The Cabinet meeting held here today under the Chairmanship of Chief Minister Jai Ram Thakur decided to provide Kaushal Vikas Allowance to new employees to be employed in industries @ of Rs. 1000 per month for maximum period of two years. Those youth with physical disability of more than 50 per cent would be provided allowance of Rs. 1500 per month under the scheme and it will be applicable for all the employees who are getting salary up to Rs 15,000 per month in private sector.The Cabinet decided to launch Medha Protsahan Yojana to provide coaching facility to meritorious students of Himachal Pradesh for competitive examinations such as CLAT/NEET/IIT-JEE/AIIMS/AFMC/NDA conducted by UPSC/SSC etc. Under this scheme, financial assistance of rupees one lakh or as per the actual, whichever is less will be provided to the meritorious students whose family income does not exceed Rs. 2.50 lakh per annum. A sum of rupees five crores will be spent under the scheme during the current financial year.The Cabinet decided to introduce Swathya Mein Sahbhagita Yojana in the State to ensure improved access and affordability of quality health care services in rural areas and to provide impetus to growth of private sector health care investments to ensure alignment with public health goals and enable making health care system effective, efficient, safe and affordable. Under this scheme, capital subsidy @ of 25 percent up to investment of rupees one crore in building, machinery and equipments will be provided to any individual, firm, company, trust or society to establish a private Allopathic hospital in prescribed area as per established standards. It will also be provided 5 percent interest subsidy for three years on maximum loan amount of Rs. 75 lakh.The Cabinet decided to allot 780 MW Jangi-Thopan-Powari Hydro Electric Project in Kinnaur district for execution to SJVNL. It was also decided that the Power department would come up with timelines for all projects allocated on nomination basis to Central PSUs or State PSUs.The Cabinet decided to give its approval in principle to designate Honorary Head Constables and Head Constables completing 32 years of service as Honorary Assistant Sub Inspectors in Police Department.It gave nod to fill up 230 posts of Post Graduate Teachers in Education Department of various subjects on contract basis through direct recruitment to cope with the shortage of teachers in the department.The approval was given to create and fill up additional six posts of different categories in Government College of Teacher Education, Dharamshala.The Cabinet accorded its approval to bifurcate Banuala Baroond Small Hydro Electric Project allotted to M/s Gayatri Hydel Projects(P) Ltd. into two stages i.e. stage-I Barnuala Baroond having capacity of 2 MW in the elevation range of 1990-1765m and stage-II Barnuala Baroond–I having capacity 0.80 MW in the elevation range 1700-1615m. The developer has to deposit upfront premium, security charges and processing fee afresh applicable as per prevailing Hydro Power Policy.

It gave its nod for creation of one new Development Block at Bali Chowki in Mandi district by re-organising Development Block Mandi Sadar and Seraj Block alongwith creation of 10 posts of different categories  to facilitate the people of the area.It decided to open Government Primary Schools at Kunga in Gram Panchayat Bageigarh, at Khandar in Gram Panchayat Charda and at Shalla in Gram Panchayat Singadhar  in Chamba district for providing primary education to the children at their door steps.It also put its seal to start science classes in 19 government senior secondary schools viz. GSSS Panahar Balah, GSSS Kotlu and GSSS Behin in Kangra district, GSSS Kangal in Shimla district, GSSS Palakwah and GSSS Basoli in Una district, GSSS Moviseri, GSSS Maloh, GSSS Jarol, GSSS Mahunag, GSSS Killing, GSSS Kamlah and GSSS Samour in Mandi district, GSSS Batran and GSSS Choru in Hamirpur district, GSSS Puruwala, GSSS Jamniwala, GSSS Barma Papri and GSSS Bakras in Sirmaur district. In addition to it, the Cabinet also gave its nod to start commerce classes in GSSS Kangal in Shimla district, GSSS Pandoga and Palakwah in Una district, GSSS Moviseri, GSSS Morla, GSSS Kamlah, GSSS Samour and GSSS Pangna in Mandi district, GSSS Behin in Kangra district, GSSS Ajoli and GSSS Manpura Devra in Sirmaur district. The Cabinet also gave its approval to create and fill up requisite posts of PGTs to man these schools.The Cabinet decided to upgrade eight Government Primary Schools to Middles Schools and two Middle Schools to High Schools in Sirmaur, Mandi and Una districts alongwith creation and filling up of requisite staff.It gave its consent to open new Primary Health Centre at Thata in Mandi district alongwith creation of requisite posts to man this centre.It also decided to create a post of Project Director in Economic and Statistics Department.
