The Minister for Animal, Sheep Husbandry and Fisheries, Abdul Ghani Kohli, reviewed implementation of District Development Board decisions here today.The Minister who is also chairman of District development Board emphasized upon all officials to work diligently for the early implementation and completion of DDB decisions. He also stressed on awareness campaigns to educate people about various welfare schemes and also ensure the identification and coverage of genuine beneficiaries under such programmes.The legislatures of Gool Arnas Aijaz Ahmed Khan, MLA Banihal Vikar Rasool Wani, MLA Ramban Neelam Langeh, MLC Sham Lal Bhagat, District Development Commissioner (DDC) Tariq Hussain Ganai, ADDC Ravinder Sadhu, ADC Angrez Singh Rana, CPO Uttam Singh,  HoDs of various departments, Chief Engineers besides sectoral and district officers were present.Taking serious note of the low literacy rate of girls in the district, the Minister directed DDC to constitute special team and workout the apparent reasons besides taking other concrete steps by way of providing road connectivity and requisite staff to schools so that the girls get easy access to the education.

Regarding the construction of ground at Banihal, the Minister instructed the district administration to take necessary steps to create mega sports facility there. On the issue of depletion of water resources in Banihal and Sangaldan areas due to construction work of railways, the Minister asked the administration to resolve the matter on priority.The Chairman instructed DDC to stress on concerned construction companies for ensuring necessary repairs and maintenance of existing national highway so that commuters do not face problems. The Minister asked district administration to make full implementation of survey made under PMAY.The Board also fixed time limit for full completion of mega development projects including educational and medical buildings ongoing in Ramban, Banihal and Gool areas for which instructions were passed to the administration for their supervision and monitoring. The HoDs were directed to resolve impending bottlenecks of projects for their early culmination.

Horticulture department was instructed to make necessary proposal to prevent the Anar Dana crop from pest infestation in the district. The Chairman asked the department to engage technical experts from the SKUAST for rooting out deadly disease affecting its crop. Stress was laid on introducing fruit driers for improving quality and quantity of crop.The Minister took serious note of slow pace of work at Degree College at Banihal. In this regard, strict instructions were passed to the Chief Engineer to speed up the work on priority to complete the building at an earliest.The Board decided to develop eco-tourism at Gool areas for which Agriculture Department would provide its land lying uncultivated and the Rural Development Department would create basic facilities including hutments and other infrastructure.The Chairman asked the DDC to expedite the process for Indoor Stadium, KV school, VIP hut, Conference Hall, Infra for Tata Pani, revenue complex and TRC in Gool areas, tourist bungalow at Mahu Mangat, JNV at Ramban, additional building for higher secondary school at Ramban and other pending buildings of various departments.

Earlier, the DDC gave a detailed power point recap of the demographic and geographic attributes of the district with financial and physical position of allocated budget. He informed that out of total approved plan of Rs. 123.57 crore, net availability was Rs. 20.43 crore and out of which Rs. 14.31 crore has been fully utilized with the expanding percentage of 70.08. It was disclosed that under New District Infrastructure (NDI), work on Circuit House has been completed while as Block-II is about to complete. Likewise, works of Sub-Center Jathgali and New Type Primary Health Center Bhimdasa have also completed by the Health Department. The other completed works include 50 bedded hospital at Banihal, DIET building at Banihal, workshop of polytechnic college at Ramban, ANM school at Ramban and Panchyat Garh at Dalwa upper.Under MGNREGA scheme, 477 works have been completed after generating 33034 man days for 1280 families. It was informed that Rural Development Department has fixed targets of completing 4115 works of various types this year. 

The meeting was informed that major works completed by R&B sector include Motorable bridge at Mandakbass, macadamization of Batote-Boon Bari road and Batote Hospital road. Under PHE sector, filtration plant Batote having capacity of 50000 gallons has been completed while as construction work on another filtration plant at Sawni is in full swing.Likewise, under minor irrigation sector, three Khuls worth 44 lakhs at Seeri, Dheeda Dabar and Gagarsulla are in-progress.It was further apprised that district administration is working vigorously to ensure full implementation of all state and centrally sponsored schemes like UDAAN, AASRA, PMUY, MUDRA, PMAY, Jan Dhan Yojana, PMSSY, PMJJBY, PMSBY, Atal Pension Yojana, Fasal Bima Yojana, SBA, Soil Health Card, Mission Indradhanush, Payment through Digital mode etc and regular camps are being conducted to spread mass level awareness.The legislatures also raised the issues of revising PMAY guidelines, construction of indoor stadiums at Gool and Ramban, expansion of power and water supply schemes to uncovered habitations, doctors for hospitals, , assessment of crop damage, implementation of PMKSY, planning and marketing of horticulture produce, establishment of play fields and sports facilities for youth, development of Ziarats and other holy shrines, completion of ongoing and sanctioned roads and other development projects for left out areas.
