प्रधानमंत्री नरेन्द्र मोदी ने आज जम्मू-कश्मीर के श्रीनगर में विकसित भारत विकसित जम्मू-कश्मीर कार्यक्रम को संबोधित किया। प्रधानमंत्री ने लगभग 5000 करोड़ रुपये के समग्र कृषि विकास कार्यक्रम को राष्ट्र को समर्पित किया और स्वदेश दर्शन और प्रसाद योजना के तहत 1400 करोड़ रुपये से अधिक की पर्यटन क्षेत्र से संबंधित कई परियोजनाओं का शुभारंभ किया, जिसमें श्रीनगर के 'हजरतबल तीर्थ के एकीकृत विकास' की परियोजना भी शामिल है।
प्रधानमंत्री ने 'देखो अपना देश पीपल्स चॉइस टूरिस्ट डेस्टिनेशन पोल' और 'चलो इंडिया ग्लोबल डायस्पोरा अभियान' भी लॉन्च किया। श्री मोदी ने चुनौती आधारित गंतव्य विकास (सीबीडीडी) योजना के तहत चयनित पर्यटन स्थलों की घोषणा की। उन्होंने जम्मू-कश्मीर के लगभग 1000 नए सरकारी कर्मचारियों को नियुक्ति आदेश वितरित किए और विभिन्न सरकारी योजनाओं के लाभार्थियों के साथ बातचीत भी की, जिनमें उपलब्धि हासिल करने वाली महिलाएं, लखपति दीदियां, किसान, उद्यमी आदि शामिल हैं।
पुलवामा के एक मधुमक्खी पालक नाजिम नजीर ने सरकार से लाभ प्राप्त करके अपने व्यवसाय का विस्तार करने के बारे में प्रधानमंत्री को अपनी यात्रा के बारे में बताया, जहां उन्होंने 50 प्रतिशत सब्सिडी पर मधुमक्खी पालन के लिए 25 बक्से खरीदे। उन्होंने अपनी पूरी यात्रा के दौरान आर्थिक वृद्धि पर भी प्रकाश डाला, जहां उन्होंने प्रधानमंत्री रोजगार सृजन कार्यक्रम के तहत 5 लाख रुपये का लाभ उठाकर धीरे-धीरे मधुमक्खी पालन के लिए 200 बक्से तक विस्तार किया।
इसके चलते श्री नजीर ने अपने लिए एक ब्रांड बनाया और एक वेबसाइट बनाई, जिसने पूरे देश में लगभग 5000 किलोग्राम के हजारों ऑर्डर उत्पन्न किए, जिससे उनका व्यवसाय लगभग 2000 मधुमक्खी पालन बक्सों तक बढ़ गया और क्षेत्र के लगभग 100 युवाओं को इसमें शामिल किया गया। उन्होंने प्रधानमंत्री को 2023 में एक एफपीओ प्राप्त करने के बारे में भी बताया, जिससे उन्हें अपना व्यवसाय बढ़ाने में मदद मिली है।
उन्होंने डिजिटल इंडिया पहल शुरू करने के लिए प्रधानमंत्री को धन्यवाद दिया, जिसने देश में फिनटेक परिदृश्य को बदल दिया है। प्रधानमंत्री ने जम्मू-कश्मीर में एक मीठी क्रांति का मार्ग प्रशस्त करने के लिए श्री नाजिम के प्रयास की सराहना की और उनकी सफलता पर उन्हें बधाई दी। व्यवसाय स्थापित करने के लिए सरकार से प्रारंभिक समर्थन प्राप्त करने के बारे में प्रधानमंत्री की पूछताछ पर, श्री नजीर ने कहा कि भले ही उन्हें शुरुआती कठिनाइयों का सामना करना पड़ा, कृषि विभाग आगे आया और उनके उद्देश्य का समर्थन किया।
यह देखते हुए कि मधुमक्खी पालन का व्यवसाय एक बिल्कुल नया क्षेत्र है, प्रधानमंत्री ने इसके लाभों पर प्रकाश डालते हुए कहा कि मधुमक्खियां एक तरह से खेत मजदूरों की तरह काम करती हैं, जो इसे फसलों के लिए फायदेमंद बनाती हैं। श्री नाजिम ने कहा कि मधुमक्खी पालन के लिए जमीन मालिक मुफ्त में जमीन देने को तैयार हैं, क्योंकि यह प्रक्रिया किसानों के लिए भी फायदेमंद है। प्रधानमंत्री ने श्री नाजिम को हिंदू कुश पहाड़ों के आसपास मध्य एशिया में उत्पादित शहद पर अनुसंधान करने का सुझाव दिया और उनसे बक्सों के चारों ओर विशिष्ट फूल उगाकर शहद का एक नया स्वाद तैयार करने पर भी विचार करने को कहा, क्योंकि यह एक विशिष्ट बाजार है।
उन्होंने उत्तराखंड में भी ऐसे ही सफल प्रयासों का जिक्र किया। प्रधानमंत्री श्री मोदी ने दुनिया भर में अत्यधिक मांग के कारण बबूल शहद की कीमत 400 रुपये प्रति किलोग्राम से बढ़कर 1000 रुपये प्रति किलोग्राम होने पर प्रसन्नता व्यक्त की। प्रधानमंत्री ने अवधारणा और विजन की स्पष्टता और अपने व्यवसाय को चलाने में श्री नाजिम द्वारा दिखाए गए साहस की सराहना की और उनके माता-पिता को भी बधाई दी। उन्होंने कहा कि श्री नाजिम भारत के युवाओं को दिशा भी दे रहे हैं और प्रेरणास्रोत भी बन रहे हैं।
श्रीनगर की एहतेशाम माजिद भट्ट एक बेकरी उद्यमी हैं जो खाद्य प्रौद्योगिकी कौशल विकास कार्यक्रम के माध्यम से बेकरी में नया इनोवेशन लेकर आई हैं। उन्हें महिला कौशल विकास के लिए सरकारी पॉलिटेक्निक के इनक्यूबेशन केंद्र से सहायता प्राप्त हुई थी। सरकार की सिंगल विंडो की प्रणाली ने उनकी और उनकी टीम की विभिन्न विभागों से एनओसी प्राप्त करने में सहायता की। प्रधानमंत्री ने उन्हें बताया कि पिछले 10 वर्षों में सरकार करोड़ों युवाओं को उनके स्टार्टअप से जुड़े सपनों को साकार बनाने में सहायता उपलब्ध कराती रही है।
प्रधानमंत्री ने उनकी उद्यमशीलता उद्यमों में विभिन्न जिलों के अपने मित्रों को शामिल करने के लिए उनकी सराहना की। प्रधानमंत्री ने कहा, ‘‘ हमारा प्रयास है कि हमारे युवाओं के विचार संसाधनों और वित्त की कमी से प्रभावित न हों। उन्हें आत्मविश्वास के साथ आगे बढ़ना चाहिए। जम्मू एवं कश्मीर की ये बेटियां पूरे देश के युवाओं के लिए नई प्रेरणादायी मिसालें कायम कर रही हैं।‘‘ श्री मोदी ने वंचित वर्गों की इन बेटियों की देखभाल करने के लिए उनकी सराहना की।
