Chief Secretary B V R Subrahmanyam Wednesday asked the Deputy Commissioners to closely monitor the ongoing projects and schemes and take proactive measures to ensure completion the lingering projects in their respective districts.“Incidentally, this Conference coincides with the completion of 3 months of the Governor’s rule in the State and our focus during this period has been on delivering development in a systemic and rapid way along-with delivering outcome-based good governance,” the Chief Secretary said in his concluding remarks at One-day joint conference of Deputy Commissioners and District Superintendents of Police at Sher-e-Kashmir International Convention Centre (SKICC) here.The Conference, inaugurated by Governor Satya Pal Malik this morning, was also addressed by his Advisors B B Vyas, K Vijay Kumar and Khurshid Ahmad Ganai and Director General of Police Dilbagh Singh.Administrative Secretaries, Divisional Commissioners of Kashmir and Jammu, IGP Jammu/Kashmir and other senior officers also attended the Conference and held threadbare deliberations on people-centric developmental and governance issues.Addressing the concluding session, Chief Secretary said the administration shall have to function with efficiency, speed and accountability and deliver quick results on the ground on developmental and governance fronts.“Focus has to be on working through transparency and consultation to promote a culture of excellence in governance characterized by integrity and highest standards of deliverance,” he said and added that judicious and productive use of resources has to be ensured so that the funds are utilized according to priorities keeping in mind the larger public good and requirement of basic amenities.

Chief Secretary said the government has already taken proactive measures to complete all such projects which are lingering for want of funds.He said a special scheme has been launched in this regard so that these projects are provided assured funding for completion at the earliest. He asked DCs to identify any such projects on priority and communicate the same to the Government for further action. He said some important public infrastructure projects including bridges, roads, buildings etc will be covered under the new scheme which will be rolled out within next couple of days.Chief Secretary also called for ensuring that the major development programs and projects and flagship schemes are given a renewed push and completed on time. PMDP projects must be given priority so that projects such as AIIMSs, IIT, IIM, Ring Roads and others are completed on time.While talking about the preparations for the upcoming Municipal and Panchayat polls, Chief Secretary asked the DCs not to get distracted by the election process and asked them to simultaneously keep track of the developmental projects and also monitor the process regularly.

Terming the Agriculture and Horticulture sectors as the backbone of state economy, Chief Secretary said the schemes already announced by the government for these key sectors should be implemented in true spirit so that the industry gets further boost.Chief Secretary said the government plans to put in place an active grievances redressal mechanism including that of the grievances of employees in government offices. He said the government will soon streamline the grievance redressal mechanism to further improvise it. He also stressed on punctuality in government offices and asked the DCs to regularly monitor the attendance in subordinate offices in their respective districts.While talking about the grievances of SSA teachers, Chief Secretary said the government is committed to resolve all their genuine issues and a Committee is already in place to examine their demands.The Chief Secretary also asked the DCs to identify the major economic activity in their respective districts and take measures to further boost that sector so that each district has its own unique identity in the state.Earlier during three interactive sessions, the Deputy Commissioners interacted with the administrative secretaries of various departments and put forth their issues regarding their respective departments.
