The State Vigilance Commission while taking serious note of bunglings and other malpractices allegedly committed by the officials of CA&PD Department in distribution of ration amongst gullible inhabitants of village Goliote, a far-flung area of District Udhampur, sought a detailed factual report from the Dy. Commissioner,  Udhampur. Earlier, a complaint was lodged by one Rattan Singh R/O Goliote Udhampur in connection with gross irregularities committed by officers/officials of CA&PD Department at Village Goliote; the State Vigilance Commission had obtained a report from the Additional Dy. Commissioner (District Vigilance Officer) Udhampur in the light of allegations levelled.

Meanwhile, the complainant Rattan Singh being aggrieved by delaying tactics adopted by concerned administrative authorities in probing the misappropriation of rations and carriage charges, personally appeared before the Commission alongwith with relevant documents as well as Ration Cards of Villagers concerned, prima-facie revealing that huge bunglings in distribution of ration and misappropriation of carriage charges thereto had been committed during the period from “April-2012 to July-2014”, by Sarpanch Surjeet Singh and his brother Balbir Singh with active support of the TSO Pancharie. He also pleaded that ration is being distributed from a place which is about 15 KMs away from village Goliote besides, the free ration for six months as sanctioned by the Government in favour of flood affected sufferers was never provided and that the enquiry conducted earlier into the matter by the Additional Dy. Commissioner, Udhampur was not properly carried out.The State Vigilance Commission after considering the submission made by the complainant and gravity of allegations levelled, directed Dy. Commissioner Udhampur to constitute a team of officers to conduct an in-depth enquiry de novo. The Dy. Commissioner has further been directed to submit a detailed report before the Commission within one month. (CNS)