गांदरबल की हमीदा बानो डेयरी व्यवसाय से जुड़ी हुई हैं। उन्होंने प्रधानमंत्री को बताया कि उन्हें राष्ट्रीय ग्रामीण आजीविका मिशन (एनआरएलएम) से लाभ प्राप्त हुआ और उन्होंने दुग्ध उत्पादों के लिए एक प्रसंस्करण इकाई खोली। उन्होंने दूसरी महिलाओं को भी काम के लिए इसमें शामिल किया। उन्होंने प्रधानमंत्री को उत्पादों के गुणवत्ता नियंत्रण, पैकेजिंग और विपणन के बारे में भी बताया।
उनके दुग्ध उत्पाद परिरक्षकों से रहित हैं। उन्होंने प्रधानमंत्री को अपने इस संवेदनशील उत्पाद के विपणन के तरीकों के बारे में विस्तार से जानकारी दी। प्रधानमंत्री ने उनकी व्यवसायिक कुशलता और पोषण के काम को आगे बढ़ाने को लेकर उनकी प्रशंसा की। श्री मोदी ने उन्हें गुणवत्ता का ध्यान रखने और पर्यावरण अनुकूल तरीके से अपना व्यवसाय करने के लिए उनकी सराहना की।
उपस्थित जनसमूह को संबोधित करते हुए, प्रधानमंत्री ने कहा कि धरती के स्वर्ग पर पहुंचने की अनुभूति को शब्दों में नहीं पिरोया जा सकता। उन्होंने कहा, ‘‘प्रकृति, वायु, घाटी, पर्यावरण और कश्मीर के भाईयों तथा बहनों के प्यार और स्नेह का यह अद्वितीय रूप है।‘‘ उन्होंने कार्यक्रम स्थल के बाहर उपस्थित नागरिकों और वीडियो लिंक के माध्यम से कार्यक्रम से जुड़े 285 ब्लौकों के 1 लाख से अधिक लोगों का भी अभिवादन किया।
यह रेखांकित करते हुए कि नया जम्मू और कश्मीर वह है जिसकी दशकों से प्रतीक्षा की जा रही थी, प्रधानमंत्री ने कहा, ‘‘डॉ. श्यामा प्रसाद मुखर्जी जी ने इसी जम्मू और कश्मीर के लिए अपने प्राणों की आहूति दी थी। ‘‘श्री मोदी ने कहा कि नए जम्मू और कश्मीर की आंखों में भविय की चमक है और सभी प्रकार की बाधाओं को दूर करने का संकल्प है। प्रधानमंत्री श्री मोदी ने कहा, ‘‘140 करोड़ नागरिक शांति महसूस करते हैं जब वे जम्मू और कश्मीर के लोगों के मुस्कराते हुए चेहरे देखते हैं।‘‘
जम्मू और कश्मीर के लोगों के स्नेह के प्रति आभार व्यक्त करते हुए प्रधानमंत्री ने कहा, ‘‘मोदी स्नेह के इस ऋण को चुकाने में कोई कोरो कसर नहीं छोडेगा। मैं यह सारी मेहनत आपका दिल जीतने के लिए कर रहा हूं और मुझे यकीन है कि मैं सही रास्ते पर हूं। मैं आपका दिल जीतने की अपनी कोशिशें जारी रखूंगा। यह मोदी की गारंटी है और आप सभी जानते हैं कि मोदी की गारंटी का अर्थ है गारंटी के पूरे होने की गारंटी। ‘‘
जम्मू की अपनी हाल की यात्रा का स्मरण करते हुए, जहां उन्होंने 32,000 हजार करोड़ रुपये के बराबर की बुनियादी ढांचे और शिक्षा की परियोजनाओं की शुरुआत की, प्रधानमंत्री श्री मोदी ने पर्यटन और विकास तथा कृषि से जुड़ी आज की परियोजनाओं के साथ साथ नियुक्ति पत्रों का भी उल्लेख किया जिसका उन्होंने आज वितरण किया।
प्रधानमंत्री ने कहा, ‘‘ विकास की शक्ति, पर्यटन की संभावना, किसानों की क्षमताएं और जम्मू एवं कश्मीर के युवाओं का नेतृत्व विकसित जम्मू एवं कश्मीर के लिए रास्ता प्रशस्त करेगा। प्रधानमंत्री श्री मोदी ने कहा, ‘‘ जम्मू कश्मीर केवल एक स्थान नहीं है, जम्मू एवं कश्मीर भारत का मस्तक है। और ऊंचा मस्तक विकास और सम्मान का प्रतीक है। इसलिए, विकसित जम्मू एवं कश्मीर विकसित भारत की प्राथमिकता है।‘‘
प्रधानमंत्री ने उस समय को याद किया जब देश में लागू कानून जम्मू-कश्मीर में लागू नहीं किए जाते थे और गरीबों के कल्याण के लिए उन योजनाओं का उल्लेख किया जिनका लाभ वंचितों को नहीं मिल पाता था। प्रधानमंत्री मोदी ने भाग्य के बदलाव पर प्रकाश डालते हुए कहा कि पूरे देश के लिए योजनाएं आज श्रीनगर से शुरू की गई हैं और जम्मू-कश्मीर देश में पर्यटन का मार्ग प्रशस्त कर रहा है।
प्रधानमंत्री ने कहा कि इसलिए, भारत में 50 से अधिक स्थानों से लोग इस अवसर पर सम्मिलित हुए हैं। उन्होंने स्वदेश दर्शन योजना के अंतर्गत आज राष्ट्र को समर्पित की जा रही छह परियोजनाओं के साथ-साथ इसके अगले चरण की शुरुआत के बारे में भी जानकारी प्रदान की। उन्होंने बताया कि श्रीनगर सहित देश के विभिन्न शहरों के लिए लगभग 30 परियोजनाएं शुरू की गई हैं, जबकि 3 परियोजनाओं का उद्घाटन किया गया है और 14 अन्य को प्रसाद योजना के अंतर्गत शुरू किया गया है।
उन्होंने आगे कहा कि लोगों की सुविधा के लिए पवित्र हजरतबल दरगाह में किए जा रहे विकास कार्य भी पूरे हो गए हैं। प्रधानमंत्री ने 'देखो अपना देश लोगों की पसंद' अभियान के बारे में जानकारी दी, जहां सरकार द्वारा अगले 2 वर्षों में पर्यटन स्थलों के रूप में विकसित करने के लिए 40 स्थानों की पहचान की गई है।
