Keeping the safety of the students at utmost priority, Deputy Commissioner (DC) Sakshi Sawhney conducted a meeting with the heads of various schools of the district at Guru Nanak Dev Bhawan on Tuesday and directed them to ensure strict compliance of 'Safe School Vahan policy'.
Secretary, Regional Transport Authority (RTA) Randeep Singh Heer, DEO Harjinder Singh, District Child Protection Officer (DCPO) Rashmi, officials of traffic police and traffic education cell among others were present in the meeting.
During the meeting, the school heads from various schools including private, government aided, government schools were apprised of the norms under the safe school vahan policy by the members of traffic police education cell.
Safe School Vahan Policy norms make it mandatory for school buses to have CCTV cameras, fire extinguisher, attendant and staff with uniform, pollution control clearance, contact number of fire station, police etc, installation of speed governors, women attendant for girl students travelling in buses, first aid kits among other norms. Also, the buses should not be overloaded.
The school heads were apprised about all the norms and the school Principals have been directed to submit a self declaration regarding the compliance of the policy in their respective schools within this week to avoid action in near future. The schools have also been directed to make adequate parking arrangements so that traffic jams are not witnessed outside the schools.
The officials stated that action will be taken against the schools if they failed to comply with the rules within this week. The information regarding compliance has to be submitted with the department or action will be taken against the schools as per section 24 of the rules.
DC Sawhney said that safety of students is an utmost priority and administration will not accept any negligence/excuses in this regard. The schools will have to implement Safe School Vahan Policy strictly to avoid action by the administration in near future. Secretary RTA and traffic police will ensure compliance and take strict action against schools violating the norms.
Directing the school managements to form committees at school level for implementation of safe School vahan policy, DC Sawhney said that it is the moral responsibility of the schools to ensure safety of the students.
Further speaking of the unsafe modes of transportation like overloaded e-rickshaws etc, DC Sawhney appealed to the school managements to sensitise the parents about the safety of the students and to ask them to send their children to schools in safe transportation.
