Chief Secretary, B R Sharma on Thursday asked Administrative Secretaries to expedite finalization of cases relating to compassionate appointment under SRO-43 and complete immediately the process of identification of posts in this regard.Chairing the periodic meeting of Committee of Secretaries (COS) here, Chief Secretary asked Administrative Secretaries to submit regular reports to the GAD on monthly basis, listing the number of cleared and settled cases under SRO-43/94.Regarding finalization of cases of adhoc/consolidated/contractual employees, as have been cleared by the Empowered Committee of the Finance Department, the Chief Secretary instructed Administrative Secretaries to take a review of such cases pending in their respective departments and accordingly submit these to his office through GAD for final approval by the Chief Minister.Administrative Secretaries were also urged to attend to the personnel matters of the employees on priority ensuring that departments refer vacancies in the promotion quota to the Public Service Commission and DPCs and take necessary steps towards convening regular meetings. 

“Ensure that promotions of employees to next level, becomes a continuous process and looked into personally by Administrative Secretaries to facilitate promotions of employees in a time bound manner” the Chief Secretary said.The Chief Secretary also reviewed the latest status of action taken by the departments in identifying the junior level posts for which interview process for recruitment has to be discontinued and selection is to be made purely on the basis of written test/academic merit.13 departments have furnished requisite information in this regard so far, with Chief Secretary directing the remaining departments to submit the information immediately.On the issue of abolition of the requirement of affidavits for availing various Government services, the Chief Secretary directed Administrative Secretaries to get the proposal of their respective departments vetted/routed through the Law department and submit the same to the GAD.Chief Secretary also reviewed the status of pending Departmental Enquiries and stressed on the Administrative Secretaries to take appropriate decisions and put a closure on all such cases. He also urged Administrative Secretaries to pursue court matters in respect of their departments vigorously.Meanwhile, Chief Secretary also reviewed the implementation of the Aadhaar Enabled Biometric Attendance System (AEBAS) in the Civil Secretariat.
