Government is contemplating to engage Rehbar-e-PahsuPalan in the State to provide temporary employment to Veterinary Graduates under a scheme with fixed contingency of Funds out of Capex.This was stated by the Minister for Animal, Sheep Husbandry and Fisheries, Abdul Gani Kohli in an officers’ meeting convened to discuss the status of staff position and filling up of vacant posts in Animal and Sheep Husbandry (ASH) Departments, here today.The Minister asked the concerned to come up with a proposal in this regard so that the same be taken up with the Government for accord of approval.The Minister asked the officers of ASH Departments to conduct Departmental Promotion Committees (DPCs) meetings and clear the promotions in all categories working in these departments to avoid stagnancy.While taking stock of the vacant positions under Gazetted category, the Minister directed the concerned officials to refer all the vacant posts to Public Service Commission immediately for selection of eligible candidate as per the prescribed norms. He also asked them to pursue in the Commission for clearing all pending issues related to regularization under different categories.

Detailed discussions were also held on filling up of vacant posts under Non-Gazetted cadre besides establishment of Veterinary University, vision Document, Animal Insurance, creation of vacancies, regularization of trial centers, revival of Feeding Centres and 15thFinance Commission.The Minister directed both the Departments to refer all vacant posts to the State Service Selection Board (SSRB) for selection.Threadbare discussion was also held on seniority of VAS and other categories. It was informed in the meeting that the tentative seniority list of VAS, Animal Husbandry Department issued and objections received are being examined for disposal and finalizing. Among others, Commissioner Secretary, ASH & Fisheries, R K Bhagat, Director Animal Husbandry Jammu, KewalKrishen, Director Sheep Husbandry Jammu Sanjeev Kumar, Additional Secretary ASH, Director Finance, Director Planning and other Senior Officers of ASH Department were present in the meeting.Earlier, a deputation from Kargil met the Minister and apprised him about their various problems including posting of Veterinary Surgeons. The delegation also briefed the Minister about promotion of Pashmina.Kohli gave them patient hearing and assured them that their genuine demands would be looked into. Interacting with the deputation, the Minister said that the Government is taking all efforts to improve the basic infrastructure of all veterinary hospitals in the State. He said government is aware about the promotion for Pashmina wool.
