State To Take Up Delivery Of 59 Citizen Services Online

State of Punjab is at advanced stage to start the delivery of 59 citizen services online on Punjab State portal. All the preparatory activities like issuance of Government Orders by the concerned Departments, hardware, connectivity, software issues were discussed in detail during review meeting of Punjab State Service Delivery Gateway (SSDG) project under the chairmanship of Mr. Sarvesh Kaushal. Chief Secretary instructed the administrative secretaries of the concerned departments to resolve the issues in next 3 days so that the online delivery of all services can be started. 

During the review meeting, officials from Department of Governance Reforms made a detailed presentation on the current status of launch of online delivery of 59 citizen services. Chief Secretary was apprised that 20 services including SC/OBC caste certificate, pensions related to old age, disabled persons, widow, destitute women, Birth/Death certificate related services, disability certificate  are already operational and citizen can visit Punjab State Portalwww.punjab.gov.in to apply for the services online. 

For the services related to Department of Welfare, it was decided that all the services of Welfare department including Shagun Scheme, Term loans, Post Matric scholarship should be made available on Punjab State portal for the citizens to apply online. The backend of the State portal shall be connected with the software application of the concerned department to provide end to end online citizen service delivery. Department of Governance Reforms was asked to integrate the State portal with application developed by NIC Punjab unit. For the services related to Department of Home like Registration of marriage under Punjab Compulsory Registration of Marriage act, Registration of marriage under Special Marriage act, the Department of Home was asked to release the Government Orders in next 7 days so that the services can be launched by25.8.2015. 

The issues related to remaining services including delivery of hardware, connectivity, training, user acceptance testing, and software development were discussed in detail. The concerned departments were asked to immediately provide the business requirement for development and testing of the software application. The System Integrator of the project M/s HP was asked to complete the activities including software in next 1 months so that all the 59 services are available to the citizens to apply online. Further to provide services of Birth/Death certificate in a hassle free and time bound manner , the detailed review of data digitization of historic records was also done. It was  informed that out of 69, 00000 historic records related to Birth/Death certificates, 35,00000 records have already been scanned. Principal Secretary, Health was asked to complete the proof reading of the records in next 2 months so that all the historic records can be verified online. 

The System Integrator of the project, M/s HP was also asked to complete the scanning and data digitization of the remaining records in next 2 months. Once the data digitization is completed, citizens shall be able to get Birth/Death certificates across the counter from the suwidha centers.The officers who attended the meeting included Mr. Jagpal Singh Sandhu, Additional Chief Secretary, Home, Mrs. Vini Mahajan, Principal Secretary, Health, Mr. Rakesh Verma, Secretary Governance Reforms, Mr J Balamurgan, Secretary Local Government, Mr. Vikas Pratap Singh, Secretary Personnel and other senior officials of Department of Governance Reforms.
