Haryana Chief Electoral Officer, Sh. A. Sreenivas said that the Election Commission of India, under Article 324 of the Constitution of India, is mandated to conduct the election to the office of the Vice-President of India.

He said that under the provisions of Article 68(2) of the Constitution, an election to fill a vacancy in the office of the Vice-President, occurring by reason of his/her death, resignation or removal or otherwise, shall be held as soon as possible after the occurrence of the vacancy, and the person elected to fill the vacancy shall, subject to the provisions of Article 67, be entitled to hold office for the full term of five years from the date on which he/she enters upon his/her office.

He said that the election to the office of the Vice-President of India is governed by The Presidential and VicePresidential Elections Act, 1952 and the rules made thereunder, namely The Presidential and VicePresidential Elections Rules, 1974.

The Vice-Presidential Election significantly differs from the more commonly known elections to the House of People and State Legislative Assemblies in terms of the electorate involved, eligibility of candidates, the system of voting, the counting of votes and the legal provisions that govern the election, to name a few.

He said that in an initiative aimed at enhancing awareness among the general public about the ensuing Vice Presidential Election, 2025, the Election Commission has prepared a booklet titled "Election to the Office of Vice-President of India, 2025" which will elucidate all the notable aspects of this election in a simple manner.

The booklet broadly covers the Constitutional provisions relating to Vice-Presidential Election, composition of the Electoral College, eligibility conditions for the candidates, important provisions on candidature, framing of the Election Schedule, appointment of the Returning Officer and Assistant Returning Officers, fixing of the place of poll, system of voting, the method of counting of votes and the provision regarding disputes over the election.

The booklet also includes brief notes on all the past 16 Vice-Presidential Elections held from 1952 to 2022.The booklet is available on the ECI website https://www.eci.gov.in
