The State Government was fulfilling all its guarantees in a phased manner, said Chief Minister Thakur Sukhvinder Singh Sukhu today as he launched Indira Gandhi Pyaari Behna Samman Nidhi Yojana, fourth of its election guarantee, from Keylong, Lahaul & Spiti district.
The Chief Minister launched the initial phase of this scheme which provisions Rs. 1,500 per month to all the women of Lahaul & Spit aged 18 or above. The Chief Minister addressed the locals by saying 'Jule' and said that he was happy to be among them and thanked for their enthusiasm while attending the event in the chilling -9 degree temperature.
The Chief Minister also announced to provide Rs 1,500 from 1st February, 2024 to 2.37 lakh women who were receiving pension of Rs 1,100 in the state. In this way, 2.42 lakh women of the state will receive a pension of Rs 1,500 per month.
We do what we say. We have come to extend the benefits of the schemes to the last person standing in the queue and lay the foundation of self-reliant Himachal," remarked Sh. Sukhu. He announced that the schools will remain closed in Lahaul Spiti in winters and the session would be held in summers.
He also announced opening of Block Development office in Udaipur, Rajiv Gandhi Day Boarding School in Darcha, starting of sewerage scheme and water drainage scheme in Keylong, starting a scheme for planned beautification of the city, opening of Public Health Centre in Tindi and a dispensary of Animal Husbandry Department in Madgran.He recalled that the State Government had celebrated the Himachal Day in 2023 at Kaza in Spiti Valley. It was the first time that Himachal Day was celebrated in the District.
Speaking about the various development schemes introduced by the government in the budget 2024-25 for benefit of various sections of the society, the Chief Minister said that Mukhya Mantri Sukh-Shiksha Yojana has been started to bear the entire cost of education of children of widows till they attain the age of 27.
Along with this, daily wage under MNREGA has been increased by Rs. 60 from existing 240 to 300. He said that Himachal has become the first state that ensures high Minimum Support Price (MSP) for milk, where the MSP for purchasing cow milk has been fixed at Rs. 45, an increase of Rs. 13 from earlier MSP of Rs. 32. Similarly, the MSP buffalo milk has been fixed at Rs. 55.
Along with this, the MSP of wheat produced by natural farming has been fixed at Rs. 40 and, similarly, the rate of maize at Rs. 30. Sh. Sukhu added that the four percent dearness allowance and other dues would be paid to the employees in a phased manner. The diet money of police has also been increased nearly fivefold from Rs. 210 to Rs. 1000, he added.
The Chief Minister said that Himachal Pradesh would become the first state in the country to increase the age of marriage for girls from 18 years to 21 years. He said that the state government has started the Dr. Yashwant Singh Parrmar Vidyarthi Rin (Loan) Yojana to provide loans up to Rs. 20 lakh at one percent interest rate to meritorious students for higher education.
He said that the present State Government inherited empty coffers from the previous government due to the BJP's poor fiscal management. "Despite this, in the last one year, our government has undertaken various measures under Vyavastha Parivartan to improve the fiscal condition of the state. In the first budget, the government laid the foundation of self-reliant Himachal as we cannot depend on loans and has sought ways to increase the state's revenue," remarked the Chief Minister.
The state government was making continuous efforts to reach the last person standing in the queue, said Sh. Sukhu, adding that Himachal was the first state to enact a law to grant the status of 'Children of the State' to orphan children under the Mukhya Mantri Sukh Ashray Yojana. This was a sensitive effort by the state government to reach out to the vulnerable sections of the society, he added.
Sh. Sukhu further stated that the government was committed to fulfill all of its guarantees in a phased manner. "The state government has restored the OPS despite many restrictions imposed by the Central Government, so that a government employee could live with dignity after retirement," said the Chief Minister, adding: "As soon as the BJP government was formed in Rajasthan, the OPS, started during the tenure of the Congress government, was withdrawn."
He added that Himachal faced the biggest disaster in its history, in which 525 people died and 16,000 houses were damaged and despite not getting any financial aid from the Central Government, the State Government released a package of Rs. 4,500 crore to the disaster affected people.
The compensation amount in case of complete damage to the house has been increased significantly from Rs. 1.30 lakh to Rs. 7 lakh, he concluded.MP Pratibha Singh, also the State Congress President, welcomed the Chief Minister to Lahaul & Spiti and expressed gratitude on behalf of the people of the district for various developmental projects.
She said that the present state government was working under challenging conditions but still was committed for helping all sections of the society. She said that the State Government was making continuous efforts to fulfill promises mentioned in election manifesto.
She said that in the coming time, the benefits of this Indira Gandhi Pyari Behna Samman Nidhi Yojana would be extended to all eligible women of the state in a phased manner.MLA Ravi Thakur expressed his gratitude to the Chief Minister for various developmental projects and said that these projects would give impetus to the development of the tribal area.
