The Jammu and Kashmir Institute of Management, Public Administration and Rural Development (IMPARD) Srinagar today organized an interactive session on Combating Corruption and Preventive Vigilance for the JKAS Probationer officers batch 2019.Director, Anti Corruption Bureau, Anand Jain was the chief guest on the occasion.Anand Jain said that government is making strenous efforts to weed out corruption through various measures like introduction of GeM, e-tendering, e-office, RTI, etc. These steps should be treated as a yardstick of effective governance and should be analyzed for its efficient functioning and transparency. He added that Government is committed to Zero tolerance against corruption and deliberated on various provisions of Prevention of Corruption (Amendment) Act-2018.

He highlighted different sides of preventive vigilance like transparency in recruitment, doing away with interviews, departmental vigilance officers, LPGDBT, DBT, transparency in tendering process. He also laid emphasis on punitive side of it like constitution of investigating agencies like CBI, ACBs across all states and UTs. He said that these are tools for empowering the citizens of the country and make them aware about the progress and prospects of the administration. He advised JKAS officers to contribute in this direction by creating awareness among masses and de-concentrating power.He further informed the officers that the need of the hour is constant research for improving the functioning of the departments by taking measures which will reduce corruption.DG IMPARD, Saurabh Bhagat, while speaking on the occasion, highlighted role of IMPARD in organising training programmes and interactive sessions which are useful for budding officers in the field.
