Chief Secretary, Iqbal Khandey, Thursday asked the State Rehabilitation Council to ensure that all militancy victims including widows, orphans, handicapped, old persons registered with the Council, open a bank account at the earliest under the Jan Dhan Yojna so that monthly financial assistance is directly transferred into their bank accounts.Chairing its Executive Council meeting here, Chief Secretary urged the State Rehabilitation Council to reach out to all the registered beneficiaries and ascertain which of these families or individuals would like to gain/upgrade his or her skill in any field like knitting, tailoring, IT, Computers etc so that Government can organize vocational training for them in the field of their choice.In another decision, the Executive Council decided that the monthly pension shall be continued in respect of the militancy affected widows and old aged persons despite their NOKs getting benefitted under SRO-43. Moreover, it also decided to bring all the registered beneficiaries under the Accidental Insurance cover, Atal Pension Yojana, Rashtriya Swasthi Bima Yojna etc, the funds for which will be reimbursed by the Government.

The Council was also asked to chalk out necessary modalities to link up the militancy victims with various ongoing Central/State Welfare Schemes and banks so that beneficiaries besides getting a nominal pension are also extended other facilities.Meanwhile, Chief Secretary also urged the Rehabilitation Council to procure more motorized tricycles so that as far as possible all the physically challenged persons are provided a motorized tricycle in the state. As many as 50 motorized tricycles have been distributed among the physically challenged beneficiaries last year and a new consignment of 209 such motorized shall be available within a month. The Executive Council, meanwhile, also approved procurement of 208 more motorized tricycles through the Directorate of State Motor Garages during the year 2015-16.

The Executive Council also reviewed the working of the Rehabilitation Council during the previous year and took stock of its functioning. It also discussed and gave nod to the Annual Action plan 2015-16, amounting  Rs 7.11 Crore for covering as many as 7515 militancy victims including widows, daughters, old aged and handicapped persons and Annual Action Plan 2015-16 amounting Rs 1.76 Crore for covering 1948 orphans of killed militants (without discrimination).The Executive Council also approved an amount of Rs 101.47 Lakh on Annual Budget for the Council.Principal Secretary, Planning and Development, B R Sharma,  Principal Secretary, Home, R K Goyal, Commissioner Secretary, Finance, Navin Kumar Choudhary, Secretary Social Welfare, Sanjeev Verma, Secretary Revenue, Mohammad Afzal Bhat,  Executive Director, State Rehabilitation Council, Ms Rubina Kousar, representatives from Union Government and other officers were present in the meeting.
