Haryana Chief Electoral Officer, Sh. Anurag Agarwal said that the notification for the sixth phase of Lok Sabha general elections in Haryana will be issued on April 29 for the elections scheduled to be held on May 25. The Returning Officer will issue public notice before the commencement of the nomination process well before 11 a.m. The deadline for filing nominations will be May 6, 2024.
Sh. Agarwal shared this while holding a review meeting with department officers regarding election management. He said that public notices will be issued in English and the official language of the State. Notice to be displayed on the notice board of RO, AROs, and in other prominent public offices such as panchayat samitis, gram panchayats, etc.
Sh. Agarwal shared that nomination papers can be submitted by candidates or their proposers in the office of the Returning Officer or Assistant Returning Officer from 11 a.m. to 3 p.m. He said that a maximum of three vehicles in the convoy of a candidate or accompanying him to be allowed to come within a periphery of 100 meters of ROs, AROs office.
Maximum five persons (including the candidate) can be allowed to enter the office of Returning officer or Assistant Returning Officers.Sh. Agarwal that any violation of this instruction at the time of filing nomination papers will be seriously viewed by the Commission, and actions will be taken against DEO/RO or such other person including candidate and or his party responsible for violation.
The nomination process will be videographed. Continuous/unedited Videography in the last hour of filing nominations, i.e. 2 p.m. onwards on the last day,will be done. The Returning Officer will ensure the safekeeping of videography and all documents, said Haryana Chief Electoral Officer.
He said that candidates contesting elections under the Representation of the People Act, 1951, are required to deposit security. For Lok Sabha elections, this amount is Rs. 25,000, and for assembly elections, it is Rs. 10,000. This amount is halved for candidates belonging to Scheduled Castes and Scheduled Tribes.
The Chief Electoral Officer clarified that the security amount must be deposited either in cash before the Returning Officer or Assistant Returning Officer or in Reserve Bank of India/ Treasury. No deposit is acceptable by cheque or Bank draft.He said that the deposit to be made when filing the first set of nominations or prior to it.
The Returning Officer will ensure that nomination papers are not received outside the stipulated hours. The Chief Electoral Officer said that for recognized national or state political parties, there should be one proposer, and there should be 10 proposers for all other candidates and candidates from recognized political parties of other states. Proposers must be electors of the constituency concerned, said Sh. Agarwal.

नामांकन दाखिल करने की अंतिम तिथि 6 मई होगी

हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने बताया कि हरियाणा में 25 मई को छठे चरण में होने वाले लोकसभा आम चुनाव के लिए 29 अप्रैल को अधिसूचना जारी की जाएगी। पीठासीन अधिकारी प्रात 11 बजे नामांकन समय आरंभ होने से पहले सार्वजनिक सूचना जारी करेंगे। नामांकन दाखिल करने की अंतिम तिथि 6 मई होगी।
श्री अग्रवाल चुनाव प्रबंधों को लेकर विभाग के अधिकारियों के साथ समीक्षा बैठक कर रहे थे। उन्होंने बताया कि सार्वजनिक सूचना अंग्रेजी व राज्य की आधिकारिक भाषा में जारी की जाएगी। सहायक पीठासीन अधिकारियों तथा अन्य सार्वजनिक कार्यालयों में जहां आमजन का आना-जाना हो, जैसे कि पंचायत समिति, ग्राम पंचायत इत्यादि के कार्यालय। सार्वजनिक सूचना में किसी भी प्रकार की जानकारी अधूरी नहीं होनी चाहिए।
श्री अग्रवाल ने बताया कि नामांकन पत्र उम्मीदवार या उसके किसी प्रस्तावक द्वारा पीठासीन या सहायक पीठासीन अधिकारी कार्यालय में प्रात 11 बजे से 3 बजे तक जमा करवा सकते हैं। उन्होंने बताया कि एक उम्मीदवार को नामांकन पत्र पीठासीन अधिकारी या सहायक पीठासीन अधिकारी के पास जमा करवाने आते समय अधिकतमन तीन वाहनों की अनुमति होगी और कार्यालय की 100 मीटर परिधि में वाहन खड़े करने होंगे। उम्मीदवार सहित पीठासीन अधिकारी या सहायक पीठासीन अधिकारियों के कार्यालयों में अधिकतम 5 व्यक्तियों की प्रवृष्टि की अनुमति होगी।
उन्होंने बताया कि नामांकन पत्र दाखिल करने के लिए जारी इस दिशा-निर्देश की किसी प्रकार की अवहेलना को आयोग सहन नहीं करेगा और जिला के निर्वाचन अधिकारी, पीठासीन अधिकारी, सहायक पीठासीन अधिकारी या उम्मीदवार सहित ऐसे अन्य व्यक्ति और उसकी पार्टी इसी अवहेलना के लिए जिम्मेवार होंगे तो उनके खिलाफ आयोग द्वारा कड़ी कार्रवाई की जाएगी। नामांकन प्रक्रिया की वीडियोग्राफी की जाएगी।
नामांकन दाखिल करने के अंतिम एक घंटा अर्थात 2 बजे के बाद की वीडियोग्राफी बिना एडिटिंग के निरंतर की जाएगी। पीठासीन अधिकारी वीडियोग्राफी व सभी दस्तवेजों को सुरक्षित रखेंगे। उन्होंने बताया कि जनप्रतिनिधि अधिनियम 1951 के तहत चुनाव लड़ रहे उम्मीदवारों को सिक्योरिटी जमा करानी होती है। लोकसभा चुनाव के लिए यह 25 हजार रुपये तथा विधानसभा चुनाव के लिए 10 हजार रुपये होती है। अनुसूचित जाति व अनुसूचित जाति उम्मीदवारों के लिए यह राशि आधी होती है।
मुख्य निर्वाचन अधिकारी ने स्पष्ट किया कि सिक्योरिटी राशि पीठासीन अधिकारी या सहायक पीठासीन अधिकारी के सामने या तो नकद या फिर भारतीय रिजर्व बैंक या ट्रेजरी में जमा करानी होगी। चैक या बैंक ड्राफ्ट के माध्यम से स्वीकार्य नहीं है।उन्होंने बताया कि नामांकन पत्र का पहला सैट फाइल करते समय या उससे पहले करवानी होगी। पीठानसीन अधिकारी सुनिश्चित करेंगे कि नामांकन पत्र निर्धारित समय अवधि से बाहर प्राप्त न की जाए।
मुख्य निर्वाचन अधिकारी ने बताया कि मान्यता प्राप्त राष्ट्रीय या राज्य की मान्यता प्राप्त राजनीतिक पार्टियों के लिए एक प्रस्तावक तथा अन्य सभी उम्मीदवारों व दूसरों राज्यों की मान्यता प्राप्त राजनीतिक पार्टियों के लिए 10 प्रस्ताव होने चाहिए। प्रस्ताव संबंधित लोकसभा व विधानसभा निर्वाचन क्षेत्र का मतदाता होना चाहिए।
