District Election Officer-cum-Deputy Commissioner, Sakshi Sawhney, on Friday directed all political parties to apply for permissions through the Suvidha online portal. This portal is a one-stop solution for all kinds of permissions, including meetings, rallies, vehicles, loudspeakers, and others.
Accompanied by Additional Deputy Commissioner-cum-Additional District Election Officer Anmol Singh Dhaliwal, SDM Deepak Bhatia, Assistant Commissioners Krishna Pal Rajpoot, Upinderjeet Kaur Brar, Sawhney said that Suvidha was a single-window clearance for getting permissions from the election authorities. She emphasized that political parties must avoid any campaign that incites mutual hatred.
Additionally, no religious place should be used for campaigning. The venue and time of political rallies and processions must be informed well in advance to avoid any mismanagement. The District Election Officer assured that the administration is committed to ensuring free, fair, and peaceful polls in the district and urged all political parties to extend their support and cooperation to the district administration for conducting free, fair, and transparent elections.
Meanwhile, in another meeting with heads of various departments, Sawhney told the government departments' heads not to initiate any new work in their respective areas once the Election Commission of India announces the general elections. Violating this directive will be considered a clear violation of the Model Code of Conduct (MCC).
Starting new development works in the district will be completely prohibited after the imposition of the Model Code of Conduct. Only on-going development works that were started before the imposition of the Model Code of Conduct would be allowed. She also asked them to submit the details of on-going works with her office.
Additionally, fresh enrolment under various social security schemes, welfare programs, and others would be totally banned. Sawhney also warned the officers and officials that none of the government employees should involve themselves in political activities. If anyone is found participating in the meetings of any political party or candidate, strict action will be taken against them.
Moreover, government buildings, properties, assets, and official vehicles must not be used for electioneering. Later, the District Election Officer also held a meeting with all Assistant Returning Officers and issued directions to ensure strict enforcement of Model Code Of Conduct in their constituencies.