प्रधानमंत्री ने बताया कि अभियान के अंतर्गत, सरकार जनता की राय के आधार पर सबसे पसंदीदा पर्यटन स्थलों का विकास करेगी। उन्होंने अनिवासी भारतीयों (एनआरआई) को भारत आने के लिए प्रोत्साहित करने के लिए 'चलो इंडिया' अभियान का भी उल्लेख किया। प्रधानमंत्री ने आज के विकास कार्यों के लिए जम्मू-कश्मीर के नागरिकों को बधाई देते हुए कहा कि इससे क्षेत्र के पर्यटन उद्योग को विकसित करने और रोजगार के नए अवसर पैदा करने में सहायतामिलेगी।
प्रधानमंत्री मोदी ने कहा, "जब इरादे नेक हों और प्रतिबद्धताओं को पूरा करने का दृढ़ संकल्प हो, तो परिणाम मिलना तय है।" उन्होंने जम्मू-कश्मीर में जी-20 शिखर सम्मेलन की सफल मेजबानी पर प्रकाश डाला। प्रधानमंत्री ने पर्यटन में परिवर्तनकारी विकास के बारे में जानकारी प्रदान करते हुए कहा, "एक समय था जब लोग सवाल करते थे कि पर्यटन के लिए जम्मू-कश्मीर की यात्रा कौन करेगा। आज, जम्मू-कश्मीर, पर्यटन के सभी रिकॉर्ड तोड़ रहा है।"
उन्होंने आगे बताया, "केवल वर्ष 2023 में, जम्मू-कश्मीर ने पिछले रिकॉर्ड को पार करते हुए 2 करोड़ से अधिक पर्यटकों का स्वागत किया। पिछले 10 वर्षों में, अमरनाथ यात्रा में सबसे अधिक संख्या में तीर्थयात्रियों ने भाग लिया है और माता वैष्णो देवी के दर्शनों के लिए भी भक्तों की संख्या में उल्लेखनीय वृद्धि दर्ज की गई है।" प्रधानमंत्री ने विदेशी पर्यटकों के आगमन में वृद्धि और मशहूर हस्तियों और अंतरराष्ट्रीय मेहमानों के प्रति बढ़ते आकर्षण पर प्रकाश डालते हुए कहा, "अब, यहां तक कि प्रमुख हस्तियां और विदेशी मेहमान भी जम्मू-कश्मीर की घाटियों का पता लगाने और वीडियो और रील बनाने के लिए आते हैं।"
प्रधानमंत्री ने कृषि की ओर बढ़ते हुए, केसर, सेब, सूखे फल और चेरी सहित जम्मू-कश्मीर की कृषि उपज की ताकत पर बल दिया और इस क्षेत्र को एक महत्वपूर्ण कृषि केंद्र के रूप में नामित किया। उन्होंने कहा कि 5,000 करोड़ रुपये के कृषि विकास कार्यक्रम से अगले 5 वर्षों में जम्मू-कश्मीर के कृषि क्षेत्र में अभूतपूर्व वृद्धि होगी, विशेष रूप से बागवानी और पशुधन विकास पर ध्यान केंद्रित किया जाएगा। उन्होंने कहा, "यह पहल विशेष रूप से बागवानी और पशुपालन के क्षेत्र में हजारों नए अवसर पैदा करेगी।"
इसके अतिरिक्त, उन्होंने जम्मू-कश्मीर में किसानों के खातों में पीएम किसान सम्मान निधि योजना के अंतर्गत लगभग 3,000 करोड़ रुपये के सीधे हस्तांतरण का उल्लेख किया। फलों और सब्जियों की भंडारण क्षमता बढ़ाने और उनके लंबे समय तक संरक्षण को सुनिश्चित करने के लिए, जम्मू-कश्मीर में भंडारण सुविधाएं बढ़ाने के लिए महत्वपूर्ण निवेश किए गए हैं। इसके अलावा, प्रधानमंत्री ने बताया कि 'दुनिया की सबसे बड़ी भंडारण योजना' की शुरुआत में जम्मू-कश्मीर में कई गोदामों का निर्माण शामिल होगा।
प्रधानमंत्री ने जम्मू-कश्मीर में विकास की तीव्र गति को देखते हुए, 2 अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) का उल्लेख किया क्योंकि एम्स जम्मू का उद्घाटन पहले ही हो चुका है और एम्स कश्मीर में काम चल रहा है। उन्होंने क्षेत्र में 7 नए चिकित्सा महाविद्यालयों, 2 कैंसर अस्पतालों और भारतीय प्रौद्योगिकी संस्थान (आईआईटी) और भारतीय प्रबंधन संस्थान (आईआईएम) जैसे संस्थानों के बारे में बात की।
उन्होंने कहा कि जम्मू-कश्मीर में 2 वंदे भारत ट्रेन चल रही हैं और श्रीनगर से संगलदान और संगलदान से बारामूल तक रेल सेवाएं शुरू हो गई हैं। संपर्क के इस विस्तार ने आर्थिक गतिविधियों को भी प्रोत्साहन दिया है। प्रधानमंत्री ने जम्मू और श्रीनगर को स्मार्ट सिटी बनाने के लिए नई परियोजनाओं का जिक्र करते हुए कहा, "आने वाले समय में जम्मू-कश्मीर की सफलता की कहानी पूरी दुनिया के लिए एक उदाहरण बनेगी।" अपने मन की बात कार्यक्रम में इस इलाके की हस्तशिल्प और स्वच्छता के उल्लेख को याद करते हुए, प्रधानमंत्री ने कमल के साथ जम्मू कश्मीर के खास संबंध को रेखांकित किया।
प्रधानमंत्री ने जम्मू-कश्मीर के युवाओं के हर क्षेत्र में विकास के लिए सरकार के प्रयासों पर प्रकाश डालते हुए कहा कि कौशल विकास से लेकर खेल तक नए अवसर पैदा हो रहे हैं और उन्होंने जम्मू- कश्मीर के हर जिले में बन रही आधुनिक खेल सुविधाओं का भी जिक्र किया। उन्होंने 17 जिलों में बने बहुउद्देश्यीय मल्टीपर्पस इनडोर स्पोर्ट्स हॉल और जम्मू-कश्मीर में कई राष्ट्रीय खेल टूर्नामेंटों की मेजबानी का उदाहरण दिया।
प्रधानमंत्री ने कहा, “अब जम्मू-कश्मीर देश की शीतकालीन खेल राजधानी के रूप में उभर रहा है। हाल ही में आयोजित खेलो इंडिया शीतकालीन खेलों में लगभग 1000 खिलाड़ियों ने भाग लिया है।"प्रधानमंत्री ने अनुच्छेद 370 को निरस्त करने का जिक्र करते हुए कहा, "जम्मू और कश्मीर आज स्वतंत्र रूप से सांस ले रहा है, इसलिए नई ऊंचाइयों को प्राप्त कर रहा है जिससे युवाओं की प्रतिभा का सम्मान और सभी के लिए समान अधिकार और समान अवसर प्राप्त हुए हैं।“
