The officers must come up with innovative ideas and think out of the box so that innovative programmes and result oriented policies could be framed to ensure socio-economic upliftment and welfare of every section of the society. This was stated by the Chief Minister Jai Ram Thakur while addressing the Himachal Pradesh Administrative Service (HPAS) trainees at HIPA after inaugurating ‘Kalptaru’ building at Himachal Pradesh Institute of Public Administration here today. This building has been constructed by spending an amount of Rs.  4.34 crore. He also launched ‘e-Office’ and ‘Wall-E’ of HIPA on the occasion.Jai Ram Thakur said that everyone has a dream and to convert the dream  into reality one has to strive hard and burn midnight oil. He said that it was important to identify natural talent in the students and one should always set a goal and be focused to achieve the same. He said that Government Administrative Services officers must work with dedication and commitment so that they could meet the expectations of the common man and contribute towards the development of the State. He said that whatever assignment was provided must be accomplished with commitment and conviction. Chief Minister said that the masses have built a perception regarding politicians as well as government servants. He said that thus it was vital that the officers work with greater  zeal to meet  the expectations of the general public. He said the Administrative Officers must think out of the box and ensure that they leave an indelible mark on the lives of people of the area they have served. He said that the officers must also ensure that the benefits of policies and programmes initiated by the State Government reach the person living at the lowest ebb. 

He also said that officers must reach out to the beneficiaries so that maximum people could be covered to avail the benefits of development projects. Chief Minister said that since this course was for young officers who were in the entry stage of government service, the training module must focus on their efficiency and sensitivity through the basic knowledge, skills and positive changes required in behaviour. He said that the training module must provide basic training to the selected new officers in civil, police, revenue, development, tax administration and some other allied departments in addition to the normal functioning of government departments. Jai Ram Thakur also appreciated HIPA for designing the course on various aspects of Civil/Revenue Administration, specific Acts and practical experiences on various aspects. He said that the State Government has launched 'Jan Manch' for ensuring that the public grievances were redressed nearer to the homes and footfall in government offices could be reduced. He said that HIMCARE scheme was launched to cover the left-out population of the State not covered under the Ayushman Bharat Yojna launched by the Government of India. He said that Sahara Yojna has been launched to provide financial assistance of Rs 3000 per month to the family with a chronically ill patient. Chief Minister also released books  ‘Citizen Empowerment-A study of E-Governance Services’ written by Dr. Rajiv Bansal and Dr. Manoj Sharma and ‘Stepping Stones-A Compendium of Case Studies’ written by Dr. Rajiv Bansal.He also interacted with the HPAS trainees on the occasion and wished them all the best for their bright future. Secretary Administrative Reforms and Rural Development and Panchayat Raj Sandeep Bhatnagar said that training was important for ensuring that the trainees get better understanding of Government functioning. He said that the HIPA has a best qualified and trained in-house faculty which was of immense importance for the new officers joining the services. 

He also thanked the Chief Minister for envisaging keen interest in strengthening this premier Training Institute of the State Government. He said that understanding the mode of education and training of adults is the endeavour of HIPA and to use all those methods of training which are according to the learning-comprehension ability of an adult.Director HIPA Vivek Bhatia, while welcoming the Chief Minister and other dignitaries present on the occasion, said that the new complex would provide state of the art facilities to the officers of the State Government. He said that this year 19 newly recruited HPAS and other civil services officers participated in an 8-week foundation course which started on 1st  July and would culminate on 28th of this month. These officers include nine Himachal Pradesh Administrative Services Officer, one Himachal Pradesh Police Services Officer, two Tehsildar, three Block Development Officer, two District Labour and Employment Officer, one District Controller Food Supply and Consumer Affairs and one Principal Panchayati Raj Training Institute. He said that sports complex must be constructed in the HIPA to facilitate the trainees.Additional Director HIPA Jyoti Rana conducted the event and also presented vote of thanks. HPAS Trainees Dr. Vivek Guleria and Shikha Patiyal shared their experiences regarding the two month training course being held at HIPA. Both. the trainees appreciated the  innovative steps taken by the management of HIPA.BJP leader Vijay Jyoti Sen, faculty members of HIPA  were present on the occasion among others.
