Haryana Chief Minister Sh. Nayab Singh Saini said Mobile Vans equipped with veterinary specialists and attendants will soon provide doorstep veterinary treatment services to livestock owners between 6 am and 10 pm everyday through toll-free number 1962.
He said that upon receiving a call, the mobile veterinary unit will reach the beneficiary’s doorstep within 30 minutes, ensuring timely treatment and emergency care for animals. The Chief Minister directed officials to gradually expand this facility into a 24-hour service so that timely medical care can reach animals across the state at all times.
The Chief Minister was chairing a high-level review meeting on the Five-Year Implementation Roadmap and Action Plan of Agriculture, Horticulture, Fisheries and Animal Husbandary Departments at the Civil Secretariat on Sunday where detailed presentations were made on the future strategies, targets and institutional reforms planned under the state’s ‘Vision 2047’ framework in line with Prime Minister Sh. Narendra Modi’s vision of ‘Viksit Bharat’.
During the meeting, the CM reviewed department-wise targets, ongoing initiatives and plans aimed at modernising the agricultural ecosystem. The Agriculture & Farmers’ Welfare Department presented its roadmap focusing on crop diversification, soil health management, natural farming, climate resilience and efficient residue management.
Additional Chief Secretary, Agriculture & Farmers’ Welfare, Sh. Vijayendra Kumar informed that the department has set an ambitious target to reclaim around 1.40 lakh acres of waterlogged and saline land in 2026-27, while aiming to reclaim 100 percent of such affected land by the year 2031.
To strengthen soil health management, the department plans to issue soil health cards to 15 lakh farmers every year. The roadmap also includes bringing 1.5 lakh acres under natural and organic farming clusters to promote sustainable agriculture practices across the state.
He said Haryana aims to bring 3 lakh acres under water-saving cultivation techniques such as Direct Seeded Rice (DSR) in order to conserve groundwater and promote climate-resilient farming. In addition, the government plans to distribute 15,000 Crop Residue Management (CRM) machines annually among farmers with the objective of achieving zero stubble burning in the state.
The Chief Minister directed the department to launch a ‘Jagruk Yatra’ to encourage farmers to adopt organic farming, reduce the use of pesticides and chemicals, shift towards DSR techniques, adopt crop diversification and stop stubble burning.
He also called for extensive awareness campaigns through documentaries, WhatsApp campaigns and other digital platforms. The Chief Minister further directed that separate Facebook pages and YouTube channels be created for every department to regularly highlight departmental activities and keep farmers and citizens informed about government initiatives.
The Horticulture Department presented its strategy for expanding horticulture cultivation, promoting high-value crops and increasing farmers’ income through diversification and modern cultivation techniques. The department informed that Haryana has set a target to increase the total area under high-value horticulture crops. The Chief Minister suggested creating clusters of various fruits like apple, date palm, pear etc for the convenience of farmers.
The Fisheries Department also presented its strategy to boost aquaculture production and expand fisheries infrastructure. The Chief Minister directed officials to explore the possibility of utilising waterlogged areas in the state for shrimp farming so that such land can be productively used to enhance farmers’ income.
Principal Secretary, Animal Husbandry Department, Sh. Vijay Singh Dahiya informed that the department has prepared a long-term strategy to improve livestock productivity, strengthen disease control mechanisms and modernise veterinary healthcare services through phased infrastructure expansion and digital integration.
The roadmap includes strengthening veterinary laboratories across the state, modernisation of diagnostic infrastructure and development of integrated epidemiology systems for scientific disease surveillance and real-time monitoring.
The Chief Minister directed the department to organise four livestock fairs annually in different districts of the state where sale and purchase of animals and other allied activities can be carried out for the benefit of livestock farmers.Chief Secretary Sh.