उन्होंने पाकिस्तान से आए शरणार्थियों, वाल्मिकी समुदाय और सफाई कर्मचारियों को मतदान का अधिकार मिलने, अनुसूचित जाति वर्ग में शामिल होने के लिए वाल्मिकी समुदाय की मांग को पूरा करने, अनुसूचित जनजाति, पद्दारी जनजाति के लिए विधानसभा में सीटें आरक्षित करने और पद्दारी जनजाति, पहाड़ी जातीय समूह, गद्दा ब्राह्मण और कोली समुदाय को अनुसूचित जनजातियों में शामिल करने की बात कही।
प्रधानमंत्री ने यह भी बताया कि जम्मू और कश्मीर में वंशवादी राजनीति ने पंचायत, नगर पालिका और नगर निगम में अन्य पिछड़े वर्गों को सरकार द्वारा प्रदान किए गए आरक्षण के अधिकार से वंचित कर दिया। पीएम मोदी ने कहा, ''आज हर वर्ग को उसका हक लौटाया जा रहा है।'' जम्मू-कश्मीर बैंक के बदलाव पर जोर देते हुए प्रधानमंत्री ने अतीत के कुप्रबंधन को याद किया और इसे वंशवाद की राजनीति और भ्रष्टाचार का शिकार बताया।
प्रधानमंत्री ने बैंक की सेहत को दुरुस्त करने के लिए सुधारों के बारे में भी बात की। उन्होंने बैंक को 1000 करोड़ रुपये की मदद और गलत नियुक्तियों पर कार्रवाई का जिक्र किया। एंटी करप्शन ब्यूरो अभी भी ऐसी हजारों नियुक्तियों की जांच कर रहा है। उन्होंने पिछले 5 वर्षों में पारदर्शी भर्तियों पर प्रकाश डाला।
नतीजा यह हुआ कि जेएंडके बैंक का मुनाफा 1700 करोड़ रुपये और कारोबार 5 साल पहले के 1.25 करोड़ रुपये से बढ़कर 2.25 लाख करोड़ रुपये पर पहुंच गया है। जमा राशि भी 80,000 करोड़ रुपये से बढ़कर 1.25 लाख करोड़ रुपये हो गयी। 5 साल पहले जो एनपीए 11 प्रतिशत से ऊपर था, उसे 5 प्रतिशत से नीचे लाया गया है। बैंक का शेयर भी 5 साल पहले के 12 रुपये से 12 गुना बढ़कर लगभग 140 रुपये पर पहुंच गया है। पीएम मोदी ने कहा, "जब ईमानदार सरकार होती है, इरादा जनता के कल्याण का होता है तो जनता को हर मुश्किल से बाहर निकाला जा सकता है।"
यह बताते हुए कि आजादी के बाद से जम्मू-कश्मीर वंशवादी राजनीति का सबसे बड़ा शिकार रहा है, प्रधानमंत्री ने लोगों को आश्वासन दिया कि जम्मू-कश्मीर के लिए विकास अभियान किसी भी कीमत पर नहीं रुकेगा और क्षेत्र अगले 5 वर्षों में और अधिक तेजी से विकसित होगा। प्रधानमंत्री ने रमज़ान के पवित्र महीने पर पूरे देश को शुभकामनाएं देते हुए अपना संबोधन समाप्त किया।
पीएम मोदी ने अंत में कहा, ''मेरी ख्वाहिश है कि रमजान के महीने से सभी को शांति और सद्भाव का संदेश मिले। कल महाशिवरात्रि है, मैं सभी को इस पवित्र त्योहार की शुभकामनाएं देता हूं।" इस अवसर पर अन्य लोगों के अलावा जम्मू-कश्मीर के उपराज्यपाल श्री मनोज सिन्हा और केंद्रीय राज्य मंत्री डॉ. जितेंद्र सिंह भी उपस्थित थे।

जम्मू-कश्मीर की कृषि-अर्थव्यवस्था को बढ़ावा देने वाले कदम में, प्रधानमंत्री ने 'समग्र कृषि विकास कार्यक्रम' (एचएडीपी) राष्ट्र को समर्पित किया। एचएडीपी एक एकीकृत कार्यक्रम है जिसमें जम्मू और कश्मीर में कृषि-अर्थव्यवस्था के तीन प्रमुख डोमेन अर्थात बागवानी, कृषि और पशुधन पालन में गतिविधियों के पूर्ण स्पेक्ट्रम को शामिल किया गया है।
यह कार्यक्रम एक समर्पित दक्ष किसान पोर्टल के माध्यम से लगभग 2.5 लाख किसानों को कौशल विकास से लैस करेगा। कार्यक्रम के तहत, लगभग 2000 किसान खिदमत घर स्थापित किए जाएंगे और कृषक समुदाय के कल्याण के लिए मजबूत मूल्य श्रृंखलाएं स्थापित की जाएंगी। इस कार्यक्रम से रोजगार सृजन होगा जिससे जम्मू-कश्मीर के लाखों सीमांत परिवारों को लाभ होगा।
प्रधानमंत्री का दृष्टिकोण इन स्थलों पर विश्व स्तरीय बुनियादी ढांचे और सुविधाओं का निर्माण करके देश भर के प्रमुख तीर्थ और पर्यटन स्थलों पर आने वाले पर्यटकों और तीर्थयात्रियों के समग्र अनुभव को बेहतर बनाना है। इसके अनुरूप, प्रधानमंत्री ने राष्ट्र को 1400 करोड़ रुपये से अधिक की स्वदेश दर्शन और प्रसाद योजनाओं के तहत कई पहल शुरू की हैं।
प्रधानमंत्री द्वारा राष्ट्र को समर्पित की जाने वाली परियोजनाओं में जम्मू-कश्मीर के श्रीनगर में 'हज़रतबल तीर्थ का एकीकृत विकास'; मेघालय में पूर्वोत्तर सर्किट में पर्यटन सुविधाएं; बिहार और राजस्थान में आध्यात्मिक सर्किट; बिहार में ग्रामीण और तीर्थंकर सर्किट; तेलंगाना के जोगुलम्बा गडवाल जिले में जोगुलम्बा देवी मंदिर का विकास; और मध्य प्रदेश के अन्नुपुर जिले में अमरकंटक मंदिर की विकास योजनाएं शामिल हैं।
हजरतबल तीर्थ पर आने वाले तीर्थयात्रियों और पर्यटकों के लिए विश्व स्तरीय बुनियादी ढांचे और सुविधाएं बनाने और उनके समग्र आध्यात्मिक अनुभव को बढ़ाने के लिए, 'हजरतबल तीर्थ का एकीकृत विकास' परियोजना क्रियान्वित की गई है। परियोजना के प्रमुख घटकों में तीर्थस्थल की चारदीवारी के निर्माण सहित पूरे क्षेत्र का स्थल विकास; हजरतबल तीर्थ परिसर की रोशनी; तीर्थस्थल के चारों ओर घाटों और देवरी पथों का सुधार; सूफी व्याख्या केंद्र का निर्माण; पर्यटक सुविधा केंद्र का निर्माण; साइनेज की स्थापना; बहुस्तरीय कार पार्किंग; अन्य बातों के अलावा सार्वजनिक सुविधा ब्लॉक और तीर्थस्थल के प्रवेश द्वार का निर्माण शामिल है।
