Deputy Commissioner Jalandhar Mr Varinder Kumar Sharma, Commissioner of Police Mr Gurpreet Singh Bhullar and Senior Superintendent of Police Mr Navjot Singh Mahal today said that three Flying Squad teams along-with three Static Surveillance Teams have been deployed in every assembly segment to keep a strict watch over the expenditure being made by the candidates during general elections.Interacting with Election Expenditure Observers for Jalandhar Lok Sabha seat Ms Preeti Chaudhary and Mr Amit Shukla during a meeting held here at district administrative complex, the Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police said that these Flying Squad Teams and Static Surveillance Teams would operate in three shifts to ensure strict vigil over the election expenditure round the clock.They said that these Flying Squad Teams and Static Surveillance Teams comprise of officers both from the civil and Police administration adding that they have been given GPS enabled vehicles in which cameras have also been installed. They said these officers have been assigned duty as per the shifts to ensure that a proper check was kept over election expenditure by candidates.They said that all assistant returning officers (AROs) have already explained the details to assistant expenditure officers (AEOs) in two-training programs held earlier regarding calculation of the expenditures.
Further, they said that FST teams are being informed by election office whenever any ARO gives approval for the political rally or meeting so that they can record entire proceedings of the function.They said that a district level Expenditure Monitoring Cell has already been constituted in the district with District Controller of Finance and Audit as its nodal officer. The officers said that the team comprising of 11 senior officers, with expertise in financial matters have been included in the cell.The Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police further said that the cell has been mandated to keep shadow observation registers to account the expenditure being made by the candidates during the elections. They said that these registers would be then compared with those maintained by the candidates at regular intervals as per the directions of the Expenditure Observers. The officers said that strict vigil was being ensured for effective and transparent functioning of the Expenditure Monitoring Teams in the district.However, the expenditure observers told that FST teams must hold the checking at separate locations of the city on every other day and video recording must be done while checking. They said that ARO along with DSP level officers should also go to checking points for better functioning of the teams. The Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police said that all the officers been already sensitized by the district administration to perform their duty diligently.On the occasion, Additional Deputy Commissioners Mr Kulwant Singh, Mr Jasbir Singh, SDMs Paramvir Singh, Mr. Amit Kumar Panchal,  MC Joint Commissioner Ms Aashika Jain, ADCPs Mr Sachin Gupta, Ms D Sudarvizhi, DETC Mr BK Virdi, SDMs Mr. Sanjiv Sharma, Mr. Rajesh Sharma and Ms. Charumita, Secretary RTA Dr. Nayan Jassal and others were present.
