Haryana Chief Minister, Manohar Lal while chairing a high-level meeting of Administrative Secretaries to review multicrore projects of six  departments here today directed them to ensure time-bound execution of their projects so that people of the state can be benefited from these Public Welfare projects."Ensuring holistic and equitable development of Haryana is the utmost priority of the State Government, hence Programme Evaluation and Review Technique (PERT) chart  of every project should be made so as to have a clear picture of timeline, completion percentage and expected inauguration date of all the ongoing projects," directed Sh.  Manohar Lal.During the meeting, the Chief Secretary, Sh. Sanjeev Kaushal apprised the Chief Minister that at present more than 80 projects of 14 departments are going on, of which 21  pivotal multicrore projects of six major departments are being reviewed in today’s review meeting."Several review meetings of around 12 departments have already been done and soon the meeting of rest of the departments would also be held, shared the Chief  Secretary.

Meanwhile, a review meeting of the projects wherein the interdepartmental consideration is required would be personally held by the Chief Minister in the coming days.It is pertinent to mention here that recently on January 9, 2022, Sh.  Manohar Lal while reiterating its commitment to boost the State’s pace of development had accorded  approval for constituting a three-member Committee headed by  Chief Secretary, Sh. Sanjeev Kaushal to review all the ongoing projects worth more than Rs.100 crore in the  state.Sh. Sanjeev Kaushal would hold regular review meetings of this Committee so as to ensure expeditious completion of all ongoing development projects in the State.

Two projects of Technical Education costing more than Rs. 100 crore

The Chief Minister was apprised that at present two major projects costing more than Rs. 100 crore including the establishment of National Institute of Fashion Technology  (NIFT) in Sector-23, Panchkula costing around  Rs.133, andestablishment of Indian Institute of Information Technology (IIIT) at village Kilorad, Sonipat on PPP Mode, costing  around Rs.128 crore are being executed by the Department.Divulging details about the establishment of the National Institute of Fashion Technology (NIFT) in Sector-23, Panchkula, Additional Chief Secretary, Sh. Anand Mohan  Sharan said that the civil work is completed, tenders have been floated and the project is expected to be completed by March-end.Sharing the details about the establishment of the Indian Institute of Information Technology (IIIT) at village Kilorad, Sonipat on PPP Mode, Sh. Sharan apprised the Chief  Minister that the map of the building is being prepared and the projects would be completed soon. "Around 20 percent seats in this IIIT should be reserved for the students of Haryana," directed Chief Minister.  Besides this, quality and less time consumption should be the  focus while executing the construction work of this IIIT, he said.

Three projects of Health and Family Welfare costing more than Rs. 338 crore

The Chief Minister was apprised that HSVP has provided land for the construction of 200 Bedded Hospital in Sector-9, HSVP, Fatehabad to be constructed at a cost of  around Rs.235 crore and soon tenders would be floated for the same.

"PERT chart for the construction of the said hospital should be prepared at the earliest," directed Sh. Manohar Lal.

The Chief Minister was further apprised that for the construction of Mother and Child Hospital block in Civil Hospital, Faridabad costing Rs.103 crore, soon the tenders  would be floated and the execution of its construction work would also be done at the earliest.“The complete details of the districts having no medical colleges or where the civil hospitals have not yet been upgraded from 100 bed to 200 bed should also be prepared,”  directed the Chief Minister. Director General, AYUSH Department, Dr. Saket Kumar informed that for the establishment of Shri Krishna AYUSH University, Kurukshetra costing Rs. 475 crore, recruitment  process of vacant posts have been initiated along with other required necessities.

Haryana’s first bus terminal constructed on PPP Mode to be made operational by this year

Sharing the details about the construction of the first bus terminal at NIT Faridabad on PPP Mode to be constructed at a cost of Rs.125 crore, Principal Secretary, Transport  Department,  Sh. Navdeep Singh Virk apprised the Chief Minister said that the completion of the said bus terminal would be made operational this year.