प्रधानमंत्री ने लगभग 43 परियोजनाएं भी शुरू कीं जो देश भर में तीर्थयात्रा और पर्यटक स्थलों की एक विस्तृत श्रृंखला विकसित करेंगी। इनमें आंध्र प्रदेश के काकीनाडा जिले में अन्नवरम मंदिर जैसे महत्वपूर्ण धार्मिक स्थल; तमिलनाडु के तंजावुर और मयिलादुथुराई जिले और पुडुचेरी के कराईकल जिले में नवग्रह मंदिर; कर्नाटक के मैसूर जिले में श्री चामुंडेश्वरी देवी मंदिर; राजस्थान के बीकानेर जिले में करणी माता मंदिर; हिमाचल प्रदेश के ऊना जिले में माँ चिंतपूर्णी मंदिर; गोवा में बेसिलिका ऑफ बॉम जीसस चर्च आदि शामिल हैं।
परियोजनाओं में अरुणाचल प्रदेश में मेचुका एडवेंचर पार्क जैसे विभिन्न अन्य स्थलों और अनुभव केंद्रों का विकास; गुंजी, पिथोरागढ़, उत्तराखंड में ग्रामीण पर्यटन क्लस्टर अनुभव; अनंतगिरि वन, अनंतगिरि, तेलंगाना में इकोटूरिज्म क्षेत्र; सोहरा, मेघालय में मेघालय युग की गुफा का अनुभव और झरना ट्रेल्स का अनुभव; सिनामारा टी एस्टेट, जोरहाट, असम की पुनर्कल्पना; कांजली वेटलैंड, कपूरथला, पंजाब में इकोटूरिज्म का अनुभव; जूली लेह जैव विविधता पार्क, लेह, अन्य भी शामिल हैं।
कार्यक्रम के दौरान प्रधानमंत्री ने चुनौती आधारित गंतव्य विकास (सीबीडीडी) योजना के तहत चयनित 42 पर्यटन स्थलों की घोषणा की। केंद्रीय बजट 2023-24 के दौरान घोषित की गई अभिनव योजना का उद्देश्य पर्यटन स्थलों के विकास में तेजी लाकर शुरू से अंत तक पर्यटक अनुभव प्रदान करना है, साथ ही स्थिरता को बढ़ावा देना और पर्यटन क्षेत्र में प्रतिस्पर्धात्मकता लाना है। 42 गंतव्यों की पहचान चार श्रेणियों- संस्कृति और विरासत गंतव्य में 16, आध्यात्मिक स्थलों में 11, इकोटूरिज्म और अमृत धरोहर में 10 और वाइब्रेंट विलेज में 5 में की गई है ।
प्रधानमंत्री ने 'देखो अपना देश पीपल्स चॉइस 2024' के रूप में पर्यटन पर राष्ट्र की नब्ज पहचानने की पहली राष्ट्रव्यापी पहल शुरू की। राष्ट्रव्यापी सर्वेक्षण का उद्देश्य 5 पर्यटन श्रेणियों - आध्यात्मिक, सांस्कृतिक और विरासत, प्रकृति और वन्य जीवन, साहसिक और अन्य श्रेणियों में सबसे पसंदीदा पर्यटक आकर्षणों की पहचान करने और पर्यटकों की धारणाओं को समझने के लिए नागरिकों के साथ जुड़ना है।
चार मुख्य श्रेणियों के अलावा, 'अन्य' श्रेणी वह है जहां कोई अपने व्यक्तिगत पसंदीदा के लिए मतदान कर सकता है और अनछुए पर्यटन आकर्षणों और स्थलों जैसे वाइब्रेंट बॉर्डर विलेज, वेलनेस टूरिज्म, वेडिंग टूरिज्म आदि के रूप में छिपे हुए पर्यटन रत्नों को उजागर करने में मदद कर सकता है। यह मतदान अभ्यास भारत सरकार के नागरिक सहभागिता पोर्टल MyGov प्लेटफॉर्म पर होस्ट किया जा रहा है।

The Prime Minister, Shri Narendra Modi addressed the Viksit Bharat Viksit Jammu Kashmir program in Srinagar, Jammu & Kashmir today. He dedicated to the nation Holistic Agriculture Development Programme worth about Rs 5000 crores and launched multiple projects related to the tourism sector worth more than Rs 1400 crore under Swadesh Darshan and PRASHAD scheme including the project for ‘Integrated Development of Hazratbal Shrine’, Srinagar.
The Prime Minister also launched the ‘Dekho Apna Desh People’s Choice Tourist Destination Poll’ and ‘Chalo India Global Diaspora Campaign’ and announced tourist destinations selected under Challenge Based Destination Development (CBDD) Scheme. distributed appointment orders to about 1000 new Government recruits of Jammu and Kashmir and will also interact with beneficiaries of various government schemes including women achievers, lakhpati didis, farmers, entrepreneurs etc.
Nazim Nazeer from Pulwama who is a beekeeper described his journey to the Prime Minister about expanding his business by availing benefits from the government where he bought 25 boxes for beekeeping at a 50 percent subsidy. He also threw light on his economic growth throughout the journey where he gradually expanded to 200 boxes for beekeeping by availing Rs 5 lakhs under Prime Minister’s Employment Generation Programme.
This led to Mr Nazeer building a brand for himself and creating a website that further generated thousands of orders worth about 5000 kilograms across the nation, growing his business to almost 2000 beekeeping boxes and engaging about 100 youth from the region.