He also congratulated the people on Lahaul Sharad Utsav. Earlier, the Chief Minister flagged off several ambulances donated by MP Pratibha Singh and also visited exhibitions depicting success of various development activities, schemes and projects carried out by the government.
The Chief Minister also unveiled the coffee table book of the district police. Chairman Zila Parishad Anuradha Thakur, District Congress President Gelson Thakur, Deputy Commissioner Rahul Kumar, SP Mayank Chaudhary, Director ESOMSA Pradeep Thakur and other dignitaries were present at the occasion.

मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने आज लाहौल-स्पीति के जिला मुख्यालय केलांग में इंदिरा गांधी प्यारी महिला सम्मान निधि योजना की शुरूआत की। इस योजना के तहत जिला लाहौल-स्पीति की 18 वर्ष से अधिक आयु की सभी महिलाओं को 1500 रुपये प्रति माह पेंशन प्रदान की जाएगी। उन्होंने जिला लाहौल-स्पीति के उदयपुर में बीडीओ कार्यालय, दारचा में राजीव गांधी डे-बोर्डिंग स्कूल खोलने, केलांग में सीवरेज स्कीम तथा पानी की निकासी की योजना शुरू करने व शहर के सौंदर्यीकरण की योजना बनाने, टिंडी में प्राथमिक स्वास्थ्य केन्द्र तथा मडग्रान में पशुपालन विभाग की डिस्पेंसरी खोलने की घोषणा की। उन्होंने कहा कि जिला लाहौल-स्पीति में गर्मियों में स्कूल खुले रहेंगे और सर्दी में छुट्टियां होंगी।
‘जुले’ कहकर अपने भाषण की शुरूआत करते हुए मुख्यमंत्री ने कहा कि इस कार्यक्रम में -9 डिग्री तापमान में भी स्थानीय लोग कार्यक्रम में शामिल होने के लिए पहुंचे हैं तथा लोगों का उत्साह देखकर आनंदित हूं। मुख्यमंत्री ने कहा कि राज्य सरकार चरणबद्ध तरीके से अपनी सभी गारंटियों को पूरा कर रही है। उन्होंने कहा कि राज्य सरकार ने पहला हिमाचल दिवस स्पीति घाटी के काजा में मनाया था और वहां 18 वर्ष से अधिक आयु की महिलाओं को 1500 रुपये प्रतिमाह प्रदान करने की घोषणा की गई थी।
मुख्यमंत्री ने कहा ‘आज मैं अपना वादा पूरा करने के लिए आया हूं। जिला लाहौल-स्पीति में इंदिरा गांधी प्यारी बहना सम्मान निधि योजना शुरू करने के साथ-साथ प्रदेश में 1100 रुपये पेंशन प्राप्त करने वाली 2.37 लाख महिलाओं को भी मैं एक फरवरी 2024 से 1500 रुपये प्रदान करने की घोषणा करता हूं। इस प्रकार प्रदेश की 2.42 लाख महिलाओं को प्रति माह 1500 रुपये की पेंशन प्राप्त होगी। हम जो कहते हैं, वह करते हैं। हम अंतिम व्यक्ति तक योजनाओं का लाभ पहुंचाने और आत्मनिर्भर हिमाचल की नींव रखने के लिए आए हैं।’
ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि बजट 2024-25 में राज्य सरकार ने सभी वर्गों के लिए योजनाएं शुरू की हैं। विधवा महिलाओं के बच्चों की शिक्षा का पूरा खर्च वहन करने की योजना आरंभ की है। इसके साथ ही मनरेगा दिहाड़ी में 60 रुपये वृद्धि कर इसे 240 रुपये से बढ़ाकर 300 रुपये किया। उन्होंने कहा कि दूध का न्यूनतम समर्थन मूल्य देने वाला हिमाचल प्रदेश पहला राज्य बन गया है, जहां गाय का दूध खरीद का न्यूनतम मूल्य 45 रुपये तथा भैंस का दूध 55 रुपये प्रति लीटर तय किया गया है।
इसके साथ ही प्राकृतिक खेती के गेहूं का न्यूनतम समर्थन मूल्य 40 रुपये प्रति किलोग्राम तथा मक्की का रेट 30 रुपये प्रति किलोग्राम तय किया गया है। कर्मचारियों को 4 प्रतिशत डीए तथा बकाया राशि का भुगतान चरणबद्ध तरीके से किया जाएगा। साथ ही पुलिस की डाइट मनी को पांच गुणा बढ़ाकर 210 रुपये से 1000 रुपये किया गया है।