She also gave detailed instructions to the nodal officers to keep strict vigil of poll expenditure of candidates during the election process. She said that ECI had set an expenditure limit of Rs 95 lakh for every candidate to spend during the 2024 general elections, thereby all team members must be acquainted with the methodology to calculate the poll expenditure.
She also said that the rates of every item had been duly fixed by the Election Commission adding that to further assist these teams, several Flying Squad Teams (FST), Static Surveillance Team (SST), Video Surveillance Team (VST), and Video Viewing teams (VVT) were already formed by the administration.

ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ, ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਵੱਲੋਂ ਸਾਰੀਆਂ ਰਾਜਨੀਤਿਕ ਪਾਰਟੀਆਂ ਨੂੰ ਸੁਵਿਧਾ ਆਨਲਾਈਨ ਪੋਰਟਲ ਰਾਹੀਂ ਵੱਖ-ਵੱਖ ਪ੍ਰਵਾਨਗੀਆਂ ਲਈ ਅਰਜ਼ੀ ਦੇਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਇਹ ਪੋਰਟਲ ਮੀਟਿੰਗਾਂ, ਰੈਲੀਆਂ, ਵਾਹਨਾਂ, ਲਾਊਡਸਪੀਕਰਾਂ ਅਤੇ ਹੋਰ ਵੱਖ-ਵੱਖ ਕਿਸਮ ਦੀਆਂ ਪ੍ਰਵਾਨਗੀਆਂ ਲਈ ਢੁੱਕਵਾਂ ਹੱਲ ਹੈ।
ਇਸ ਮੌਕੇ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਸਾਹਨੀ ਵੱਲੋਂ, ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ-ਕਮ-ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਅਨਮੋਲ ਸਿੰਘ ਧਾਲੀਵਾਲ, ਐਸ.ਡੀ.ਐਮ. ਦੀਪਕ ਭਾਟੀਆ, ਸਹਾਇਕ ਕਮਿਸ਼ਨਰ ਕ੍ਰਿਸ਼ਨ ਪਾਲ ਰਾਜਪੂਤ, ਉਪਿੰਦਰਜੀਤ ਕੌਰ ਬਰਾੜ ਦੇ ਨਾਲ ਦੱਸਿਆ ਕਿ ਸੁਵਿਧਾ ਚੋਣ ਅਧਿਕਾਰੀਆਂ ਤੋਂ ਮਨਜ਼ੂਰੀ ਲੈਣ ਲਈ ਸਿੰਗਲ ਵਿੰਡੋ ਕਲੀਅਰੈਂਸ ਹੈ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਨੂੰ ਆਪਸੀ ਨਫ਼ਰਤ ਫੈਲਾਉਣ ਵਾਲੀ ਕਿਸੇ ਵੀ ਮੁਹਿੰਮ ਤੋਂ ਗੁਰੇਜ਼ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਪ੍ਰਚਾਰ ਲਈ ਕਿਸੇ ਵੀ ਧਾਰਮਿਕ ਸਥਾਨ ਦੀ ਵਰਤੋਂ ਨਹੀਂ ਕਰਨੀ ਚਾਹੀਦੀ। ਸਿਆਸੀ ਰੈਲੀਆਂ ਅਤੇ ਜਲੂਸਾਂ ਦੇ ਸਥਾਨ ਅਤੇ ਸਮੇਂ ਦੀ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਜਾਣਕਾਰੀ ਮੁਹੱਈਆ ਕਰਵਾਉਣੀ ਚਾਹੀਦੀ ਹੈ ਤਾਂ ਜੋ ਕਿਸੇ ਵੀ ਗੜਬੜੀ ਤੋਂ ਬਚਿਆ ਜਾ ਸਕੇ। ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਆਜ਼ਾਦ, ਨਿਰਪੱਖ ਅਤੇ ਸ਼ਾਂਤੀਪੂਰਵਕ ਚੋਣਾਂ ਕਰਵਾਉਣ ਲਈ ਵਚਨਬੱਧ ਹੈ ਅਤੇ ਸਾਰੀਆਂ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਆਜ਼ਾਦ, ਨਿਰਪੱਖ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਚੋਣਾਂ ਕਰਵਾਉਣ ਲਈ ਆਪਣਾ ਸਹਿਯੋਗ ਦੇਣ।
