Transgression by China happen due ‘differing’ perceptions : Army

Transgressions by people's liberation army of China is due to “differing” perceptions of the Line of Actual Control and that India and China have well established mechanisms to resolve such issues, Lieutenant General Ranbir Singh, General Officer Commanding-in-Chief (GOC-in-C), Northern Command said on Thursday.“The question pertains to our preparedness along the LAC with China, I would just like to clarify something which we have mentioned on several occasions that on a large number of occasions, there are reports that the people's liberation army of China has carried out some transgressions in various areas along the Line of Actual Control but such transgressions have always taken place in areas where we have differing perceptions of the LAC,” he said while talking to reporters on the sidelines of a 'Kargil Vijay Diwas'  function.“You all are already aware that we do not have any delineated LAC. 

It is a mutual understanding, an understanding of where there are variations on a large number of pockets and wherever there is a variation in our perception, there is a variation in the perception of the LAC by either side and it is in those areas that transgressions to take place.” Similarly, he claimed that Chinese authorities referred to army of having transgressed into their territory on several occasions.“I must also mention that with China we have got very well established mechanisms whether it is the mechanisms of hotlines between the forward posts or it is the flag meetings between the two or the border personnel meetings. At the higher level we got the working mechanisms for concentration and coordination of border affairs. At the highest level we have the special representatives of both the countries who discuss issues related to the resolution of the dispute and each of these mechanisms is the very effective mechanism,”  he according to GNS said, “ We have been able to use all these mechanisms to our advantage and have been able to resolve all even very very tricky and touchy issues with laterality and we have been able to resolve them well to be aspirations of both Indian army and PLA of China.” (GNS)
