ति को संबंधित निर्वाचन क्षेत्र को छोड़ना होगा।
चुनाव की पवित्रता व पारदर्शिता बनाए रखने के लिए राजनीतिक दलों को यह सलाह दी जाती है कि वे नकद लेन-देन से बचें
चुनावों के दौरान राजनीतिक दलों और उम्मीदवारों को क्या नहीं करना चाहिए, इसकी जानकारी देते हुए श्री अनुराग अग्रवाल ने बताया कि किसी भी आधिकारिक काम को चुनाव प्रचार या चुनावी गतिविधियों के साथ नहीं जोड़ा जाना चाहिए और वित्तीय या अन्य किसी प्रकार का कोई प्रलोभन मतदाता को नहीं दिया जाना चाहिए।
मतदाताओं की जाति या सांप्रदायिक भावनाओं के आधार पर कोई अपील नहीं की जानी चाहिए और न ही कोई ऐसी गतिविधि जो मौजूदा मतभेदों को बढ़ा सकती है या विभिन्न जातियों, समुदायों, धार्मिक और भाषायी समूहों के बीच आपसी द्वेष पैदा करती हो या तनाव पैदा करती हो, ऐसी कोई गतिविधि नहीं की जानी चाहिए।
वाहनों पर रात्रि 10 बजे से प्रातः 6 बजे तक लाउडस्पीकरों का उपयोग नहीं होना चाहिए
मुख्य निर्वाचन अधिकारी ने बताया कि चुनाव की पवित्रता व पारदर्शिता बनाए रखने के लिए राजनीतिक दलों को यह सलाह दी जाती है कि वे नकद लेन-देन से बचें और अपने उम्मीदवारों, एजेंट, कर्मियों और पदाधिकारियों को निर्देश दें कि चुनाव के दौरान वे बड़ी मात्रा में नगद राशि अपने साथ न रखें। इसके अलावा, अन्य राजनीतिक दलों या उम्मीदवारों द्वारा आयोजित सार्वजनिक बैठकों या जुलूसों में बाधा नहीं डालनी चाहिए। अन्य राजनीतिक दलों और उम्मीदवारों द्वारा लगाए गए पोस्टरों को हटाना या विकृत नहीं किया जाना चाहिए। वाहनों पर रात्रि 10 बजे से प्रातः 6 बजे तक लाउडस्पीकरों का उपयोग नहीं होना चाहिए।
