Haryana Chief Electoral Officer, Anurag Agarwal said that ahead of Lok Sabha general elections 2024, people will now play an important role in adhering to the Model Code of Conduct for the Commission. Citizens need to be vigilant and participate in the elections. For this purpose, the Election Commission has developed the C-Vigil mobile app.
He said that through the C-Vigil mobile app, the general public has been empowered to act as election observers, where they can lodge complaints of violations of the Model Code of Conduct. Citizens can also send photos, videos, and audio through their mobile phones to the C-Vigil app. Action will be taken on the respective complaint within 100 minutes.
The Chief Electoral Officer said that citizens would play a crucial role for the Election Commission and could contribute to making it impartial, clean, and transparent. He said that citizens can download this application from the Google Play Store for Android phones and from the App Store for iPhones.
Sh. Anurag Agarwal further informed that the general public can upload photos or record two-minute videos on this app. The photo and video will be uploaded to the app with GPS location. The complaint will be resolved within 100 minutes of filing.
Additionally, the complaints can also be filed on the National Grievance Redressal System portal. He said that the Flying Squads and Surveillance Teams provide live information, and teams near the location where the complaint is received through the C-Vigil app will immediately reach there.
Training given to employees on the election process
Sh. Anurag Agarwal said that in view of the Lok Sabha general elections 2024, state-level master trainers provided training to employees on various topics related to the election process. Additionally, 16 nodal officers have also been appointed.
He said that to ensure compliance with the Model Code of Conduct, the Election Commission has issued directions to all Chief Electoral Officers of states and Union Territories. Media Certification and Monitoring Committees (MCMCs) have been formed at the state and district levels, which will monitor advertisements released by candidates and political parties during elections or any kind of paid news.
The Chairman of the MCMC formed at the state level is the Chief Electoral Officer. In addition to the Additional Director/ Director level officer from PIB/BOC, Observers appointed by the Election Commission of India, officer from Indian Information Service, Citizen or Journalists nominated by the Press Council of India are members of this committee, while the Additional/Joint Chief Electoral Officer is the Member Secretary of the committee.
Media should raise awareness among people about voting
The Chief Electoral Officer said that for the convenience of the media, a media center has been set up at the office of the Chief Electoral Officer, Chandigarh. At the district level, media centers will also be set up in the District Information Public Relations Officer's office.
He also appealed to the media to actively participate in the festival of elections, 'Chunav Ka Parv Desh ka Garv', and to raise awareness among the general public to vote enthusiastically.

सी-विजिल मोबाइल एप के माध्यम से आमजन कर सकेंगे आदर्श आचार संहिता के उल्लंघन की शिकायत

हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने कहा कि लोकसभा आम चुनाव 2024 के मद्देनजर आदर्श आचार संहिता की अनुपालना में अब आमजन भी आयोग के लिए एक महत्वपूर्ण भूमिका अदा करेंगे। नागरिकों को सतर्क होकर चुनाव में भाग लेना होगा। इसके लिए चुनाव आयोग ने सी-विजिल मोबाइल एप विकसित किया है।
सीविजल मोबाइल एप के माध्यम से आमजन को चुनाव ऑब्जर्वर के समान एक शक्ति प्रदान की है, जिस पर वे आदर्श आचार संहिता का उल्लंघन होने की शिकायत दर्ज करवा सकते हैं। नागरिक अपने मोबइल से फोटो व वीडियो, ऑडियो भी सी-विजिल एप पर भेज सकते हैं। 100 मिनट के अंदर-अंदर संबंधित शिकायत पर एक्शन लिया जाएगा।
उन्होंने कहा कि नागरिक आयोग के लिए एक महत्वपूर्ण कड़ी का काम करेंगे और निष्पक्ष, स्वच्छ और पारदर्शी बनाने में सहयोग कर सकते हैं। उन्होंने बताया कि नागरिक गूगल प्ले स्टोर से इस एप्लिकेशन को एंड्राइड फोन तथा एप स्टोर से आई फोन पर डाउनलोड कर सकते हैं। आमजन फोटो खींच सकते हैं या दो मिनट की वीडियो भी रिकॉर्ड करके इस एप पर अपलोड कर सकते हैं।
वह फोटो और वीडियो जीपीएस लोकेशन के साथ एप पर अपलोड हो जाएगी। शिकायत दर्ज करने के 100 मिनटों में शिकायत का समाधान किया जाएगा। इसके अलावा, संबंधित शिकायत नेशनल ग्रीवांस रिडरेसल सिस्टम पोर्टल पर भी डाल सकते हैं। उन्होंने बताया कि फलाइंग स्कवाइड, सटेटिक सर्विलेंस टीमों की लाइव जानकारी रहती है और सी-विजिल एप पर जिस स्थान से शिकायत प्राप्त होती है तो निकट टीमें तुरंत वहां पहुंचेंगी।
चुनाव प्रक्रिया को लेकर कर्मचारियों को दिया गया प्रशिक्षण
श्री अनुराग अग्रवाल ने बताया कि लोकसभा आम चुनाव 2024 के मद्देनजर चुनाव प्रक्रिया से जुड़े विभिन्न विषयों पर राज्य स्तरीय मास्टर ट्रेनर्स ने कर्मचारियों को प्रशिक्षण प्रदान किया। इसके अलावा, 16 नोडल अधिकारी भी पदनामित किए गए हैं। उन्होंने कहा कि आदर्श आचार संहिता का पालन सुनिश्चित करने के लिए चुनाव आयोग ने सभी राज्यों व केंद्र शासित प्रदेशों के मुख्य निर्वाचन अधिकारियों को निर्देश जारी किए गए हैं।
राज्य स्तर पर व जिला स्तर पर मीडिया सर्टिफिकेशन एवं मॉनिटरिंग कमेटी (एमसीएमसी) गठित की गई है, जो चुनाव के दौरान उम्मीदवारों व राजनीतिक पार्टियों द्वारा जारी विज्ञापनों या किसी प्रकार की पेड न्यूज पर निगरानी रखेगी। राज्य स्तर पर गठित एमसीएमसी के चेयरमैन मुख्य निर्वाचन अधिकारी हैं।
पीआईबी/बीओसी के अतिरिक्त महानिदेशक/निदेशक स्तर के अधिकारी, भारत निर्वाचन आयोग द्वारा नियुक्त पर्यवेक्षक, भारतीय सूचना सेवा के अधिकारी, भारतीय प्रेस परिषद द्वारा नामित विशिष्ट नागरिक या पत्रकार इस कमेटी के सदस्य हैं, जबकि अतिरिक्त/संयुक्त मुख्य निर्वाचन अधिकारी कमेटी के सदस्य सचिव हैं।
मतदान के प्रति लोगों को जागरूक करे मीडिया
श्री अग्रवाल ने कहा कि लोकतंत्र के चौथा स्तंभ माने जाने वाले मीडिया की सुविधा के लिए चंडीगढ़ मुख्य निर्वाचन अधिकारी के कार्यालय में मीडिया सेंटर स्थापित किया गया है। जिला स्तर पर भी जिला सूचना जन संपर्क अधिकारी कार्यालय में भी मीडिया सेंटर स्थापित रहेंगे। लोगों को मतदान के प्रति जागरूक करने के साथ-साथ आयोग को भी चुनाव प्रक्रिया से संबंधित समाचारों की पल-पल की जानकारी देंगे। उन्होंने मीडिया से भी अपील की है कि वे चुनाव का पर्व, देश का गर्व में स्वयं शामिल हों और आम जनमानस को भी बढ़चढ़ कर मतदान करने के लिए जागरूक करें।
