Minister for Rural Development Department, Abdul Haq, while replying to a Calling Attention Notice of Sajjad Ahmad kichloo, informed the House that construction and    re-alignment of "Galhar-Sansari Road" between 55  to 58.87 Km via Ishtayari was proposed in 2010.The Minister further informed that the project is being executed by Border Roads Organization(BRO) in which 5 villages are involved in the re-alignment namely Dhanwas, Ganjwas, Swas, Ishtiyari and Tiyari, adding that of these, first four villages are already in agreement with the proposed re-alignment and construction of works. However, the inhabitants of the village Tiyari are opposing the proposed alignment and demand up-gradation of the road as an Inter-State Highway joining Himachal Pangi Valley to state, he added The Minister said that BRO has further informed that some persons on behalf of village Tiyari are also claiming existing land as their proprietary land.

He said although Deputy Commissioner Kishtwar has issued NOC for execution of the construction works by BRO, yet heavy equipments are being held and not utilized in between this stretch of road. He said construction works are being carried out on both side of 55 to 58.87 Kms road stretch. He said that the matter is also sub-judice and interim orders of the High Court have been received in September 2013 and again on December 28, 2015.Mr Abdul Haq further informed that in order to resolve the issue and ensure re-starting of the work, the Deputy Commissioner Kishtwar has been holding a number of meetings and discussions with various stake- holders including BRO authorities. He said a number of site visits by officers of various levels also have been conducted. In addition, the proprietary area involved in the re-alignment is being acquired by the concerned collector under the land acquisition Act for which proceedings are currently in progress. He said it is expected that as a result of these meetings, site visits and land acquisition proceeding besides vigorous follow up of the case in the court, the work on the re-alignment portion shall be resumed shortly.