He further informed the Prime Minister about receiving an FPO in 2023 which has only helped him grow his business. He also thanked the Prime Minister for launching the Digital India initiative that has transformed the fintech landscape in the country.
The Prime Minister lauded Mr Nazim’s effort for leading the way to a sweet revolution in Jammu & Kashmir and congratulated him on his success. Upon the Prime Minister’s enquiry about getting initial support from the government to establish the business, Mr Nazim said that even though he faced initial difficulty, the Department of Agriculture came forward and supported his cause.
Noting that the business of beekeeping is a fairly new sector, the Prime Minister highlighted its benefits and said that bees, in a way, work like farm laborers making it beneficial for crops. Mr Nazim said that landowners are ready to offer land for beekeeping at no cost as the process is also beneficial for the farmers.
The Prime Minister suggested Mr Nazim research the honey produced in Central Asia around the Hindu Kush mountains and also asked him to look towards crafting a new taste for honey by growing specific flowers around the boxes as it is a niche market. He also mentioned similar successful efforts in Uttarakhand.
Prime Minister Modi expressed delight at Acacia Honey’s price going up to Rs 1000 per kg from Rs 400 per kg due to high demand across the world. The Prime Minister lauded the clarity of thought and vision, and the courage shown by Mr. Nazim in running his business and also congratulated his parents.
He said that Mr Nazim is also giving direction to the youth of India and becoming an inspiration.Ahtesham Majid Bhat of Srinagar is a bakery entrepreneur who through a food technology skill development programme brought in new innovations in bakery.
She was supported by the incubation center at Government Polytechnic for Women Skill Development. Government single window system helped her and her team in getting all the NoCs from various departments.
The Prime Minister told her that in the last 10 years, the government has been providing all the support to the crores of youth in realizing their startup dreams. The Prime Minister praised her for involving her friends from different districts in her entrepreneurial ventures.
“It is our efforts that the ideas of our youth do not suffer from the deficiency of resources and finance. They should move with confidence. These daughters of Jammu and Kashmir are creating new inspiring examples for the youth of the entire nation”, the Prime Minister said. He praised them for taking care of the underprivileged daughters.
Hamida Bano of Ganderbal is involved in the dairy business. She informed the Prime Minister that she benefited from National Rural Livelihoods Mission (NRLM) and opened a processing unit for milk products. She employed other women also.
She also informed the Prime Minister about the quality check, packaging and marketing of products. Her milk products are devoid of preservatives and she informed the Prime Minister about the elaborate way of marketing her fragile product.
The Prime Minister praised her for her business acumen and also for carrying on the work of nutrition. He also complimented her for taking care of quality and doing her business in an environment-friendly way.
Addressing the gathering, the Prime Minister said that the feeling of arriving in heaven on earth cannot be put into words. “This unparalleled form of nature, the air, the valley, the environment and the love and affection of Kashmiri brothers and sisters”, he remarked.
He also acknowledged the presence of citizens outside the venue, and more than 1 lakh people from 285 blocks connected to the event via video link. Underlining that the new Jammu & Kashmir is the one that has been awaited for decades, the Prime Minister said, “Dr Shyama Prasad Mookerji had sacrificed for this Jammu and Kashmir.”
