The Haryana Chief Secretary, Mr. T.V.S.N Prasad, today reviewed the preparedness for the impending heatwaves of summer-2024 and the arrangements for the general Lok Sabha elections, along with the by-election to the Karnal assembly constituency, with the Divisional Commissioners and Deputy Commissioners of the state.
During the review meeting, Mr. Prasad also sought detailed information about preparations for the upcoming Lok Sabha-2024 elections from them.The Chief Secretary emphasized the necessity for adequate arrangements for drinking water at polling stations on the polling day, May 25.
It was disclosed during the meeting that enforcement agencies have meticulously documented a significant amount of seized goods, valued at a total of ₹23.31 crore since March 1st, 2024. Notably, significant seizures include cash amounting to ₹4.05 Crores, liquor valued at ₹8.17 Crores, drugs totaling ₹8.02 Crores, precious metals worth ₹1.73 Crores, and freebies valued at ₹1.33 Crores.
Mr. Prasad directed the officers to maintain strict vigilance over such activities. Additionally, it was informed that the first randomization of EVMs is scheduled for April 25, 2024, with the second randomization to be conducted after the arrival of General Observers.
The first randomization of Presiding and Alternate Presiding Officers will be completed by April 29, with their training concluding by May 11. The second randomization of Polling Parties will be conducted after the arrival of General Observers. A total of 219 auxiliary polling stations will be set up in the state.
Mr. Prasad stressed adherence to government advisories regarding the impending heatwaves. He assured the public of the government's readiness to mitigate the effects of heatwaves, instructing relevant departments to take proactive measures.
The Health Department has been tasked with ensuring adequate supplies of ORS packets, essential medicines, and ice packs at health centers and Anganwadis. Additionally, instructions have been given to designate wards/beds for heatwave emergencies, equipped with ACs and coolers where available.
DGP Mr. Shatrujeet Kapur, Principal Secretary and Chief Electoral Officer, Mr. Anurag Aggarwal, Principal Secretary Mr. Devendra Kalyan, and other senior officials attended the meeting. Divisional Commissioners, IGs, Deputy Commissioners, and Superintendents of Police from all districts also participated via video conference.

हरियाणा के मुख्य सचिव श्री टीवीएसएन प्रसाद ने आगामी लोकसभा चुनाव एवं गर्मी के बढ़ते प्रकोप के चलते आमजन को हीट-वेव से बचाने के लिए की गई आवश्यक तैयारियों को लेकर मंडलायुक्तों और उपायुक्तों के साथ एक समीक्षा बैठक की। उन्होंने आगामी लोक सभा-2024 चुनाव की तैयारियों को लेकर उपायुक्तों से भी विस्तार से जानकारी ली।
उन्होंने निर्देश दिए कि आगामी 25 मई को लोकसभा चुनाव के दौरान मतदान केंद्रों पर पीने के पानी की उचित व्यवस्था की जाए। इसके अतिरिक्त चिन्हित अपराध की समीक्षा करते हुए उन्होंने हर जिले में चिन्हित अपराध की श्रेणी में आने वाले मामलों की समीक्षा करने के निर्देश दिए हैं। बैठक में बताया गया कि एनफोर्समेंट एजेंसियों द्वारा 1 मार्च, 2024 से अब तक राज्य में 4.05 करोड़ रुपए नकद, 8.17 करोड़ की शराब, 8.02 कारोड़ की ड्रग्स, 1.73 करोड़ के बहुमूल्य धातु, 1.33 करोड़ के फ्रीबिज आईटम सहित कुल 23.31 करोड़ रुपए का सामान एवं नकदी पकड़े गए है।
श्री प्रसाद ने अधिकारियों को ऐसी गतिविधियों पर कड़ी निगरानी रखने के निर्देश दिए।इसके अतिरिक्त, यह बताया गया कि ईवीएम का पहला रैंडमाइजेशन 25 अप्रैल, 2024 को निर्धारित है, दूसरा रैंडमाइजेशन सामान्य पर्यवेक्षकों के आने के बाद आयोजित किया जाएगा। पीठासीन और वैकल्पिक पीठासीन अधिकारियों का पहला रैंडमाइजेशन 29 अप्रैल तक पूरा हो जाएगा और उनका प्रशिक्षण 11 मई तक समाप्त हो जाएगा। मतदान दलों का दूसरा रैंडमाइजेशन सामान्य पर्यवेक्षकों के आने के बाद किया जाएगा। राज्य में कुल 219 सहायक मतदान केंद्र बनाये जायेंगे।
मुख्य सचिव ने कहा कि गर्मियों में हीट वेव से बचाव के लिए सरकार द्वारा जारी की गई एडवाइजरी पालना सुनिश्चित करने के भी निर्देश दिए। उन्होंने कहा कि सरकार हीट वेव की स्थिति से निपटने के लिए पूरी तरह तैयार है और इसके दुष्प्रभावों से बचने के लिए संबंधित विभागों को सभी आवश्यक उपाय अपनाने के निर्देश दिए गए हैं।
उन्होंने कहा कि स्वास्थ्य विभाग को सभी स्वास्थ्य केंद्रों और आंगनवाड़ियों में ओआरएस के पैकेट, आवश्यक दवाइयां, आईस पैक और जीवन रक्षक औषधियों की पर्याप्त आपूर्ति सुनिश्चित करने के निर्देश दिए गए हैं। इसके अलावा, ऐसे स्वास्थ्य केंद्रों, सीएचसी और पीएचसी जहां एसी और कूलर की व्यवस्था है, डेडिकेटिड वार्ड/ बैड की व्यवस्था करने के निर्देश भी दिए गए हैं ताकि आवश्यकता पड़ने पर उन्हें हीट स्ट्रोक रूम के रूप में प्रयोग किया जा सके। उन्होंने कहा कि सभी श्रेणियों के स्वास्थ्यकर्मियों को हीट स्ट्रैस डिसऑर्ड, रोकथाम और प्रबंधन के लिए जागरूक करने को भी कहा गया है।
बैठक में डीजीपी श्री शत्रुजीत कपूर, प्रधान सचिव एवं मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल, प्रधान सचिव श्री देवेन्द्र कल्याण, अतिरिक्त मुख्य निर्वाचन अधिकारी श्रीमती हेमा शर्मा, एडीजीपी श्री आलोक मित्तल, श्रीमती ममता सिंह, सचिव आपदा एवं प्रबंधन एस नारायणन, विशेष सचिव गृह श्री महाबीर कौशिक सहित कई वरिष्ठ अधिकारी मौजूद रहे। बैठक से मण्डलायुक्त, आईजी एवं सभी जिलों के उपायुक्त एवं पुलिस अधीक्षक भी वीसी के माध्यम से जुड़े।