ਇਸ ਦੌਰਾਨ, ਵੱਖ-ਵੱਖ ਵਿਭਾਗਾਂ ਦੇ ਮੁਖੀਆਂ ਨਾਲ ਇੱਕ ਹੋਰ ਮੀਟਿੰਗ ਵਿੱਚ, ਸਾਹਨੀ ਨੇ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ਦੇ ਮੁਖੀਆਂ ਨੂੰ ਕਿਹਾ ਕਿ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਆਮ ਚੋਣਾਂ ਦਾ ਐਲਾਨ ਹੋਣ ਤੋਂ ਬਾਅਦ ਆਪਣੇ-ਆਪਣੇ ਖੇਤਰਾਂ ਵਿੱਚ ਕੋਈ ਨਵਾਂ ਕੰਮ ਸ਼ੁਰੂ ਨਾ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਨਿਰਦੇਸ਼ ਦੀ ਅਵਹੇਲਣਾ ਕਰਨਾ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤੇ ਦੀ ਸਪੱਸ਼ਟ ਉਲੰਘਣਾ ਮੰਨਿਆ ਜਾਵੇਗਾ। ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਤੋਂ ਬਾਅਦ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਨਵੇਂ ਵਿਕਾਸ ਕਾਰਜ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮਨਾਹੀ ਹੋਵੇਗੀ।
ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਸ਼ੁਰੂ ਕੀਤੇ ਗਏ ਵਿਕਾਸ ਕਾਰਜਾਂ ਨੂੰ ਹੀ ਮਨਜ਼ੂਰੀ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਆਪਣੇ ਦਫ਼ਤਰ ਵਿੱਚ ਚੱਲ ਰਹੇ ਕੰਮਾਂ ਦੇ ਵੇਰਵੇ ਵੀ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਲਈ ਕਿਹਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਵੱਖ-ਵੱਖ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਸਕੀਮਾਂ, ਭਲਾਈ ਪ੍ਰੋਗਰਾਮਾਂ ਅਤੇ ਹੋਰਾਂ ਅਧੀਨ ਨਵੀਂ ਰਜਿਸਟ੍ਰੇਸ਼ਨ 'ਤੇ ਪੂਰੀ ਤਰ੍ਹਾਂ ਪਾਬੰਦੀ ਹੋਵੇਗੀ।
ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਸਾਹਨੀ ਨੇ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਚੇਤਾਵਨੀ ਵੀ ਦਿੱਤੀ ਕਿ ਕੋਈ ਵੀ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀ ਆਪਣੇ ਆਪ ਨੂੰ ਸਿਆਸੀ ਗਤੀਵਿਧੀਆਂ ਵਿੱਚ ਸ਼ਾਮਲ ਨਾ ਕਰੇ। ਜੇਕਰ ਕੋਈ ਵੀ ਕਿਸੇ ਸਿਆਸੀ ਪਾਰਟੀ ਜਾਂ ਉਮੀਦਵਾਰ ਦੀਆਂ ਮੀਟਿੰਗਾਂ ਵਿੱਚ ਹਿੱਸਾ ਲੈਂਦਾ ਪਾਇਆ ਗਿਆ ਤਾਂ ਉਸ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸਰਕਾਰੀ ਇਮਾਰਤਾਂ, ਜਾਇਦਾਦਾਂ ਅਤੇ ਸਰਕਾਰੀ ਵਾਹਨਾਂ ਦੀ ਚੋਣ ਪ੍ਰਚਾਰ ਲਈ ਵਰਤੋਂ ਨਹੀਂ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ।
ਇਸ ਉਪਰੰਤ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਸਮੂਹ ਸਹਾਇਕ ਰਿਟਰਨਿੰਗ ਅਫ਼ਸਰਾਂ ਨਾਲ ਵੀ ਮੀਟਿੰਗ ਕੀਤੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਹਲਕਿਆਂ ਵਿੱਚ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤੇ ਨੂੰ ਸਖ਼ਤੀ ਨਾਲ ਲਾਗੂ ਕਰਵਾਉਣ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ। ਉਨ੍ਹਾਂ ਨੋਡਲ ਅਫ਼ਸਰਾਂ ਨੂੰ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਦੌਰਾਨ ਉਮੀਦਵਾਰਾਂ ਦੇ ਚੋਣ ਖਰਚੇ 'ਤੇ ਸਖ਼ਤ ਨਜ਼ਰ ਰੱਖਣ ਲਈ ਵੀ ਵਿਸਥਾਰਪੂਰਵਕ ਹਦਾਇਤਾਂ ਦਿੱਤੀਆਂ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ 2024 ਦੀਆਂ ਆਮ ਚੋਣਾਂ ਦੌਰਾਨ ਹਰੇਕ ਉਮੀਦਵਾਰ ਲਈ ਖਰਚ ਕਰਨ ਲਈ 95 ਲੱਖ ਰੁਪਏ ਦੀ ਖਰਚ ਸੀਮਾ ਨਿਰਧਾਰਤ ਕੀਤੀ ਗਈ ਹੈ, ਇਸ ਤਰ੍ਹਾਂ ਟੀਮ ਦੇ ਸਾਰੇ ਮੈਂਬਰਾਂ ਨੂੰ ਚੋਣ ਖਰਚੇ ਦੀ ਗਣਨਾ ਕਰਨ ਦੀ ਵਿਧੀ ਤੋਂ ਜਾਣੂ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਹਰੇਕ ਆਈਟਮ ਦੇ ਰੇਟ ਤੈਅ ਕੀਤੇ ਗਏ ਹਨ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਪਹਿਲਾਂ ਹੀ ਇਨ੍ਹਾਂ ਟੀਮਾਂ ਦੀ ਮਦਦ ਲਈ ਕਈ ਫਲਾਇੰਗ ਸਕੁਐਡ ਟੀਮਾਂ (ਐਫ.ਐਸ.ਟੀ.), ਸਟੈਟਿਕ ਸਰਵੇਲੈਂਸ ਟੀਮ (ਐਸ.ਐਸ.ਟੀ.), ਵੀਡੀਓ ਸਰਵੀਲੈਂਸ ਟੀਮ (ਵੀ.ਐਸ.ਟੀ.) ਅਤੇ ਵੀਡੀਓ ਦੇਖਣ ਵਾਲੀਆਂ ਟੀਮਾਂ (ਵੀ.ਵੀ.ਟੀ.) ਬਣਾਈਆਂ ਗਈਆਂ ਹਨ।
