Describing the MGNREGA as life line of the rural areas, MLA Rafiabad Yawar Dilawar Mir today said that the Act is the best source of creating Public assets and guaranteed employment opportunities. He urged for proper implementation and monitoring of the Act at ground level to make it Act purposeful and beneficial for the BPL category of the society.Participating in debate on demand of grants for grants for the departments of Rural Development , Law and Parliamentary Affairs in the in the legislative Assembly today , Yawar said that of MGNREGA is poised to bring a turnaround in infrastructure development in rural areas adding that there is a development boom going on in his Rafiabad constituency. While lauding the MGNREGA, Yawar said, now every development work of basic public utility like Construction of Lane, Drains, Bridges and Culvets is being constructed under MGNREGA. However, he said there was a great scope to further broad based this act adding that the department concerned should take up construction of marriage halls in remote and Kandi belts under MGNEREGA for the convenience of poor ruralties.
Yawar Mir urged for construction of Panchayar Ghars in villages where Ghram Sabas could be held adding that providing a meagre sum of Rs.600 per month for renting out a room has made a mockry of the basic concept Panchayti Raj system.” Who would be ready to provide his room for Panchayat office for just Rs.600 per month,” Yawar questioned. He was seconded by the Deputy Speaker Nazir Ahmad Gurezi, who also complained about embezzlement in Panchayat funds. There is embezzlement in hiring of rooms for Panchayats, Gurezi seconded.While speaking on grants for Education department in the legislative Assembly yesterday, Yawar described the Primary school education as the corner stone of the whole eduction system adding that need of the hour was to create basic education infrastructure in bad pockets and kandi areas. “There are no buildings, Drinking water and toilet facilities for students “Yawar added. He called for focussed attention of the government towards Pahari , Gujjar and Bakerwa communities for their proper education.Yawar also stressed for empowering Village Education Committees (VEC) to ensure percolation of benefits and facilities available under various Central and state sponsored schemes at ground level.