If the school comes to know about parents opting for unsafe modes of transportation for students, then the school management should apprise the administration about the same too and required action will be taken by the authorities. During the meeting, DC also interacted with school heads to clear their doubts in regard to the Safe School Vahan Policy.
At last, DC Sawhney also appealed to the school management to work for spreading voter awareness among the students and their parents to achieve the target of maximum voter participation in the Lok Sabha-2024 elections.

ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਮੁੱਖ ਰੱਖਦਿਆਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਵੱਲੋਂ ਸਥਾਨਕ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਭਵਨ ਵਿਖੇ ਜ਼ਿਲ੍ਹੇ ਦੇ ਵੱਖ-ਵੱਖ ਸਕੂਲਾਂ ਦੇ ਮੁਖੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕੀਤੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ 'ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ' ਦੀ ਸਖ਼ਤੀ ਨਾਲ ਪਾਲਣਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਮੀਟਿੰਗ ਵਿੱਚ ਸਕੱਤਰ ਰਿਜ਼ਨਲ ਟਰਾਂਸਪੋਰਟ ਅਥਾਰਟੀ (ਆਰ.ਟੀ.ਏ.) ਰਣਦੀਪ ਸਿੰਘ ਹੀਰ, ਡੀ.ਈ.ਓ ਹਰਜਿੰਦਰ ਸਿੰਘ, ਜ਼ਿਲ੍ਹਾ ਬਾਲ ਸੁਰੱਖਿਆ ਅਫ਼ਸਰ (ਡੀ.ਸੀ.ਪੀ.ਓ) ਰਸ਼ਮੀ, ਟ੍ਰੈਫਿਕ ਪੁਲਿਸ ਅਤੇ ਟ੍ਰੈਫਿਕ ਐਜੂਕੇਸ਼ਨ ਸੈੱਲ ਦੇ ਅਧਿਕਾਰੀ ਹਾਜ਼ਰ ਸਨ।
ਮੀਟਿੰਗ ਦੌਰਾਨ ਟ੍ਰੈਫਿਕ ਪੁਲਿਸ ਐਜੂਕੇਸ਼ਨ ਸੈੱਲ ਦੇ ਮੈਂਬਰਾਂ ਵੱਲੋਂ ਪ੍ਰਾਈਵੇਟ, ਸਰਕਾਰੀ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ, ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਸਮੇਤ ਵੱਖ-ਵੱਖ ਸਕੂਲਾਂ ਦੇ ਸਕੂਲ ਮੁਖੀਆਂ ਨੂੰ 'ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ' ਤਹਿਤ ਲਾਗੂ ਨਿਯਮਾਂ ਤੋਂ ਜਾਣੂ ਕਰਵਾਇਆ ਗਿਆ। ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ ਦੇ ਮਾਪਦੰਡ ਅਨੁਸਾਰ ਇਹ ਲਾਜ਼ਮੀ ਹੈ ਕਿ ਸਕੂਲ ਬੱਸਾਂ ਵਿੱਚ ਸੀ.ਸੀ.ਟੀ.ਵੀ. ਕੈਮਰੇ ਲੱਗੇ ਹੋਣ, ਵਾਹਨਾਂ 'ਚ ਅੱਗ ਬੁਝਾਊ ਯੰਤਰ ਹੋਵੇ, ਅਟੈਂਡੈਂਟ ਅਤੇ ਸਟਾਫ ਦੇ ਵਰਦੀ ਪਾਈ ਹੋਵੇ, ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਕਲੀਅਰੈਂਸ, ਫਾਇਰ ਸਟੇਸ਼ਨ ਅਤੇ ਪੁਲਿਸ ਆਦਿ ਦਾ ਸੰਪਰਕ ਨੰਬਰ, ਸਕੂਲੀ ਵਾਹਨਾਂ ਵਿੱਚ ਸਪੀਡ ਗਵਰਨਰ ਲੱਗਾ ਹੋਵੇ, ਬੱਸਾਂ ਵਿੱਚ ਸਫ਼ਰ ਕਰਨ ਵਾਲੀਆਂ ਵਿਦਿਆਰਥਣਾਂ ਲਈ ਮਹਿਲਾ ਅਟੈਂਡੈਂਟ ਹੋਣਾ ਲਾਜ਼ਮੀ, ਹੋਰ ਨਿਯਮਾਂ ਦੇ ਨਾਲ ਫਸਟ ਏਡ ਕਿੱਟਾਂ ਅਤੇ ਨਾਲ ਹੀ ਬੱਸਾਂ ਨੂੰ ਓਵਰਲੋਡ ਨਾ ਕੀਤਾ ਜਾਣਾ ਸ਼ਾਮਲ ਹੈ।
ਸਕੂਲ ਮੁਖੀਆਂ ਨੂੰ ਸਾਰੇ ਮਾਪਦੰਡਾਂ ਬਾਰੇ ਜਾਣੂ ਕਰਵਾਇਆ ਗਿਆ ਅਤੇ ਸਕੂਲ ਪ੍ਰਿੰਸੀਪਲਾਂ ਨੂੰ ਇਸ ਹਫ਼ਤੇ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਆਪੋ-ਆਪਣੇ ਸਕੂਲਾਂ ਵਿੱਚ ਪਾਲਿਸੀ ਦੀ ਪਾਲਣਾ ਸਬੰਧੀ ਸਵੈ ਘੋਸ਼ਣਾ ਪੱਤਰ ਜਮ੍ਹਾਂ ਕਰਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ ਤਾਂ ਜੋ ਨੇੜ ਭਵਿੱਖ ਵਿੱਚ ਕਾਰਵਾਈ ਤੋਂ ਬਚਿਆ ਜਾ ਸਕੇ। ਸਕੂਲਾਂ ਨੂੰ ਪਾਰਕਿੰਗ ਦੇ ਪੁਖਤਾ ਪ੍ਰਬੰਧ ਕਰਨ ਦੇ ਵੀ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਤਾਂ ਜੋ ਸਕੂਲਾਂ ਦੇ ਬਾਹਰ ਟ੍ਰੈਫਿਕ ਜਾਮ ਨਾ ਲੱਗੇ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਕੂਲਾਂ ਨੇ ਇਸ ਹਫ਼ਤੇ ਦੇ ਅੰਦਰ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਨਾ ਕੀਤੀ ਤਾਂ ਉਨ੍ਹਾਂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਪਾਲਣਾ ਸਬੰਧੀ ਸੂਚਨਾ ਵਿਭਾਗ ਕੋਲ ਜਮ੍ਹਾ ਕਰਵਾਉਣੀ ਹੋਵੇਗੀ ਨਹੀਂ ਤਾਂ ਨਿਯਮਾਂ ਦੀ ਧਾਰਾ 24 ਅਨੁਸਾਰ ਸਕੂਲਾਂ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਕਿਹਾ ਕਿ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸੁਰੱਖਿਆ ਸਭ ਤੋਂ ਵੱਡੀ ਤਰਜੀਹ ਹੈ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਇਸ ਸਬੰਧ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਅਣਗਹਿਲੀ/ਬਹਾਨਾ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰੇਗਾ। ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਕਾਰਵਾਈ ਤੋਂ ਬਚਣ ਲਈ ਸਕੂਲਾਂ ਨੂੰ ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ ਨੂੰ ਸਖ਼ਤੀ ਨਾਲ ਲਾਗੂ ਕਰਨਾ ਹੋਵੇਗਾ। ਸਕੱਤਰ ਆਰ.ਟੀ.ਏ. ਅਤੇ ਟ੍ਰੈਫਿਕ ਪੁਲਿਸ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ ਸਕੂਲਾਂ ਵਿਰੁੱਧ ਪਾਲਣਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣਗੇ ਅਤੇ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨਗੇ।
ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ ਸਕੂਲ ਪ੍ਰਬੰਧਕਾਂ ਨੂੰ ਸਕੂਲ ਪੱਧਰ 'ਤੇ ਕਮੇਟੀਆਂ ਬਣਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੰਦਿਆਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਕਿਹਾ ਕਿ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣਾ ਸਕੂਲਾਂ ਦੀ ਨੈਤਿਕ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ। ਆਵਾਜਾਈ ਦੇ ਅਸੁਰੱਖਿਅਤ ਢੰਗਾਂ ਜਿਵੇਂ ਕਿ ਓਵਰਲੋਡ ਈ-ਰਿਕਸ਼ਾ ਆਦਿ ਬਾਰੇ ਗੱਲ ਕਰਦਿਆਂ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਸਕੂਲ ਪ੍ਰਬੰਧਕਾਂ ਨੂੰ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸੁਰੱਖਿਆ ਪ੍ਰਤੀ ਮਾਪਿਆਂ ਨੂੰ ਜਾਗਰੂਕ ਕਰਨ ਅਤੇ ਆਪਣੇ ਬੱਚਿਆਂ ਨੂੰ ਸੁਰੱਖਿਅਤ ਆਵਾਜਾਈ ਰਾਹੀਂ ਸਕੂਲਾਂ ਵਿੱਚ ਭੇਜਣ ਲਈ ਕਿਹਾ।
ਜੇਕਰ ਸਕੂਲ ਨੂੰ ਮਾਪਿਆਂ ਵੱਲੋਂ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਆਵਾਜਾਈ ਦੇ ਅਸੁਰੱਖਿਅਤ ਢੰਗ ਅਪਣਾਏ ਜਾਣ ਬਾਰੇ ਪਤਾ ਲੱਗਦਾ ਹੈ ਤਾਂ ਸਕੂਲ ਪ੍ਰਬੰਧਕਾਂ ਨੂੰ ਇਸ ਬਾਰੇ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਵੀ ਜਾਣੂ ਕਰਵਾਉਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਲੋੜੀਂਦੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਮੀਟਿੰਗ ਦੌਰਾਨ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਵੱਲੋਂ ਸੇਫ਼ ਸਕੂਲ ਵਾਹਨ ਪਾਲਿਸੀ ਸਬੰਧੀ ਉਨ੍ਹਾਂ ਦੇ ਸ਼ੰਕਿਆਂ ਨੂੰ ਦੂਰ ਕਰਨ ਲਈ ਸਕੂਲ ਮੁਖੀਆਂ ਨਾਲ ਗੱਲਬਾਤ ਵੀ ਕੀਤੀ।
ਅਖੀਰ ਵਿੱਚ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ ਨੇ ਸਕੂਲ ਪ੍ਰਬੰਧਕਾਂ ਨੂੰ ਵੀ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਲੋਕ ਸਭਾ ਚੋਣਾਂ-2024 ਦੌਰਾਨ ਵੱਧ ਤੋਂ ਵੱਧ ਵੋਟਰਾਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਦੇ ਟੀਚੇ ਨੂੰ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਮਾਪਿਆਂ ਵਿੱਚ ਵੋਟਰ ਜਾਗਰੂਕਤਾ ਫੈਲਾਉਣ ਲਈ ਵੀ ਕੰਮ ਕਰਨ।
