The Office of the Controller of Communications Accounts (CCA), Punjab Telecom Circle, under the Ministry of Communications, Department of Telecommunications, organized a Telecom Outreach Programme (TOP) at WMS Jalandhar on 06.05.2026. Sh. Shivam Katiyar, Deputy Director, WMS Jalandhar, joined the programme. Smt. Jyoti Goel, Assistant Controller of Communication Accounts, Punjab, Sh. Bharat Kataria, Assistant Accounts Officer, O/o CCA Punjab along with staff of the Revenue Section, were also present. Representatives of various Telecom Service Providers (TSPs) and Internet Service Providers (ISPs) also attended the meet.
During the program, detailed presentations were delivered covering the overview of Revenue, License Fee, and SARAS; financial conditions of the License Agreement; and the SARAS platform along with the grievance redressal mechanism. A key feature of the event was the one-on-one discussion session with telecom licensees, focusing on License Fee assessment dues, providing personalized guidance, and addressing queries of participants.
Smt. Jyoti Goel, Assistant Controller of Communication Accounts, Punjab, addressed that, such programmes are aimed at enhancing awareness among TSPs and ISPs regarding License and Financial conditions, Roles and Responsibilities, and providing clarity to both existing licensees and new entrants in the Telecom Sector. Addressing the participants, she highlighted that the objective of the Telecom Outreach Programme is to apprise TSPs and ISPs of the latest policies and procedures, including the use of the SARAS online platform for license fee payments, document submission and the Bank Guarantee module.
She also mentioned that this programme also aimed to create awareness about the fast-track grievance redressal system of the Department of Telecommunications. ACCA reaffirmed that the office of CCA Punjab remains committed to supporting all TSPs and ISPs, especially new entrepreneurs, and to ensuring a transparent and efficient telecom ecosystem that facilitates ease of doing business.
In the closing remarks, she assured TSPs and ISPs that CCA office will continue to uphold transparency, accountability, and service excellence. The Telecom Outreach Programme was well received, with participants expressing appreciation for the informative sessions and expert guidance provided during the event.
The participants also acknowledged the leadership of Sh. Vijendra N. Tandon, CCA Punjab, for prompt resolution of issues. Sh. Bharat Kataria, Assistant Accounts Officer, in his vote of thanks, expressed gratitude to all representatives of ISPs and TSPs for their active participation in the Telecom Outreach Programme (TOP) meet.
