In its endeavor to strengthen the Judicial, Administrative Institutions and improve necessary skills and efficiency of all stakeholders of Justice Delivery System, Jammu & Kashmir State Judicial Academy today organized One Day Sensitization Programme for District Judges, Assistant Controller Drugs and Drug Inspectors under Drugs & Cosmetics Act, 1940 at Moominabad, Srinagar.On the occasion, Director, J&K State Judicial Academy Abdul Rashid Malik welcomed Justice Hasnain Massodi, former Judge, High Court of J&K, Rajinder Kumar Harna, Resource Person, District & Sessions Judges, Officers of the Health & Medical Education Department and participant Drug Inspectors.Abdul Rashid Malik said that right to health is a fundamental right and has been recognized in the constitution, statutory as well as in the international laws.“The role of Drug Control Department and its officers is very critical to check the menace of misbranded, spurious and adulterated drugs. Manufacturing of spurious drugs and substandard quality drug products is a fraudulent activity and there availability in the market is the life threatening issue for the public health,” he said.

In the first working Session, Justice Hasnain Masoodi deliberated upon the importance of the implementation of the Drugs & Cosmetics Act.  He emphasized that it is the duty of the state to take care of the health of society because it is the question of life.“The role of participant officers is very crucial to keep vigil on the quality of drugs in the society,” Justice Hasnain Masoodi said adding that globally, every country is the victim of substandard or spurious drugs, which result in life threatening issues, financial loss of consumer and manufacturer and loss in trust on health system.”Resource person Rajinder Kumar Harna deliberated upon the overview and salient feature of the Drugs and Cosmetics Act, 1940 and Rules, 1945. He made a detailed Presentation upon the legal framework under the Act. During the presentation, the participant District Judges and officers of the Health & Medical Education department raised many issues with regard to institution of complaints under the Act, taking of samples and crucial procedural matters which were responded by the resource persons.In the Final Session, the participants made presentations on successes, failures, challenges and way forward for effective implementation of the Drugs & Cosmetics Act.Director, JKSJA Abdul Rashid Malik, expressed his gratitude to the resource persons, participants and hoped that the deliberations and discussions during the programme will prove beneficial for the participants to sharpen their skills and intellect.He emphasized that this sensitization programme will help in developing a consensus over the next steps required, for sustaining our quest of continuously improving standards of the field Officers of Health department responsible for the implementation of the Act.
