Secretary Transport UT Chandigarh Vinay Pratap Singh reviewed the Safe Transportation Policy for Students (STRAPS) today in presence of Rupesh Kumar - Secretary State Transport Authority (STA), Shipra Bansal - Chairperson Chandigarh Commission for Protection of Child Rights (CCPCR), H S Mamik - President Independent School Association, Traffic Inspector, District Education Officer and President School Bus Operators Welfare Association, Chandigarh.
During the meeting, Secretary Transport emphasized that the safety of school children during transportation to & from school is of utmost importance and prime concern of all stakeholders. He also mentioned that all stakeholders should draw lessons from some recent tragic incidents involving school buses & vehicles in different parts of the country and take effective steps in Chandigarh to avoid any such accidents. Chairperson CCPCR stated that it is observed that sometimes proxy unverified and untrained drivers drive the school buses in the absence of main drivers.
She also highlighted the issue of expired medicines in first aid box of school buses & vehicles and that all bus drivers & attendants do not udergo life support training. Secretary Transport directed the School Bus Operators Welfare Association to ensure that only verified & trained drivers are deployed at school buses even if main drivers are absent from duty and that all buses have updated & stocked first aid box. He also emphasized that bus drivers & attendants be given life support training through Red Cross.
Secretary STA informed that the Regional Driving Training Center (RDTC) is under construction and that the same will be completed soon. The training & refresher course of school bus drivers will be soon held at RDTC. He also informed that extensive challans are being done by STA for overcrowded autos & cabs carrying school children.
President Independent School Association Chandigarh urged that Administration should consider avoiding inspections of school buses during opening & closing times of schools as inspections of school buses at such times on the roadside often leads to delays in ferrying school students to & from schools.
He further requested that such school bus inspections may be done at other appropriate times to avoid inconvenience to students. Secretary Transport asked Secretary STA & Traffic Police to consider the representation and develop an SOP & schedule for checking of school buses.
Issue of overcrowding in autos & cabs carrying school children and plying of illegal cabs were also discussed, and it was decided that data regarding school children using private autos & cabs be collected through schools and parents should also be advised to avoid using the autos & cabs which are either running without permit or overcrowding children.
Details of vehicles used by school children to be obtained by Transport Department & Traffic Police from schools to inspect such vehicles for overcrowding & valid permits and those found violating the motor vehicle law and jeopardizing the safety of school children should be punished heavily.
Secretary Transport directed that special drive should be conducted by STA & Traffic Police in month of July & August for curbing violations related to vehicles ferrying school children. Both STA & Traffic Police were directed to submit data of challans done on school buses & vehicles in last 1 year for analysis.

