Chief Minister Thakur Sukhvinder Singh Sukhu today inaugurated the Rs. 15.43 crore building of Jawahar Lal Nehru Fine Arts Government College, Loharab, in Shimla Rural Assembly constituency. He also laid the foundation stone of Block Development office building at Totu to be constructed with a cost of Rs. 5 crore.
Addressing a well attended public meeting on the occasion, the Chief Minister announced to start new courses and to develop smart classes in the Fine Arts College, besides to provide Rs. 20 lakh for the sports ground. He said that bus service would be started for the area and efforts would also be made to provide hostel facilities in the college.
The state government is making comprehensive reforms in education and special priority is being given to qualitative education, he said and added that a provision has been made for annual ranking of all educational institutions and introduction of performance based grant system from the next fiscal.
This system will be developed through an online portal. He said that multi-dimensional provisions have been made to develop reading and writing culture among the students.He said that the foundation of this Fine Arts College was laid by former Chief Minister Virbhadra Singh and presently students from 17 states were studying in this institute.
He assured that quality education would be ensured in this institute besides providing all possible facilities to the students. The Chief Minister also elaborated the Rajiv Gandhi Day-Boarding School, Cluster System, Education in English Medium, Dr. Y.S. Parmar Vidyarthi Rin Yojna, Mukhya Mantri Sukh-Shiksha Yojana, Mukya Mantri Sukh-Ashray Yojana, MSP and hike in milk purchase rates, disaster relief package and various other schemes.
He said that the state government was according top priority to strengthening the agriculture based rural economy and zero tolerance towards corruption.Rural Development and Panchayati Raj Minister, Anirudh Singh said that the state government was ensuring equitable development of every section and every area. Efforts were being made to strengthen the rural economy.
He also lauded the increase in the daily wage of MNREGA workers from Rs 240 to Rs 300 announced in the budget.Public Works Minister Vikramaditya Singh said that Shimla Rural Assembly constituency was emerging as a model in terms of development.
He said that developmental works worth Rs 170 crore were in progress in this assembly segment during the last one year. He also presented various developmental demands of the area before the Chief Minister.Earlier, college Principal Kamayani Bisht and Gram Panchayat Pradhan Jeet Singh Thakur welcomed the Chief Minister.Block Congress President Gopal Sharma also spoke on the occasion.
Panchayat Samiti President Saroj Sharma, former MLAs Sohan Lal and Chiranji Lal, Secretary State Congress Committee Chandra Shekhar Sharma, Director Rural Development, Raghav Sharma, SP Sanjeev Gandhi, Additional Deputy Commissioner, Abhishek Verma were also present on the occasion amongst others.

मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने आज शिमला ग्रामीण विधानसभा क्षेत्र में जवाहर लाल नेहरू ललित कला राजकीय महाविद्यालय लौहारब के 15.43 करोड़ रुपये की लागत से निर्मित भवन का लोकार्पण किया। उन्होंने टुटू में पांच करोड़ रुपये की लागत से निर्मित होने वाले खण्ड विकास कार्यालय भवन का शिलान्यास भी किया।
इस अवसर पर आयोजित जनसभा को सम्बोधित करते हुए मुख्यमंत्री ने ललित कला महाविद्यालय में नए पाठ्यक्रम शुरू करने व स्मार्ट कक्षाएं विकसित करने तथा खेल मैदान के लिए 20 लाख रुपये प्रदान करने की घोषणा की। उन्होंने कहा कि इस क्षेत्र के लिए बस सेवा आरम्भ की जाएगी और महाविद्यालय में छात्रावास सुविधा उपलब्ध करवाने के भी प्रयास किए जाएंगे।
मुख्यमंत्री ने कहा कि प्रदेश सरकार शिक्षा के क्षेत्र में व्यापक सुधार कर रही है और गुणात्मक शिक्षा को विशेष अधिमान दिया जा रहा है। उन्होंने कहा कि वित्त वर्ष 2024-25 में सभी शिक्षण संस्थानों की वार्षिक रैकिंग और उनके लिए प्रदर्शन आधारित अनुदान व्यवस्था की शुरूआत का प्रावधान किया गया है। यह व्यवस्था ऑनलाइन पोर्टल के माध्यम से विकसित की जाएगी।
उन्होंने कहा कि पढ़ने-लिखने की संस्कृति विकसित करने के लिए बहुआयामी प्रावधान किए गए हैं।ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि इस ललित कला महाविद्यालय की नींव पूर्व मुख्यमंत्री वीरभद्र सिंह ने रखी थी। वर्तमान में संस्थान में 17 राज्यों के विद्यार्थी शिक्षा ग्रहण कर रहे हैं। संस्थान में शिक्षा की उच्च गुणवत्ता सुनिश्चित करते हुए विद्यार्थियों को हरसंभव सुविधाएं उपलब्ध करवाई जाएंगी।
मुख्यमंत्री ने राजीव गांधी डे-बोर्डिंग स्कूल, क्लस्टर प्रणाली, अंग्रेजी माध्यम में शिक्षा, डॉ. वाई.एस. परमार विद्यार्थी ऋण योजना, मुख्यमंत्री सुख-शिक्षा योजना, मुख्यमंत्री सुख-आश्रय योजना, दूध खरीद के लिए न्यूनतम समर्थन मूल्य, विभिन्न योजनाओं, आपदा राहत पैकेज, ग्रामीण अर्थव्यवस्था सशक्तिकरण, भ्रष्टाचार के प्रति शून्य सहिष्णुता सहित विभिन्न विषयों के बारे में सरकार के प्रयासों की विस्तृत जानकारी दी।
ग्रामीण विकास एवं पंचायती राज मंत्री अनिरूद्ध सिंह ने कहा कि प्रदेश सरकार हर वर्ग और हर क्षेत्र का समान विकास सुनिश्चित कर रही है। ग्रामीण अर्थव्यवस्था को सुदृढ़ करने के लिए निरन्तर प्रयास जारी है और कई प्रभावी कदम इस दिशा में उठाए गए हैं। मुख्यमंत्री द्वारा आगामी वित्त वर्ष के लिए प्रस्तुत बजट में मनरेगा कामगारों की दिहाड़ी वर्तमान 240 रुपये से बढ़ाकर 300 रुपये करने की घोषणा की गई है।
लोक निर्माण मंत्री विक्रमादित्य सिंह ने कहा कि शिमला ग्रामीण विधानसभा क्षेत्र विकास के मामले में एक मॉडल क्षेत्र के रूप में उभर रहा है तथा विकास कार्यों को निरन्तर गति दी जा रही है। उन्होंने कहा कि एक वर्ष के दौरान इस विधानसभा क्षेत्र में 170 करोड़ रुपये के विकास कार्य प्रगति पर हैं। उन्होंने मुख्यमंत्री के समक्ष क्षेत्र की विभिन्न विकासात्मक मांगें भी प्रस्तुत कीं।महाविद्यालय की प्रधानाचार्य कामायनी बिष्ट व स्थानीय ग्राम पंचायात के प्रधान जीत सिंह ठाकुर ने मुख्यमंत्री का स्वागत किया।
खण्ड कांग्रेस अध्यक्ष गोपाल शर्मा ने भी इस अवसर पर अपने विचार व्यक्त किए। इस अवसर पर पंचायत समिति अध्यक्ष सरोज शर्मा, पूर्व विधायक सोहन लाल व चिरंजी लाल, सचिव प्रदेश कांग्रेस कमेटी चन्द्रशेखर शर्मा, निदेशक ग्रामीण विकास राघव शर्मा, पंचाायती राज संस्थाओं के पदाधिकारी, संगठन पदाधिकारी, पुलिस अधीक्षक संजीव गांधी, अतिरिक्त उपायुक्त अभिषेक वर्मा और विभिन्न विभागों के वरिष्ठ अधिकारी उपस्थित थे।