मुख्यमंत्री ने कहा कि लड़कियों की शादी की आयु 18 वर्ष से बढ़ाकर 21 वर्ष करने वाला हिमाचल प्रदेश देश का पहला राज्य बनने जा रहा है। उन्होंने कहा कि मेधावी विद्यार्थियों को उच्च शिक्षा के लिए एक प्रतिशत ब्याज दर पर 20 लाख रुपये तक का ऋण उपलब्ध करवाने के लिए राज्य सरकार ने डॉ. वाई.एस. परमार विद्यार्थी ऋण योजना आरंभ की है।
उन्होंने कहा कि पिछली भाजपा सरकार ने उन्हें खाली खजाना विरासत में दिया, लेकिन इसके बावजूद पिछले एक वर्ष में वर्तमान सरकार ने इस व्यवस्था को सुधारने के लिए प्रयास किए। सरकार ने पहले बजट में आत्मनिर्भर हिमाचल की नींव रखी क्योंकि कर्ज पर निर्भर नहीं रहा जा सकता और राजस्व में वृद्धि के उपाय तलाशे। उन्होंने कहा कि राज्य सरकार का प्रयास अंतिम व्यक्ति तक पहुंचने का है इसलिए अनाथ बच्चों को ‘चिल्ड्रन ऑफ द स्टेट’ का दर्जा देने के लिए कानून बनाने वाला हिमाचल प्रदेश देश का पहला राज्य बना।
यह अंतिम व्यक्ति तक पहुंचने का राज्य सरकार का संवेदनशील प्रयास है।ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि अपनी गांरटी को पूरा करते हुए राज्य सरकार ने केंद्र सरकार के कई प्रतिबंध लगने के बावजूद पुरानी पेंशन को बहाल किया है, ताकि वह बुढ़ापा सम्मानपूर्वक गुजार सकें। वहीं राजस्थान में भाजपा की सरकार बनते ही उन्होंने कांग्रेस सरकार के कार्यकाल में शुरू की गई पुरानी पेंशन स्कीम को वापस ले लिया गया है।
उन्होंने कहा कि हिमाचल प्रदेश ने इतिहास की सबसे बड़ी आपदा का सामना किया, जिसमें 525 लोगों की मौत हुई तथा 16000 घरों को नुकसान हुआ। केंद्र सरकार से कोई भी मदद न मिलने के बावजूद राज्य सरकार ने 4500 करोड़ रुपये का पैकेज आपदा प्रभावितों को दिया, जिसके तहत पूर्ण रूप से घर क्षतिग्रस्त होने पर मुआवजा राशि को 1.30 लाख से बढ़ाकर 7 लाख रुपये किया गया है।
सांसद प्रतिभा सिंह ने मुख्यमंत्री का लाहौल-स्पीति में स्वागत किया और विभिन्न विकासात्मक परियोजनाओं के लिए जिलावासियों की ओर से आभार व्यक्त किया है। उन्होंने कहा कि वर्तमान राज्य सरकार विपरीत परिस्थितियों में काम कर रही है और सभी वर्गों की मदद कर रही है। उन्होंने कहा कि राज्य सरकार अपने चुनावी घोषणा पत्र को पूरा करने के लिए निरंतर प्रयास कर रही है।
राज्य सरकार ने पुरानी पेंशन स्कीम को शुरू किया है तथा महिलाओं को 1500 रुपये प्रदान करने की पहल भी लाहौल-स्पीति से कर दी है। उन्होंने कहा कि आने वाले समय में इस योजना का लाभ चरणबद्ध तरीके से सभी जिलों में महिलाओं तक पहुंचाया जाएगा।विधायक रवि ठाकुर ने 70 करोड़ रुपये की विभिन्न विकासात्मक परियोजना के लिए मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू का आभार व्यक्त करते हुए कहा कि इससे जनजातीय क्षेत्र के विकास को गति मिलेगी।
उन्होंने जिलावासियों को लाहौल शरद उत्सव की बधाई देते हुए कहा कि यह एक आपसी मेल-जोल तथा यहां की समृद्ध संस्कृति को प्रदर्शित करने का मंच है।इससे पहले, मुख्यमंत्री ने सांसद प्रतिभा सिंह द्वारा दान की कई एंबुलेंस को हरी झंडी दिखाकर रवाना किया और विकासात्मक प्रदर्शनियों का अवलोकन भी किया।
मुख्यमंत्री ने जिला पुलिस की कॉफी टेबल बुक का अनावरण भी किया। इस अवसर पर जिला परिषद अध्यक्ष अनुराधा ठाकुर, कांग्रेस जिला अध्यक्ष गेलसन ठाकुर, उपायुक्त राहुल कुमार, पुलिस अधीक्षक मयंक चौधरी, निदेशक ईसोमसा प्रदीप ठाकुर सहित अन्य गणमान्य व्यक्ति उपस्थित रहे।