चंडीगढ़ प्रशासन ने गर्मी की छुट्टियों के बाद स्कूलों के फिर से खुलने पर छात्रों के लिए सुरक्षित परिवहन नीति (STRAPS) की समीक्षा यूटी चंडीगढ़ के परिवहन सचिव विनय प्रताप सिंह ने आज छात्रों के लिए सुरक्षित परिवहन नीति (STRAPS) की समीक्षा की। इस अवसर पर रूपेश कुमार - सचिव राज्य परिवहन प्राधिकरण (STA), शिप्रा बंसल - अध्यक्ष चंडीगढ़ बाल अधिकार संरक्षण आयोग (CCPCR), एच एस मामिक - अध्यक्ष स्वतंत्र स्कूल संघ, यातायात निरीक्षक, जिला शिक्षा अधिकारी और अध्यक्ष स्कूल बस ऑपरेटर कल्याण संघ, चंडीगढ़ मौजूद थे।
बैठक के दौरान, परिवहन सचिव ने इस बात पर जोर दिया कि स्कूल आने-जाने के दौरान स्कूली बच्चों की सुरक्षा सभी हितधारकों के लिए अत्यंत महत्वपूर्ण और मुख्य चिंता का विषय है। उन्होंने यह भी उल्लेख किया कि सभी हितधारकों को देश के विभिन्न हिस्सों में स्कूल बसों और वाहनों से जुड़ी कुछ हाल की दुखद घटनाओं से सबक लेना चाहिए और चंडीगढ़ में ऐसी किसी भी दुर्घटना से बचने के लिए प्रभावी कदम उठाने चाहिए।
सीसीपीसीआर के अध्यक्ष ने कहा कि यह देखा गया है कि कभी-कभी मुख्य चालकों की अनुपस्थिति में प्रॉक्सी असत्यापित और अप्रशिक्षित चालक स्कूल बसों को चलाते हैं। उन्होंने स्कूल बसों और वाहनों के प्राथमिक उपचार बॉक्स में एक्सपायर हो चुकी दवाओं के मुद्दे पर भी प्रकाश डाला और कहा कि सभी बस चालक और परिचारक जीवन रक्षक प्रशिक्षण से वंचित हैं।
सचिव परिवहन ने स्कूल बस ऑपरेटर कल्याण संघ को यह सुनिश्चित करने का निर्देश दिया कि स्कूल बसों में केवल सत्यापित और प्रशिक्षित चालक ही तैनात किए जाएं, भले ही मुख्य चालक ड्यूटी से अनुपस्थित हों और सभी बसों में अद्यतन और स्टॉक किए गए प्राथमिक उपचार बॉक्स हों। उन्होंने इस बात पर भी जोर दिया कि बस चालकों और परिचारकों को रेड क्रॉस के माध्यम से जीवन रक्षक प्रशिक्षण दिया जाना चाहिए।
सचिव एसटीए ने बताया कि क्षेत्रीय ड्राइविंग प्रशिक्षण केंद्र (आरडीटीसी) निर्माणाधीन है और यह जल्द ही पूरा हो जाएगा। स्कूल बस चालकों का प्रशिक्षण और रिफ्रेशर कोर्स जल्द ही आरडीटीसी में आयोजित किया जाएगा। उन्होंने यह भी बताया कि स्कूली बच्चों को ले जाने वाले भीड़भाड़ वाले ऑटो और कैब के लिए एसटीए द्वारा बड़े पैमाने पर चालान किए जा रहे हैं।
स्वतंत्र स्कूल एसोसिएशन चंडीगढ़ के अध्यक्ष ने आग्रह किया कि प्रशासन को स्कूलों के खुलने और बंद होने के समय स्कूल बसों के निरीक्षण से बचने पर विचार करना चाहिए क्योंकि सड़क के किनारे ऐसे समय में स्कूल बसों के निरीक्षण से अक्सर स्कूली छात्रों को स्कूल लाने और ले जाने में देरी होती है। उन्होंने आगे अनुरोध किया कि छात्रों को असुविधा से बचाने के लिए इस तरह के स्कूल बसों का निरीक्षण अन्य उचित समय पर किया जा सकता है।
सचिव परिवहन ने सचिव एसटीए और यातायात पुलिस से अनुरोध किया कि वे इस अभ्यावेदन पर विचार करें और स्कूल बसों की जांच के लिए एक एसओपी और कार्यक्रम तैयार करें। स्कूली बच्चों को ले जाने वाले ऑटो और कैब में भीड़भाड़ और अवैध कैब के संचालन के मुद्दे पर भी चर्चा की गई और यह निर्णय लिया गया कि निजी ऑटो और कैब का उपयोग करने वाले स्कूली बच्चों के बारे में डेटा स्कूलों के माध्यम से एकत्र किया जाना चाहिए।
माता-पिता को उन ऑटो और कैब का उपयोग करने से बचने की सलाह दी जानी चाहिए जो या तो बिना परमिट के चल रहे हैं या बच्चों को भीड़भाड़ कर रहे हैं। स्कूली बच्चों द्वारा उपयोग किए जाने वाले वाहनों का विवरण परिवहन विभाग और यातायात पुलिस द्वारा स्कूलों से प्राप्त किया जाना चाहिए ताकि भीड़भाड़ और वैध परमिट के लिए ऐसे वाहनों का निरीक्षण किया जा सके और मोटर वाहन कानून का उल्लंघन करने वाले और स्कूली बच्चों की सुरक्षा को खतरे में डालने वाले लोगों को कड़ी सजा दी जाए।
सचिव परिवहन ने निर्देश दिया कि स्कूली बच्चों को ले जाने वाले वाहनों से संबंधित उल्लंघनों को रोकने के लिए जुलाई और अगस्त के महीने में एसटीए और यातायात पुलिस द्वारा विशेष अभियान चलाया जाना चाहिए। एसटीए और यातायात पुलिस दोनों को पिछले एक वर्ष में स्कूल बसों और वाहनों पर किए गए चालानों का डेटा विश्लेषण के लिए प्रस्तुत करने का निर्देश दिया गया।