Immediately appoint Vice-Chancellor or Director in all under construction Medical Universities or Colleges, Manohar Lal

Apprising the Chief Minister about the ongoing seven projects of Medical Education and Research, Principal Secretary, Smt. G. Anupama said that the execution of construction  work of Pt. Deen Dayal Upadhayaya University of Health Sciences, Kutail, Karnal is going on at a speedy pace."The process of appointment of Vice-Chancellor or Director in all the newly unconstructed Medical Universities or Colleges should be done immediately along with constituting  project monitoring teams for close monitoring and further expediting the construction work", directed the Chief Minister.Sh. Manohar Lal was also apprised about the status of construction of Government Medical College, Koriyawas Narnaul, at a cost of Rs.598 crore, Government Medical College,  Bhiwani at a cost of Rs. 535 crore, Government Medical College, Jind at a cost of Rs. 663 crore, Government Dental College Nalhar, Nuh at a cost of Rs.172 crore and  construction of a new building in Kalpana Chawla, Government Medical College, Karnal at a cost of Rs. 373 crore.Smt. G. Anupama further apprised that at present the work of construction of six nursing colleges in the State including one in Kaithal (Dherdu), one in Kurukshetra (Kheri  Ram Nagar), one in Panchkula (Khera Wali), two in Faridabad (Aura, Dyalpur) and one in Rewari (Kosli) is going on at a fast pace and the process of the requirement of  required staff, equipment and other manpower is also being executed."Mapping of all nursing colleges and the requirement should be done along with the admissions and pass out percentage in these colleges. Special focus should be on  imparting the ethics and sense of duty among the Nurses so as to bring in required reforms in the nursing profession,” directed Sh. Manohar Lal.

Public Health and Engineering 

Apprising the status of the seven projects being executed by the Public Health and Engineering,  Principal Secretary, Sh. A.K Singh informed that the DPR for providing Canal  based water supply scheme at Nimer Badesra, district Charkhi Dadri in 35 villages is going on at a rapid pace."A committee should be formed for monitoring of Ranney well projects being executed across the State. Besides this, it should also be ensured that the drinking water  should not be used for irrigation while keeping a tab on illegal tapping of water supply systems, “directed Sh. Manohar Lal.“In the districts where 100 percent completion of Jal Jeevan Mission is already being done, a toll-free number should be issued for the people to confirm the reach of  drinking water through Functional Household Taps,” directed the Chief Minister.Sh. A.K Singh further informed that around 4 lakh population is expected to be benefitted with the completion of the augmentation of drinking water supply scheme in 80  villages of Fezorpur Jhirka and Nagina block and construction of Ranney well in Yamuna Plain at Atba and pipeline, district Nuh.

Similarly, the augmentation water supply scheme (canal-based) waterworks at Bhalkhi for 61 villages Tehsil Ateli, Mahendragarh and augmentation of canal-based water  supply scheme implemented for 25 villages in Satnali block, Mahendragarh, would benefit a population of 1.75 lakh and 1 lakh respectively, informed Sh. A.K Singh. Sh. A.K Singh also shared the status report of the augmentation of drinking water supply scheme in quality affected 84 villages of Prithla and Palwal block of district Palwal  and water supply in 52 villages and 5 Dhanies of block Nagina and Pingwan, district Nuh.

Free distribution of tablets to class IX to Class XII Students to be rolled out soon

Additional Chief Secretary, Education Department, Sh. Mahavir Singh apprised the Chief Minister that the tender for procurement of digital infrastructure for schools has  been floated. Regarding, providing free tablets to class IX to Class XII Students, Sh. Mahavir Singh informed that the distribution of the tablets would be rolled out soon. Chief Principal Secretary to Chief Minister, Sh. D. S. Dhesi, Additional Chief Secretary, and Financial Commissioner, Revenue and Disaster Management and Consolidation  Departments, Sh. P. K. Das, Additional Chief Secretary, Finance Department, Sh. T.V.S.N. Prasad, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Principal  Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal and other officers also remained present.