He stated that the new Jammu and Kashmir has the sparkle for the future in its eyes and the determination to clear all obstacles. “140 crore citizens feel at peace when they see the smiling faces of the people of Jammu & Kashmir”, PM Modi said.
Expressing his gratitude for the affection of the people of Jammu and Kashmir, the Prime Minister said “Modi will not leave any stone unturned to repay this debt of affection. I am doing all this hard work to win your hearts and I believe that I am on the right path. I will continue my efforts to win your hearts.

“Power of development, potential of tourism, capabilities of farmers and leadership of the youth of Jammu and Kashmir will pave the way for Viksit Jammu Kashmir”, the Prime Minister said. “Jammu Kashmir is not just a place, Jammu Kashmir is the head of India.

Therefore, Viksit Jammu and Kashmir is the priority of Viksit Bharat”, the Prime Minister added.The Prime Minister recalled the time when laws implemented in the country were not implemented in Jammu & Kashmir and mentioned schemes for the welfare of the poor that could not be availed by the deprived.
Highlighting the change of fortunes, the Prime Minister said that schemes for the entire nation have been launched today from Srinagar and Jammu & Kashmir is leading the way for tourism in the country. Therefore, the Prime Minister said, people from more than 50 places in India have joined the occasion.
He touched upon the six projects that are being dedicated to the nation today under Swadesh Darshan scheme as well as the initiation of its next phase. He informed that around 30 projects have been launched for various cities in the country including Srinagar while 3 projects have been inaugurated and 14 others launched under PRASAD scheme.
He further stated that the development works being carried out in the holy Hazratbal Dargah for the convenience of the people have also been completed. The Prime Minister informed about the ‘Dekho Apna Desh People’s Choice’ campaign where 40 places have been identified by the government to be developed as tourist destinations in the next 2 years. Under the campaign, the Prime Minister explained that the government would develop the most preferred tourist destinations based on public opinion.
He also mentioned the ‘Chalo India’ campaign to encourage NRIs to come to India. Congratulating the citizens of Jammu & Kashmir for the development works of today, the Prime Minister said that it will help in developing the tourism industry of the region and creating new employment opportunities. The Prime Minister stated, "When intentions are noble and there is a determination to fulfill commitments, results are bound to follow." He highlighted the successful hosting of the G-20 summit in Jammu and Kashmir.
Addressing the transformative growth in tourism, the Prime Minister noted, "There was a time when people questioned who would visit Jammu and Kashmir for tourism. Today, Jammu and Kashmir are breaking all tourism records." He further elaborated, "In 2023 alone, Jammu and Kashmir welcomed over 2 crore tourists, surpassing previous records. Over the past 10 years, the Amarnath Yatra has witnessed the highest number of pilgrims participating, and Vaishno Devi also recorded a significant increase in devotee footfall."
Highlighting the surge in foreign tourist arrivals and the growing attraction for celebrities and international guests, the Prime Minister stated, "Now, even prominent celebrities and foreign guests visit the valleys of Jammu and Kashmir to explore and create videos and reels."
Moving on to agriculture, the Prime Minister emphasized the strength of Jammu and Kashmir's agricultural produce, including saffron, apples, dried fruits, and cherries, branding the region as a significant agricultural hub.
He said that the Rs 5,000 crore agricultural development program will result in unprecedented growth in the agricultural sector of Jammu and Kashmir over the next 5 years, particularly focusing on horticulture and livestock development. "This initiative will create thousands of new opportunities, especially in the fields of horticulture and animal husbandry", he said.
Additionally, he mentioned direct transfers of nearly ₹3,000 crore under the PM Kisan Samman Nidhi scheme to the accounts of farmers in Jammu and Kashmir. To enhance the storage capacity for fruits and vegetables and ensure their prolonged preservation, significant investments have been made to increase storage facilities in Jammu and Kashmir.
Furthermore, the Prime Minister pointed out that the commencement of the ‘world's largest warehousing scheme’, will include the construction of numerous warehouses across Jammu and Kashmir. Noting the rapid pace of development in Jammu and Kashmir, the Prime Minister mentioned 2 AIIMS as AIIMS Jammu has already been inaugurated and work is going on at AIIMS Kashmir.
He talked about 7 new medical colleges, 2 cancer hospitals and institutes like IIT and IIM in the region. He said that 2 Vande Bharat trains are running in Jammu and Kashmir and rail services from Srinagar to Sangaldan and from Sangaldan to Baramul have started. This expansion of connectivity has given a push to economic activities.
Referring to new projects to make Jammu and Srinagar as smart cities, the Prime Minister said “In the coming times, the success story of Jammu and Kashmir will become an example for the whole world.” Recalling his mentions of handicrafts and cleanliness of the region in his Mann ki Baat programme, the Prime Minister underlined Jammu Kashmir’s connection with lotus.
Highlighting the efforts of the government for the development of the youth of Jammu & Kashmir in every field, the Prime Minister said that new opportunities are being created ranging from skill development to sports and mentioned the modern sports facilities being built in every district of Jammu and Kashmir.
He gave the example of multi-purpose indoor sports halls built in 17 districts and Jammu & Kashmir hosting many national sports tournaments. “Now Jammu and Kashmir is emerging as the winter sports capital of the country. Nearly 1000 players have participated in the recently held Khelo India Winter Games”, the Prime Minister added.
“Jammu & Kashmir is breathing freely today, hence achieving new heights”, the Prime Minister said noting the abrogation of Article 370 which has led to the respect of the youth’s talent and equal rights and equal opportunities for everyone.
He spoke about the refugees from Pakistan, the Valmiki community and sanitation workers getting voting rights, fulfilling the demand of the Valmiki community for SC category, reservation of seats in the assembly for Scheduled Tribes, Paddari tribe, and the inclusion of Paddari tribe, Pahari ethnic group, Gadda Brahmin and Koli communities in the Scheduled Tribes.
The Prime Minister also pointed out that dynastic politics in Jammu & Kashmir deprived the right to reservation to other backward classes in Panchayat, Municipality and Municipal Corporation as provided in the government. “Today every class is being returned its rights”, PM Modi added.
