The Divisional Commissioner Kashmir, Baseer Ahmad Khan chaired a high level review meeting, here today,to review the implementation of Jal Jiwan Mission, Har Ghar Nal, progress of languishing projects, district environment plan, proposals related to administrators of vacant Panchayats, installation of Drop Box, execution of works identified under B2V, filling up of vacant Panchayat seats and uploading of Artificial Insemination – Animal & Sheep Husbandry Department.The District Development Commissioner (DDC) Anantnag, Khalid Jahangir apprised the meeting about the status of on-going works and action taken on Administrative Council Decisions.The DDC informed the meeting that 175 Drop Boxes are being installed and the process will be completed by December 31. It was given out that out of 158378 households, 49637 households stand connected under Jal Jiwan Mission while door to door survey is being conducted by PRIs and field staff of PHE under the missionand a comprehensive action plan for its execution stands prepared.With regard to the completion of 126 Languishing Projects at Rs. 347.05 Croreunder PHE, R&B, Health, Sports Council, Urban Development, PDD,I&C and Education sectors, the meeting was informed that a balance amount of Rs 237.89 Crorehas been approved through JKIDFC out of which Rs. 31.40 Crorehave been expended till November 2019. Out of 126 languishing projects, 19 projects have been completed and 34 projects will be completed by the end of March 2020. Likewise, under B2V programme, a total of 5722 demands were projected by the public, out of which 262 demands were approved under phase first for execution.Regarding filling of vacant Panchayat seats, it was given out that the updation process of electoral rolls has been completed and the elections for the vacant seats will be conducted in near future, the meeting was informed.The meeting was also informed that for snow clearance of 2076 KMs road length, 1424 KMs are under priority first and 652 KMs under priority second. 

The Mechanical Engineering Department has to clear snow under priority first & second for 1284 KMs, R&B for 452 KMs, Municipalities for 235 KMs, PMGSY for 51 KMs, Beacon for 13 KMs and RAMKY for 41 KMs. It was further informed that under Disaster Management, temporary relief centres have been set up along National Highway at Walnut Factory Lavdoora, R&B Quarter Qazigund and PHC Building Gulab Bagh with an accommodation capacity of 1400 persons.The DDC informed the meeting that action taken report on operationalization of CSTP Pahalgam and CSTP Mehandi Kadal, Anantnag is in final stage while STP at Urnhall Anantnag has already been made operational. The Solid Waste Management Plants at Urnhall Anantnag and Kokernag are under construction.He also gave details about awareness programmes for safe & scientific disposal of solid wastes, preservingthe water bodies from contamination and progress on demolition of toiletsalong the banks of river Jhelum.The DDC raised issues related to deficiency of snow clearance equipment and demanded allocation of additional 50 MWs power, providing of additional 1500 poles and 50 transformers besides release of funds for establishment of temporary relief centres.The Div Com directed the DDC Anantnag to conduct surprise inspection of offices and take stern action in case of dereliction of duty to ensure effective public service delivery. He also directed for intensive monitoring of Languishing projects, RDD works through social audit and public participation.He directed the officers to involve Panchayati Raj Institutions in plan formulations and monitoring of developmental works to strengthen Panchayat Raj System. Among others, the meeting was attended by Additional Commissioner Kashmir, ADDC, ADC, SEs and Executive Engineers of various streams and other district officers.In a separate meeting Div Com reviewed developmental scenario of the district Kulgam.DDC Kulgam, Showkat Aijaz Bhat informed the meeting about the status ongoing projects under several sectors including languishing projects and capex budget.The meeting was attended by SSP Kulgam, Additional Commissioner Kashmir,ADDC, CPO, besides district officers, heads of several departments and other concerned.

During the meeting Div Comtook stock of instalation of Drop Boxes in panchayats, progress on languishing projects and works executed under Back to Village Programme and Jal Jeevan Mission.He also reviewed stock position of essential commodities, redressal of public grievances, progress of Re-registration of schools, implementation of flagship programmes and coordination with BDCs, Sarpanches and Panchs while framing development plan in the district.It was given out in the meeting that 68 languishing projects have been approved under JKIDFC with an approved cost of 11407.01 lacs  out of which various projects have been completed.The Div Com stressed on adhering to the set time frame for the completion of all the languishing projects with special emphasis on maintaining the quality of work.Regarding instalation of Drop Boxes in panchayats, it was given out that so far Drop boxes have been installed at 164 panchayats of the district.While reviewing the PHE functioning, Div Com directed the concerned to ensure piped water to all households.He also directed the DDC to ensure punctuality of employees in offices and to constitute inspection teams to check attendance at all levels.  He also stresses to boost work culture in offices for efficient public delivery system.Reviewing the stock and supply position of food grains in the district, the AD food informed that adequate stock has been dumped at identified dumping sites for the winter.Regarding progress on Re-registration of schools, the CEO informed that out of 1047 schools, 884 schools stand re-registered while 846 schools stand verified and approved.While reviewing power sector, the Div Com directed the concerned to take necessary measures to augment power supply in the district during winter.He also asked the DDC to check over stay of officers posted in the district and ensure their reshuffle.The meeting also reviewed the functioning of internet kiosk established at mini secretariat Kulgam.Regarding coordination with BDCs, Sarpanchs and Panchs the Div Com urged for taking them on board during plan formulation so that they are involved in the development progress of the district.
