Minister for Rural Development and Panchayati Raj, Abdul Haq in reply to a Question by Jewan Lal, today informed the House that as many as 13,282 and 7,676 cases were sanctioned under Indira Awas Yojna (IAY) in the state during the year 2014-15 and 2015-16. These include, 8115 and 5100 cases respectively in Kashmir division and 5167 and 2576 cases respectively in Jammu division.Giving details of the number of cases where 2nd and 3rd installments have not been released, the Minister said that in Kashmir division the number of such cases is 2792 and 4014 for the year 2014-15,  2218 and 3262 for the year 2015-16.Similarly, in Jammu division, the number of such cases is 3048 and 4926 respectively for 2014-15 and 666 and 2576 respectively for 2015-16. The delay in release of funds is due to non-receipt of balance share from the Government of India for which the Utilization Certificates have been furnished, the Minister said.

Regarding the details of liability on account of MGNREGA works during the year 2015-16, the Minister informed the house that the department has accumulated a liability of Rs 5.31 crore for the year 2015-16 on two components i.e. on un-skilled wages and material cost."This is due to delay in the receipt of funds by the department and their further release to the implementing agencies," he said adding the State Government makes every effort to project the demands in time for seeking the funds under the provisions of the Act.Regarding creation of man-days during the current fiscal, the Minister said that against the target of 263.65 lakh, the Government has been able to generate 111.42 lakh man-days ending December 2016.Hakeem Mohammad Yaseen, Advocate Bashir Ahmad Dar, G M Saroori and Aijaz Ahmad Khan raised supplementaries and called upon the government to earmark sufficient funding in MGNREGA programme and further streamline its functioning.