Dwelling on the transformation of the J&K Bank the Prime Minister recalled the mismanagement of the past and called it a victim of dynasty politics and corruption. The Prime Minister listed the reforms to restore the health of the bank. He mentioned 1000 crore rupees assistance to the bank and action against wrongful appointments.
The Anti Corruption Bureau is still investigating thousands of such appointments. He highlighted the transparent recruitments in the last 5 years. As a result, the J&K Bank profit has reached Rs 1700 crores and business has reached Rs 2.25 lakh crores from Rs 1.25 crore rupees 5 years ago.
Deposits also increased from Rs 80,000 crores to Rs 1.25 lakh crores. NPA that had crossed 11 percent 5 years ago has been brought down to below 5 percent. The share of the bank has also seen 12 fold rise to about Rs 140 from Rs 12 5 years ago. “When there is an honest government, the intention is for the welfare of the people, then the people can be brought out of every difficulty”, PM Modi added.
Pointing out that Jammu & Kashmir has been the biggest victim of dynastic politics since independence, the Prime Minister assured the people that the development campaign for Jammu & Kashmir will not stop at any cost and the region will develop more rapidly in the next 5 years.
The Prime Minister concluded his address by extending his best wishes to the entire nation on the holy month of Ramzan. “It is my wish that everyone should get the message of peace and harmony from the month of Ramadan.

Background
In a step that will provide a major boost to the agri-economy of Jammu and Kashmir, the Prime Minister dedicated ‘Holistic Agriculture Development Programme’ (HADP) to the nation. HADP is an integrated program encompassing the full spectrum of activities in the three major domains of agri-economy viz Horticulture, Agriculture and Livestock husbandry in Jammu and Kashmir.
The programme will equip about 2.5 lakh farmers with skill development via a dedicated Daksh Kisan portal. Under the programme, about 2000 Kisan Khidmat Ghars will be established and robust value chains will be put in place for the welfare of the farming community. The programme will lead to employment generation benefiting lakhs of marginal families in Jammu and Kashmir.
The Prime Minister's vision is to improve the overall experience of tourists and pilgrims visiting prominent pilgrimage and tourism sites nationwide by building world-class infrastructure and amenities at these sites. In line with this, the Prime Minister dedicated to the nation and launched multiple initiatives under the Swadesh Darshan and PRASHAD schemes worth more than Rs 1400 crore.
The projects being dedicated to the nation by the Prime Minister include development of ‘Integrated Development of Hazratbal Shrine’ in Srinagar, J&K; tourism facilities developed in Northeast circuit in Meghalaya; Spiritual Circuit in Bihar and Rajasthan; Rural and Tirthankar Circuit in Bihar; development of Jogulamba Devi Temple, Jogulamba Gadwal District, Telangana; and development of Amarkantak Temple, Annupur District, Madhya Pradesh.
To create world-class infrastructure and amenities for pilgrims and tourists visiting the Hazratbal Shrine, and to enhance their holistic spiritual experience, the project 'Integrated Development of Hazratbal Shrine' has been executed.
The key components of the project include site development of the entire area including the construction of boundary wall of the Shrine; illumination of Hazratbal shrines precinct; improvement of Ghats and Devri Paths around the Shrine; construction of Sufi interpretation center; construction of Tourist Facilitation Centre; installation of signages; multilevel storied car parking; construction of public convenience block and entrance Gateway of the Shrine among others.
The Prime Minister also launched about 43 projects that will develop a wide range of pilgrimage and tourist sites across the country. These include important religious sites like the Annavaram Temple in Kakinada district of Andhra Pradesh; Navagraha Temples in Thanjavur and Mayiladuthurai District of Tamilnadu and Karaikal district of Puducherry; Sri Chamundeshwari Devi Temple, Mysore District, Karnataka; Karni Mata Mandir, Bikaner District Rajasthan; Maa Chintpurni Temple, Una District, Himachal Pradesh; Basilica of Bom Jesus Church, Goa, among others.
The projects also include development of various other sites and experience centers like Mechuka Adventure Park in Arunachal Pradesh; Rural Tourism Cluster Experience at Gunji, Pithoragarh, Uttarakhand; Ecotourism zone at Ananthagiri forest, Ananathagiri, Telangana; Meghalayan Age Cave Experience and Waterfall Trails Experience at Sohra, Meghalaya; Reimagining Cinnamara Tea Estate, Jorhat, Assam; Ecotourism experience at Kanjli Wetland, Kapurthala, Punjab; Julley Leh Biodiversity Park, Leh, among others.
During the programme, the Prime Minister announced 42 tourist destinations selected under Challenge Based Destination Development (CBDD) Scheme. The innovative scheme, announced during Union Budget 2023-24, aims to provide end-to-end tourist experiences by catalyzing the development of tourist destinations while also promoting sustainability and ushering competitiveness in the tourism sector. The 42 destinations have been identified in four categories - 16 in Culture & Heritage Destination, 11 in spiritual destinations, 10 in Ecotourism and Amrit Dharohar and 5 in Vibrant Village.
The Prime Minister launched the first-ever nationwide initiative to identify the pulse of the nation on tourism, in the form of ‘Dekho Apna Desh People’s Choice 2024’. The nationwide poll aims to engage with citizens to identify the most preferred tourist attractions and understand tourist perceptions across 5 tourism categories - Spiritual, Cultural & Heritage, Nature & Wildlife, Adventure, and other categories. Besides the four main categories, the 'other' category is where one can vote for their personal favorites and help uncover hidden tourism gems in the form of unexplored tourism attractions and destinations like Vibrant Border Villages, Wellness Tourism, Wedding Tourism etc. This poll exercise is being hosted on the MyGov platform, the citizen engagement portal of the Government of India.
The Prime Minister launched the ‘Chalo India Global Diaspora Campaign’ to inspire the Indian diaspora to become Incredible India ambassadors and promote tourism to India. The campaign is being launched based on the clarion call of the Prime Minister, wherein he requested Indian diaspora members to encourage at least 5 non-Indian friends to travel to India. With more than 3 crore overseas Indians, the Indian diaspora can serve as a powerful catalyst for Indian tourism, acting as cultural Ambassadors.
